HomeMy WebLinkAbout1967-04-11 134 April 11 , 1967 The regular monthly Board Meeting was called to order by Supervisor Todd at 7 : 00 P . M . Present were Supervisor Todd , Councilmen Lee , Jones , Ogden & Newhart , Attorney Amdur and Assessor Wells . Supervisor Todd recognized the fifteen people from West Dryden who were here representing the Greater West Dryden Rural Community Association . Mr . John Moreyintroduced those present , and. named the officiers as follows. : President Mr . Sherwood , Vice President - Mr . Conklin Secretary - - Mrs . Conklin - Treasurer - Mr . Kannus Mr . Morey ;:- then stated that the Association- had- not as yet received their — Charter , however , they had a recei•pt • that it had been . received in Albany and would be forth coming in the near future . They were here to see if the West Dryden Church could be leased or sold by the Town . Mrs . Amdur reported that the Town could not sell as they used it for voting purposes , and there were no other adequate facilities available , however it could 411 be leased for an adequate consideration , but not for $ 1 . 00 . The Committee then reported that work needed to be done on the Church such as the north - east foundation , steeple , a new furnace , paint , and some plumbing , and they would be willing to do the Vork if the materials were supplied . The tax map was checked and it ,was found that - a well exists on the property and could be put into use . Supervisor Todd suggested- that- the next Board Meeting be held in the West Dryden Church and he would have John Doll go over and give him an estimate on the work that needed to be done prior to the meeting . Supervisor Todd stated that he had received a phone call from the Church Group who presently used the Church in regard to their feeling they might not be able to use it for religious purposes if the Association leased . Mr . Sherwood remarked that they wanted many organizations to use the facilities - 4 -H groups , Cub Scouts etc . The upstairs would be used for Church , Weddings-& ' Funerals ; the downstairs for Community Affairs . Mr. Cooper and two persons from the Church had arrived to hear Mr . Sherwood ' s report and were satisfied . Supervisor Todd then . suggested • that all interested persons be notified that the next Board Meeting would be held in West Dryden ; . RESOLUTION #57 MAY MEETING Councilman Lee offered the following resolution and asked its adoption . RESOLVED that the May 9th Board Meeting be held in the West Dryden Church at 7 : 30 P . M . 2nd Councilman ' Jones .. Carried Supervisor Todd reported that he had received a letter from the Ithaca Consolidated School System asking to use one of our Voting Machines in their School Election to held May 2 , 1967 . RESOLUTION- ` #58 AUTHORIZATION VOTING MACHINE Councilman Ogden offered the following resolution and asked its adoption . RESOLVED that this Town Board authorize the use of one voting machine by the Ithaca Consolidated School System , in the Hamlet of Varna on May 2 , 1967 . 2nd Councilman Newhart Carried . Supervisor Todd read a resolution passed by the Caroline Town Board in regard to naming the road from the Dryden Town Line to Route 79 the Ellis Hollow Road , pending action by the Dryden Town Board . RESOLUTre #59 ROAD NAME CHANGE k '' ' .. Councilman Ogden offered the following resolution and asked its adoption . RESOLVED that the. road running from the Ithaca_-Dryden - Town line to the Caroline Town Line - .'(County Highways 110 and 164 ) be named the Ellis Hollow Road , this along with action taken by -the Town of Caroline Board will run this road from the Ithaca - Dryden Town Line to Route 79 , and will be known as the Ellis . Hollow_ Road . 2nd Councilman Jones Carried . Councilman Ogden asked for resolutions on the Ellis Hollow Road , Dryden Harford Road and Brooklyn Road in Freeville to finish up the road name changes . • . , • R.EBOLUT ION - ROAD NAME CHANGE • i, RESOLVED that the road running from the Ithaca -Dryden Pawn Line ` to the Caroline Town Line ( County Highways 110 and 164 ) be named the Ellis Hollow Road, this along with action taken by the Town of Caroline Board will run this road from the Ithaca - Dryden Town Line to Route 79 ., and will be known as the Ellis Hollow Road . RESOLUTION NUMBER 33 ROAD NAME CHANGE WHEREAS , the Town of Dryden intends to change the name of the road running from the Mitchell St . Ext . to the Caroline Town Line ( County Highways 110 and 164 ) to Ellis Hollow Road . WHEREAS , to avoid further confusion in road names and upon request of the majority of this area residents . BE IT RESOLVED , this Town Board hereby changes the name of the road running from the Dryden Town Line to Route 79 in the Town of Caroline , now known as the Ringwood Road and County Highway 164 to the Ellis Hollow Road . FURTHER RESOLVED , this name change pending Town of Dryden action in this matter . BE IT RESOLVED that the following roads be changed as follows : That portion of the road known as Ellis Hollow South Road in the Town of Dryden beginning at County Road 110 running east to Town of Caroline be known as Ellis Hollow Road making Ellis Hollow Road continueous from Ithaca Town Line to Caroline Town Line . That portion of the road now known as Ellis. Hollow Road being a portion of County Road 164 running north from intersection of County Road 110 to intersection of Ringwood Road be know as Ellis Hollow Creek Road, making Ellis Hollow Creek Road continueous from Turkey Hill Road to County Road 110 . . 