The regular meeting of the Town of Cortla.ndville
Town Board was held at the Town Hall, 15 Terrace Road,
Cortland, NY, with Supervisor Nadolski presiding.
Councilman present were Edwin 0' Donnell, Warren
Manning and Melvin Pierce.
Others. present were Town Clerk, Pauline Parker;
Attorney, John Fowmer; Deputy Town Clerk, Bonnie Call;
Justice, Don Eaton; Confidential Sec'y, Edna Puzo;
Engineer, Charles Feiszli, Zoning Officer, Don Fowler;
Assessor, Robert Wells; Newsrepo.rter, Paul La.Dolce;
Betty Palm and Ken Al Brews.
The meeting was called to order by Supervisor •
Na.dolsk.i. at 7 q 30 p.m. .
Reading of the minutes were dispensed with as all
board members had received copies prior -to the meeting.
Minutes Motion was made by Councilman Pierce, seconded by
Approved Councilman O'Donnell, to approve the minutes of the
regular meeting of August 6, 1980, as written. All
voting aye, motion. was carried.
Moti_on was made by Councilman Pie-r°ce, seconded by
Councilman Manning, -to approve the minutes of August
18, 1-980, special meeting, as written. All voting
aVe, motion was carried.
All board members had received the Planning Board
minutes of August 25, 1980. Motion was made by Council-
man Manning, seconded by Councilman Pierce, -to receive
and. file -the minutes. All voting aye, motion was
carried,
Reports of department heads are on the table.
They also are on file in the Clerk's office and are
available upon request.
Upon motion by Councilman Manning, seconded. by
Letter
n Lab. Councilman Pierce, the letter_ received from Senator
Filed Javits in regards to the Tunison Laboratory, was
received and filed. All voting aye, motion was carried.

by the Town Board -to contact Jim Feuss, of the County
Health Dept., to obtain more information on the program.

WHEREAS after many discussions and investigations by Assessment
this board and the assessor, and Update
WHEREAS our equalization rate for the Town of Cortla.nd-
ville continues to decline annually, and
WHEREAS this Town Board does support the assessment
update movement, and
WHEREAS this Town Board has appealed to the County
Legislature several times in the past, and the county
has failed to take any action in this matter; and
although this Town Board still feels that the entire
County should be updated by the County,
NOW, THEREFORE
• BE IT RESOLVED that the Thomas L. Jacobs and Associates
Tnc., be authorized and directed to proceed with an
assessment update program for all taxable property in
the Town of Cortlandville, at a cost of $7. per parcel,
and
RESOLVED that this update program shall comply with all
requirements of Article 15-B of Real Property Tax Law,
and the rules and regulations of the State Board equal-
ization and assessment relating -to tax a.dminstration,
and
RESOLVED that a copy of this resolution by the Clerk of
this Board, be forwarded to the County Legislature.

RESOLUTION ,# 145 SETTING ELECTION INSPECTORS
RATE FOR 1980
Election Inspectors Motion by Councilman Manning

VOTES: ALL AYE ADOPTED
BE IT RESOLVED that Election Inspectors hourly rate
shall be $2.90 for 1980.
Supervisor Nadolski reported that as of July 17,1980
Sales tax we are short $19,000. of anticipated revenue of the Sales
Tax for 1980, due tothe lack of generated revenue.
Supervisor_ Nadolski reported on the response from
SCM.) PTM and Overhead Door in regards to the proposed
waste water waste water use tax. They will be charged an industrial
use tax use charge, which' has not been determined yet. Their
water will be tested and the charge predicated upon the
amount of impurities in the water..
Attorney Folmer explained the procedure for abandon-
ment of roads.
A list will be submitted at a later date to be re-
viewed.
Attorney Folmer will investigate different forms
of insurance in regards to the Townes assumption of
legal defense of. town. officials, and report his findings
at next months regular meeting.
A flooding condition has occoured on Kingsley Ave.
Attorney Folmer was requested to contact the private
owner. No action was taken.
The homeowners in the South Cortland area have
complained about the excessive weeds in their lawns, as
lawns a result of the reconstruction of their lawns when the
fertilized water lines were installed.

Urethane Foam Contractors, presented samples and explained
their product in regards to roofing.
The roof on the Highway Garage needs to be replaced
in the near future.

On August 11, 1980, the Town Clerk was served legal
papers from Barker's of,Cortland, Inc., Cortlandville
Center Associates, against the Town of Cort landville in
regards to their assessment.
Upon motion by Councilman Manning,,seconded by.
Councilman 0' Donnell, the suit was received and filed.

The committee of Councilman Pierce, Councilman. Manning
and Attorney Folmer will meet -this month to discuss the
Fire Contract for 1.981 with the Village of Homer.

RESOLUTION # 154 SETTING DATE FOR PUBLIC HEARING
TO AMEND THE DOG ORDINANCE

BE IT RESOLVED that a Public Hearing will be held on
September 15, 1980 at 4:30 p.m. at Town Hall to discuss
increasing dog licensing fees for 1981.

Councilman Manning presented the report prepared. by
Joan VanRiper, Recreation Director, for the summer program.
This was the first year of the program.
Councilman Manning expressed approval of a. fine job
done under very trying conditions. He requested the
Supervisor to write a note of appreciation to Joan, and
also the Jaycee's for the use of their trailer.
Upon motion by Councilman Nanning, seconded by
Councilman. 0"Donnell, the recreation report was received
and filed. All voting aye, motion was carried.
Supervisor Nadolski reported that the fellows from
Camp Georgetown. will be available the last week of September
and will be cleaning the streams and raking the ball field.

the 25th Annual. Fall Training School to be held at
Grossinger's from September 30 - October 3, 1980 and
RESOLVED that any expense incurred by same, be reimbursed,
subject to audit by the Town Board.
The order received from the State of New York Commission
on Cable Television was discussed in regards to the approved
rate increase and their thoughts about line extensions.
Councilman Pierce made a motion, seconded by Councilman
Manning, to receive and file the order. All voting a.ye,
motion was carried.
There being no further business, upon motion by
Councilman Manning, seconded by Councilman Pierce, the
meeting was adjourned. All voting aye, motion was carried.
