PUBLIC HEARING
INCREASE WATER RENTS IN ALL
WATER DISTRICTS
The Public Hearing was called to order by Deputy
Supervisor, Melvin Pierce at 7:30 p.m.
In attendance were Deputy Supervisor, Melvin Pierce,
Councilmen O'Donnell, Thorpe and Manning. Also Deputy
Town Clerk, Bonnie Call and Attorney John Folmer

LEGAL NOTICE
TOWN OF CORTLANDVILLE
Notice is hereby given that a public
hearing will be held by the' Town
Cortland County New York, at the
Town Hall, 15 Terrace Road in the
Town of Cortlandville on November
117, 1980, at 7:30 o'clock p.m., in the
matter of the adoption of an or-
dinance amending Section VI of the
'Town of Cortlandville Water District
Ordinance enacted September 30,
1957, and thereafter amended, to read
as follows:
1. Rates for water consumed • in
Districts No. 1, 3, 4 and 5 shall be as
follows:
a. 70 cents per one thousand (1000)
gallons of consumption, per quarter,
for all water consumed up to and in-
cluding So'000 gallons per quarter,
with a minimum fee of $3.50 per
quarter.
b. 55 per one thousand (1000)
gallons of consumption, per quarter,
tor, all water consumed in excess of
50,000 gallons per quarter, up to and
including 300,000 gallons per quarter.
c. 40' per one thousand (1000)
j gallons of consumption, per quarter,
far all water consumed in excess of.
300,000 gallons per quarter.
2. Rates for water consumed in
District No. 2 shall be as follows:
a. $1.10 per one thousand (1000)
gallons of consumption, per quarter,

cluding 50,000 gallons per quarter, -
with a minimum feeof $3.50.
b. 95, per one thousand (1000)
gallons of consumption, per quarter, '
for all water consumed in excess of
50,000 gallons pper quarter, up to and
including 300,000 gailons per quarter.
c. 80 per one thousand (10076)
gallons of consumption, per quarter,
ifor all water consumed in excess of "
300.000 gallons per quarter,.
All parties in interest and citizens
will be heard at the public nearing to,
be held as aforesaid.

No Town residents were in attendance to express
their opinion. •
Engineer Feiszli stated that the purpose of increasing
the rates is to lower the tax rates-, and have the water
districts supported by the water users rather than by taxes. •
Councilman Thorpe made a motion, seconded by Council-
man Manning to close the public hearing. All voting aye,
motion was carried.

SPECIAL MEETING
A Special Meeting of the Cortlandville Town Board was
held on November 17, 1980, at the Town Hall, 15 Terrace Rd.,
Cortland, NY, with Deputy Supervisor, Melvin Piercepresiding.
Board members present were"Deputy Supervisor, Melvin
Pierce, Councilmen O'Donnell, Thorpe, and Manning. Also
Deputy Town Clerk, Bonnie Call; Attorney, John Folmer;
Engineer, Charles Feiszli; Confidential Sec'y, Edna Puzo;
Newsreporters Dave Domeshek and Dick Camerano and town
resident, Lester Moss.
Deputy Supervisor, Melvin Pierce, called the meeting
to order at 8:00 p.m..
RESOLUTION # 194 AUTHORIZE PAYMENT OF VOUCHERS
Motion by Councilman Manning
Seconded by Councilman Thorpe
VOTES: All AYE ADOPTED
BE IT RESOLVED that the vouchers submitted have been audited
and shall be paid as follows:
General Fund Vouchers #411 - 454 $6,450.01
Water District # 1 #144 102.35
Sewer District # 1 # 32 159.66
Sewer District # 2 # 20 1,200.00
Highway #257 - 265 7,277.50
RESOLUTION # 195 ADOPTION OF BUDGETS FOR THE TOWN OF
CORTLANDVILLE FOR 1981 AND ADOPTION
OF SPECIAL DISTRICT`S BUDGETS FOR 1981
Motion by Councilman Thorpe
Seconded by Councilman Manning
VOTES: All AYE ADOPTED
WHEREAS, on the 6th day of November'1980, the Town Board of
the Town of Cortlandville, held a public hearing on the
preliminary budgets approved by the Town Board and filed
with the Town Clerk for the fiscal year commencing January
1, 1981, and having heard all persons in favor of or against
the preliminary budgets as compiled, or for or against any
item or items contained, be it
RESOLVED, that the preliminary budgets, as approved and filed
and presented before this board at the above public hearing,
be amended by making the following changes therein:
Appropiation Account No. SF1-3410.4 from $50,200. to
$63,700.
AND BE IT FURTHER
RESOLVED, that the preliminary budgets approved and filed,
with the amendments hereinbefore set forth, and the same
hereby is adopted and established as the annual budget of
this town for the fiscal year beginning January 1, 1981,
and such annual budget as so adopted. be entered in the
minutes of the Town Board; and be it further_
RESOLVED, that the Town Clerk of this town shall prepare
and certi'y as provided by law, duplicau-e copies of the
annual budgets hereby adopted, together with the assessment
rolls for the benefit of improvement, for Water District No. 1

Water District No. 2, Water District No. 3, Water District
No. 4, Water District No. 5, Sewer District No. 1, and
Sewer District No. 2, adopted pursuant to Section 202-a
of the Town Law, and within five days thereof, deliver two
copies to the Supervisor of the Town, and'the Supervisor
shall present the copies of the annual budgets to the
Legislature of Cortland County within ten days after his
receipt thereof from the clerk.
RESOLUTION # 196 AUTHORIZATION TO AMEND SECTION VII
OF TOWN WATER ORDINANCE
Motion by Councilman Thorpe
Seconded by Councilman O'Donnell
VOTES: All AYE ADOPTED
WHEREAS a Public Hearing was held by the Town Board of the
Town of Cortlandville at the Town Hall on November 17, 1980
at 7:30 P.M. in the matter of amending Section VII of the
Water Ordinance, and
WHEREAS, there were no objections to the change thereof,
BE IT RESOLVED that Section VII of the Water District Ordin-
ance in the Town of Cortlandville is hereby amended as
follows: .
1. Rates for water consumed in District No. 1, 3, 4, and
5 shall be as follows:
a. 700 per one thousand (1000) gallons of consumption,
per quarter, for all water consumed up to and including
50,000 gallons per quarter, with a minimum fee of
$3.50 per quarter.
b. 550 per one thousand (1000) gallons of consumption
per quarter, for all water consumed in excess of 50,000
gallons per quarter, up to and including 300,000
gallons per quarter.
C. 400 per one thousand (1000) gallons of consumption
per quarter, for all water consumed in excess of
300,000 gallons per quarter.
2. Rates for water consumed in District No. 2 shall be as
follows:
a. $1.10 per one thousand (1000) gallons of consumption,
per quarter, for all water consumed up to and including
50,000 gallons per quarter, with a minimum fee of $3.50
per quarter.
b. 950 per one thousand (1000) gallons of consumption,
per quarter, for all water consumed in excess of 50,000
gallons per quarter, up to and including 300,000
gallons per quarter.
C. 800 per one thousand (1000) gallons of consvtion,
per quarter, for all water consumed in excess of 300,000
gallons per quarter
FURTHER RESOLVED that this resolution shall become effective,
upon publishing and posting as required by law.

Councilman Thorpe made a motion, seconded by Council-
man O'Donnell, to adjourn the meeting. All voting aye, the
motion was carried.
The meeting was adjourned at 8:06 p.m.