2nd Councilman Jones Carried . . RESOLUTION #61 DRYDEN - HARFORD ROAD • Counciiman Ogden offered the following resolution and asked its adoption . RESOLVED that Route 39 running south from the Village of Dryden to the Town of - Harford be known as the Dryden -Harford Road . This supersedes action of May 10 , 1966 . 2nd Councilman Jones Carried . RESOLUTION #62 BROOKLYN ROAD Councilman Ogden offered the following resolution and asked its adoption . RESOLVED that the road in the Village of Freeville running North from Fall Creek Road now known as Brooklyn Road be known as Brooklyn Road along Village and Town Line to Route 38 . 2nd Councilman . Jones Carried . Councilman Ogden reported that he had done some research on the term of office of the Planning Board Members and, had found some discrepancy . RESOLUTION #63 PLANNING BOARD - TERMS OF OFFICE Councilman Ogden offered the following resolution and. asked its adoption . Miriam Fletcher who resigned , and that it should be someone from that section of the Town . . Councilman Ogden at this time discussed the Board action taken while he • was on vacation in regard to the. Greater Ithaca . Regional Planning Board , and stated that the Planning Board originally recommended—that they be - come members and they-- had: obtaine.d . the 701 : Program through the GIRP , and for all intent andpurpose the. Planning Board felt they -were still members , had attended meetings last year and the $ 500 . 00 payment should be made . Councilman Lee at this time stated that a Planning Board member had attended only three meetings May , August and September , that he was not against planning , that . was a "false fact , however, since the 701 Program had been transferred to Egner & Neiderkorn he felt the $500 . 00 could be - better spent on such things -as- roads , which were in bad shape this year . Councilman Newhart felt that since it was not a budgeted item he did not see how the Town _ could , pay . ., - -RESOLUTION64 $ 500 . 00 GIRP Councilman . Ogdenooffered the following resolution and asked its adoption . RESOLUTION #65 GENERAL BILLS Councilman Jones offered the following resolution and asked its adoption . RESOLVED that the General Bills be paid as audited . 2nd Councilman Lee Roll call vote - all voting YES RESOLUTION #66 HIGHWAY BILLS ' Councilman Ogden offered the following resolution and asked its adoption . RESOLVED that the Highway Bills be paid as audited. 2nd Councilman Newhart Roll call vote - all voting YES RESOLUTION #67 MINUTES Councilman Ogden offered the following resolution and asked its adoption . RESOLVED that the Board minutes be adopted . 2nd Councilman Lee . Carried . . . . Supervisor Todd reported that a request had been made for a new electric 0 Typewriter and was told that one - three years old could be purchased for $ 250 . 00 or less depending on the type of machine . It was decided at this time after general discussion of the need for another machine , the performance of the present one , etc . that this be tabled . RESOLUTION #68 TABLED - TYPEWRITER Councilman Lee offered the following resolution and asked its adoption . RESOLVED that the matter of a new typewriter be tabled . 2nd Councilman Jones Carried Supervisor Todd reported that Mrs . Hughes of Hughes Hardware Store in Freeville had requested a fee for selling Hunting . and Fishing License . She has been selling license in the pass sent directly from the State and has not received reimbursement . For the period September 1 , 1966 to March 1 , 1966 she sold a total of 1 , 001 license . He further stated that this did help the Town Clerk as Hughes were open till 8 P . M . each night plus it was a convenience for the Hunters . The County issues license to the Town Clerk ' s who receive $ . 25 for each license they sell , the County then receives 2% of the gross , and the rest is sent back to the State . If Mrs . Hughes was to sell license we would have to appoint her a Deputy Clerk . RESOLUTION #69 - LICENSE - HUGHES Councilman Jones offered the following resolution and asked its adoption . RESOLVED that Mrs . Hughes of Hughes Hardware . Store , Freeville issue license for the sole purpose of Hunting and Fishing in the Town of Dryden . 