Cummings, Councilman Carl E. Haynes, Councilman Jack Fitzgerald, Attorney Absent: Ellard L. Sovocool Also present: Leland Cornelius, Carol Marks, Margaret Palmer, Gary 'good, George Totman, Monica Carey, Verl Rankin, Chuck Rankin, Robert Dempsey, Chris Dempsey Minutes of January meeting were not typed. Claim Nos. 1 to 23 of the Highway Fund in the amount of $30,58a,14 and Claim Nos. 9 to 50 of the General Fund in the amount of $49,904.88 were presented for audit. Moved by Mr. VanBenschoten, seconded by Mr. Haynes, that the bills be a proved for payment. Ayes - VanBenschoten, Cummings, Haynes, Robinson. Absent - Sovocool). Robert Dempsey of Dempsey Insurance Company presented his proposal for 1991 Town insurance coverage. Increase in coverage is the only difference. Premium is up -- half of increase is due to large experience rating. RESOLUTION N0. 5 - ACCEPT DEMPSEY INSURANCE PROPOSAL FOR 1991 Moved by lobs. VanBenschoten, seconded by Mr. Cummings Ayes - VanBenschoten, Cummings, Haynes, Robinson RESOLVED, that the Town Board does hereby accept Dempsey Insurance Agency's proposal as presented for a total of $39,167.83. Chuck Rankin, Bookkeeper, reported that he has Novembers accounts ,just about closed out. He will have year -end adjustments ready next month. He reported that payroll was going a little bit smoother now. We have problems with W -2'6. We got about five sets and they are all wrong. Problem with Tier 3 and 4-three percent adjustment for Federal Income Tax purposes. Went through today with ADP and we should have them in the next couple days. Chuck is looking into in house payroll. Also state aid is being cut 80% in General Revenue Sharing. May have to go back and look at budget and do some cutting. Have not heard anything about highway cuts other than the 7 %. Audit will be done in April according to Dennis. Decembers report will be done by next meeting. Leland Cornelius has been advised by the Tompkins County.Personnel Dept. that we must create a position of auto mechanics helper in order to keep Ron Morgan on as mechanic. Ron has to have two years experience as a helper before becoming mechanic. RESOLUTION N0. 6 - CREATE AUTO MECHANICS HELPER POSITION Moved by Mr. Haynes, seconded by Mr. Cummings Ayes - VanBenschoten, Cummings, Haynes, Robinson Absent - Sovocool RESOLVED, that the Town Board of the Town of Groton does hereby desire to create the position of auto mechanics helper for the Town Highway Department, and FURTHER RESOLVED, that said auto mechanics helper will be compensated at the rate of $9'.86 per hour. Bernie Thoma updated Board on status of Community Development Block Grant. Electro Service Corporations original project is no.longer feasible for various reasons. New proposal is to rent former Groton Ford building. Basically, impact of the deal will be the same. Town's participation would substantially be the same with $135,000 of CEBG funds being loaned. Would like Town's approval to complete new package and submit to HUD for their final approval. • • RESOLUTION N09 7 - REAFFIRM COMMITMENT TO ELECTRO SERVICE CORP. Moved by Mr. Haynes, seconded by Mr. Cummings Ayes - VanBenschoten, Cummings, Haynes, Robinson RESOLVED, that the Town Board of the 'T'own of Groton does hereby reaffirm the Town's commitment to Electro Service Corporation based upon the changes and also based upon HUD's approval. Verl Rankin, Planning Board Member, asked if the Planning Board had been contacted regarding a permit for Electro Service Corporation's new business. Correspondence consisted of: 1) Chips training schedule Feb. 26 3) EOC term is open; 4) NYS Mine Contract; 6) Mortgage Tax - $19, 8) Election Expenses - $2961.930 Census population report - 5,483; 2) TOT at Horseheads Town Hall 8:30 - 11:30; Inspection information; 5) 1991 Dog 633.36; 7) Dog Surplus Monies - $1146045; Moved by Mr.. Cummings, seconded by Mr. VanBenschoten, to appoint Teresa Robinson to serve for two years on the Board of Trustees for the Tompkins Community Hospital Foundation as the Town Representative. Ayes - VanBenschoten, Cummings, Haynes, Robinson. Memo to Town Board Members from Carol Marks, Deputy Town Clerk, was read and discussed. Complaint was that paychecks were issued late by the Supervisor several times to the Deputy Clerk and Clerk. Requested that Board set a specific pay day for all employees. Margaret Palmer, Court Clerk, presented letter to Town Board regarding Town Policy and respectfully requested a clarification on the Town of Groton's policy in regards to: 1) Days included in a pa period, 2) Day of the week time sheets are due and to whom they are due; 3� Day of the week and time of the day paychecks are distributed and by whom they are distributed; 4) Procedure for applying for and being granted a pay raise, if any. Board Members and Margaret discussed all of the above items at length with nothing being resolved other than the consensus of the Board was that all employees were to receive the five percent increase and requested that the Supervisor go back and refigure budgeted increases to reflect this 5% and present at next board meeting. Supervisor Robinson said she would write a "memo" for the next board meeting which will include procedure, times, dates, etc. Board also discussed court rental fee for Village. Board again requested Supervisor to provide some figures in order to make a comparison in order to justify to Village cost of rental. Moved by Mr. Haynes, seconded. by Mr. VanBenschoten, to hold March Board Meeting on Monday, March 4, 1991, at 7:30PM. Ayes - VanBenschoten, Cummings, Haynes, Robinson.
