TOWN BOARD MINUTES
Special Meeting 7 : 30 P . M . May 28 , 1991
PRESENT : -
Supervisor Dietrich
Councilpersons : Eckstrom , Marisa , Oltz , Schwartz
Town Clerk : Sczepanski
Bookkeepers : Miller , LeGro
A special meeting of the Town of Danby Town Board was held to
discuss problems with the Automatic Data Processing ( ADP ) Corp .
that was hired to process the Town payrolls .
Problems discussed were as follows :
1 ) overdrafts - - nature of and details
2 ) NYS Tax Withheld - where is it ?
3 ) why retirement reports were not filed on time and who is
responsible for their reporting and payment
4 ) monthly payroll reports and form
5 ) how NYS and Federal deposits are made and when
6 ) necessity of accounts to be charged to departments and
fund accounts ( i . e . highway , general , zoning , water ,
youth programs , etc . )
7 ) reports by budgeted programs - -with subtotals for each
department charged
8 ) Monthly payrolls are due on the 1st of each month and
should be paid on the 1st
Bookkeeper Miller stated that her payroll accounts must be zeroed
( - 0 - ) at the end of each month and payments for ADP services cannot
be deducted from payroll accounts but must be handled through the
warrant process the same as other budget requests and audited by
the Town Board .
The Town Clerk was directed to write a letter to Mr . Mark dueller
of ADP listing the problems and / or questions the Town Board and
bookkeepers would like addressed . Supervisor Dietrich will contact
Mr . Mueller by phone letting $ im know that the Town Board would
like to schedule a meeting for 'Tune 5 , 1991 at 7 : 30 P . M . to address
the above issues .
Other issues discussed were :
1 ) Twenty - thousand dollar ( $ 20 , 000 ) for Capital Account - - is in
the Highway Fund - Machinery Contractual Account .
2 ) Serial Bonds for New Highway Barns - Councilperson Eckstrom
reported that this is a good time to look into serial bonds
for the new highway barns .
3 ) Capital Reserve Fund Account - The bookkeeper needs a
resolution to set up a Capital Reserve Fund Account .
On a motion the meeting adjourned at 9 : 00 P . M .