2nd Councilman Lee Carried Supervisor Todd reported that there were no changes in Dryden Water Dist . #1 and Dryden Sewer District #1 . Supervisor Todd reported that in Dryden Sewer District #2 the surveys were done , the drawings almost completed and job was about ready for bid . Supervisor Todd reported that he had a proposed ordinance for dogs which reads as follows : . 1 . No person shall own or harbor a dog within the Town of Dryden unless such dog is licensed as required under Article 7 of the Agriculture and Markets Law . 2 . Any such violation shall be an offense which may be prosecuted in a local court of competent jurisdiction in lieu of a civil action pursuant to Section 113 of the Agriculture and Markets Law . 3 . The penalty for each violation shall be a fine not to exceed Ten ( $ 10 . 00 ) dollars . 4 . All fines collected for such offense pursuant to this local ordinance shall be ow.ed •' r. emitted and reported in the same manner as provided in said Section 113 of the Agriculture and. Markets Law for the civil, penalties prescribed therein . RESOLUTION #70 PUBLIC HEARING Councilman Jones offered the following resolution and • asked its adoption . RESOLVED that a Public Hearing be held June 13 , 1967 at 7 P . M . in the Town Hall on the Proposed Dog Ordinance . 2nd Councilman Newhart Carried Councilman Newhart reported that Frank Frost , Slatterville Road , Ithaca _143 § . w ould replace him as Civil Officier . . RESOLUTION #71 CIVIL OFFICIER APPOINTMENT Councilman Newhart offered the following resolution and asked its adoption . RESOLVED that this Town Board appoint Frank Frost as Civil Officier to replace Mr . Newhart who resigned . This term of office effective from March, 1 , 1967 to December 31 , . 1967 . 2nd Councilman Lee Carried Attorney Amdur reported on the Village of. Dryden Post Office . She stated that a petition had been circulated and 200 persons had signed and it was ✓ eady to be sent to the State . She further stated that the Post Office presently had inadequate facilities that a new building was needed . The ✓ illage Post Office is Class #2 , therefore land would have to be acquired and a new building erected and then leased to the Post Office . RESOLUTION #72 VILLAGE POST OFFICE 41/ Councilman Lee offered the following_ re.s.olution and asked its adoption . RESOLVED that the Town Board of - the Town of Dryden , Tompkins County , N ew York hereby recommends that prompt consideration be given to the request heretofore made in 1964 for a new and larger post office located in the Village of Dryden , in accordance with the petitions of the users of said post office . 2nd Councilman Jones Carried Councilman Jones reported that he had never seen such a situation as exists at the Town of Dryden Dump . The rubbish is blown all over the area and it seems a fire is buring . al1 the time . The residents who own the property next to the dump : have comp±a•ined to him saying they cannot sit outside as the smell is so bad . Highway Superintendent . Case reported that if people continue to dump -at the rate they have been dumping they will have to close in six months . -It was suggested that the Boark look into the possibility of having rubbish and garbage collection throughout the Town . . . RESOLUTIONS #7'3 GARBAGE COLLECTION Councilman Jones- offered the following resolution and asked its adoption . RESOLVED that the Town- Board advertise for preliminary proposals for the collection of garbage and rubbish in the Town with the exception of Dryden ✓ illage and Freeville Village . 2nd Councilman Lee Carried Mr . Frank Thorpe , Jr . was- present to - report on the Recreation Committee . H e stated that the Committee - had met twelve times last year , they met w ith School Officials , Kiwanis and Jay Cees . They have been working o n a possible site for a Park , and at the present time had three possibi - lities : They are - off Yellow. Barn Road where they could have a farm pond , ball field , picnic - area, - and- parking . Dryden Lake area has been studied , however , they found that -it would be ^. to costly to clean the lake , and the input and output were not legal . The third area is on Johnson Road owned by the George Junior Republic . The recreation committee will be meeting with representatives of the GJR in May to discuss the use of this land . He further stated that the Yellow Barn Road site would be ideal as the drainage is good , a good water supply and it is centrally located . At this site they could later on put in tennis , and skating . In the Youth Program started last year 100 boys had participated in the age group 18 - 15 , and 30 men had coached Basketball. . The Dryden School • had been most cooperative and given them the use of all the Gyms . Mr . Deming and Coach Young had offered the High . School for a Summer Physical Fitness Program . This included the bars and appartus , swimming pool etc . for both boys and girls ages 12 - 17 . The younger children come under the Play Park Program . Mr . Thorpe and the Town Board would like to see Recreation coordinated into one program . Mr . Thoppe stated that monies would be forth- coming from such organizations as Kiwanis , Jay Cees etc . and the Committee would like to set up a Recreation Budget of $ 2000 . 00 . They will be eligible for Federal and State Aid . He finished by report - ing that the Youth Program would be finished up Tuesday April 18 , 1967 . . Supervisor Todd at this time told Mr . Thorpe , you and Your Committee are to be recommended on the swell job you have done " . Supervisor Todd requested that special meeting be held April 19 ,. 1967 at 7 P . M . in the Town Hall to hear from the Recreation Committee on f inal plans , and to go over Dryden Sewer District #2 . 138 RESOLUTION #74 CONTINUING MAINTENANCE OF THE COUNTY RE- EVALUATION PROGRAM Councilman Lee offered the following resolution and asked its adoption . WHEREAS , resolution #45 of the Board of Supervisors , on January 27 , ' 1964 recognized the problems germane to revaluation , equalization and tax maps ; and WHEREAS , resolution #45 endorsed with the unanimous opinion of the Equalization Committee an immediate program for a County revaluation ; and WHEREAS , the actual execution of such re - valuation project has resulted in a one year delay and problems have been experienced in attempting to implement its findings ; and . WHEREAS , Tompkins County has once again invested considerable monies , time and effort . in a program to provide equitity and uniform treatment among its various taxing Districts ; and . WHEREAS , the Dryden Town Board feels that in the long - range interests of all concerned it would be advantageous to maintain this program on a local basis , by way of a continuing effort to upgrade the record rather 0 than again allowing the over - all assessment situation to become obselete and thereby necessitating another mass - releevaivation effort by an outside Firm; and • WHEREAS , this Board realizes the possibility of need , in most cases , for direction or aid in such a continuing program ; NOW THERFORE BE IT RESOLVED that the Town Board of the Town . of Dryden strongly recommends that the Tompkins County Board of Supervisors take definite action this year to implement . a continuing maintenance program sufficient to insure its investment and the performance in this regard , in line with the stated intent to accomplish same contained in Resolution #45 of January 27 , 1964 in which the Board contracted for the re - evaluation Program . - . 2nd Councilman Jones - Carried . . Supervisor Todd answered Mr . Harold Case ' s two questions on who might do the Plumbing and Hook - Up in Dryden Water District #1 . Plumbing can be done by anyone as long as it passes inspection . They are ready for hook -up as soon: asaan adequate Pressure . Test is made . RESOLUTION #75 ADJOURNMENT • Councilman Newhart offered ' the following resolution and asked its adoption RESOLVED that this Board Meeting be adjourned - 11 : 40 P . M . 2nd Councilman Lee Carried . Thomas Todd . - Supervisor Marlene Luss - Town Clerk 6 3 April 19 , 1967 1 The Special Board Meeting was called to order by Supervisor Todd at 7 : 10 P . M . Present were Supervisor Todd and Councilmen Lee , Jones , Ogden and N ewhart . Mr . Frank Thorpe , Jr . Chairman of the Recreation Committee was present and asked that the Town Board appoint a regular Recreation Commission w ith a Commissioner or Coordinator to serve as head . The Commission would be made up of one each from the following organizations . Dryden School System Ithaca School System B ethel Grove Community Association E11is _ Hollow Community Association Varna Community Association Greater West Dryden Rural Community Assoc . Dryden Village Board Freeville Village Board 4 Kiwanis J ay Cees Mr . Thorpe suggested that Supervisor Todd write a letter to each of these organizations and ask them to appoint a representative to serve . The Board will appoint the Commission pending notification from the above . -RESOLUTION #76 COMMISSIONER OR COORDINATOR Councilman Newhart offered the following resolution and asked its adoption . RESOLVED that Mr . Frank Thorpe , Jr . be appointed Recreation Commissioner or Coordinator for the period 4/ 19/ 67 - 12 / 31 / 67 . 2nd Councilman Lee Carried Mr . Thorpe reported that a budget had been worked out for the Summer Physical Fitness Program at the Dryden High School , and he requested that the Town budget $ 2000 . 00 for this program which would consist of Swimming , Volley Ball , Wrestling , Golf , Tennis etc . The School would provide the . buses if we would buy the gas and pay - the drivers . This w ould include ages 12 - 18 to attend from 9 A. M . - 3 P . M . each day , and the School would be open two -nights a week from 6 - 9 P . M . for w orking teenagers ages 15 - 18 . He further reported that Dryden Play Park children would come over for swimming on Tuesday and Thursday , Freeville on Monday and Wednesday and Friday would be open for Ellis H ollow , Bethel Grove , Varna etc . Dryden and Freeville would bring two instructors with Senior Life Saving to help with the program . He further reported that t'p. were fortunate as Mr . Valentine , Mr . Wilchen and Miss Zerabei were willing to instruct this summer program for $ 600 . 00 each , and this salary is below any in the area for this type of thing . Beside the Instructors their would have to be one qualified High School boy or girl to help with swimming- -and they would have their Senior Life Saving Badge . Mr . Thorpe went on to say that in the next month or so they would have a year round program worked out and ready to submit to the Board , and that a meeting was being held with the George. Junior Republic on the Johnson Road area at Mr . Urquharts and he would like one of the Board Members to attend . Supervisor Todd consented to go . SEWER DISTRICT #2 j S upervisor . Todd reported that the Governor had signed the Education Bill submitted whereby Cornell : would not lose its tax exempt statis , however when Mrs . Amdur called Mr . Cohan in Albany he would not give his okay f or this District as he needed this information in writing . A Special Meeting will be called for finalization when Mrs . Amdur receives the 411 approval . Supervisor Todd reported that he had received a letter from the Ithaca School District informing him that they had again contracted with the City of Ithaca for collection of School Taxes . Supervisor Todd reported that the Dryden Fire Company had requested the Town Board to write a letter to the Public Service Commission in regard to the high ratepn the Fire Phones . He stated that they have a fourteen phone hook -up and are . paying °approximately $ 1732 . 00 per year , before tolls . The Board felt they should give their verbal support , however , they felt it was not a Town function to do this , the Fire Companies should get to gether and get up a petition and send it into the Public Service Commission . Supervisor Todd reported that ,Highway Superintendent Case had asked for a new Tractor and Mower . 140 RESOLUTION #? 7 TRACTOR AND MOWER Councilman Lee offered the following resolution and asked its adoption . RESOLVED that this Town Board authorize Highway Superintendent Case to bid for a Tractor and Mower not to exceed $ 5000 . 00 . 2nd Councilman Newhart . Carried Supervisor Todd reported that Mr . Don Lisk had complained to him about the speed on the Yellow Barn Road , and asked if a sign could be erected . S upervisor Todd told Mr . Lisk that he would notify Mr . Stevenson , County H ighway Superintendent who would take it from there . Supervisor Todd reported that he had checked with Bailey Insurance and found that the Town was covered if someone worked at the Dump , and also was covered at the West Dryden Church if it is leased to the Greater W est Dryden Rural Community Association . . A letter was read from Seymour ; s Disposal Service which stated in part that the man owned two colectomatic collection units and . a bulldozer , he 0 collected garbage for the Villages of Spencer , Trumansburg and VanEtten , Town of Spencer , VanEtten & Ithaca , and gave.. a : proposed charge of one dollar a month for each residential home and a slightly higher charge for - business establishments . This was in answer to an ad in the Ithaca J ournal , and since the Rural News and Shopper were not out yet , we would w ait and- see if we received more than one tentative bid . Supervisor Todd reported that he and Highway Superintendent Case had spent a better part of one day down at the Town Bump going over it and seeing what could be done ; A tenative plan if nothing else -works is to have perpetual care with one man from the ' Highway Department stopping each morning on his way to work and taking. care of what had been dumped the previous day . A machine would - be kept at the dump site , and a shed w ould be erected if this plan is adopted . Supervisor Todd reported that Mr . Belasco who is . building. a sub - division o n the Snyder Hill Road had requested a self contained sewerage Treatment plant and if this is economically feasible , Mr . Liguori of Tompkins County Health Department requested that the Town of Dryden operate and maintain it and treat it as a Special District . Supervisor Todd reported that in Dryden Water District #1 . the pressure tests had been made and were adequate , however , the hydrants were not w orking properly as they were hardto _ turn off and on . The hook -ups would not be made until the mechanics were ironed out . . RESOLUTION #78 ADJOURNMENT Councilman Ogden offered the following resolution and asked its adoption .
