HomeMy WebLinkAbout07-02-198026i Wednesday, July 2, 1980 7:30 P.M. page 1 The regular meeting of the Town of Cortlandville Town Board for the month of July was held at the Town Hall, 15 Terrace Road, Cortland, NY with Deputy Super- visor, Melvin Pierce presiding. Councilman present were: Edwin 0' Donnell, Warren Manning, MelvinPierce and Raymond Thorpe. Others present were: Town Clerk, Pauline Parker; Attorney, John Folmer; Confidential Sec'y, Edna Puzo; Assessor, Robert Wells; Zoning Officer, Don Fowler; Bookkeeper, Holly Reese; Engineer, Charles Feiszli; Justice, Donald Eaton and Water & Sewer Sup't, Fred Walker. Also in attendance were newsreporters, Skip Chapman and Dave Domeshek, and Warren Barth of the Denniston Agency. The meeting was called to order by Deputy Supervisor Melvin Pierce at 7:30 p.m.. Reading of the minutes of the June 4, 1980 meeting was dispensed with as all board members had received copies prior to the meeting. Motion was made by Councilman Thorpe, seconded by Councilman O'Donnell, all voting aye, to approve the minutes of June 4, 1980 as written. The Town Clerk read the minutes of the Special meeting of June 27, 1980. Motion was made by Councilman Thorpe, seconded by Councilman Manning, all voting aye, to approve the minutes of June 27, 1980 as written. RESOLUTION #117 AUTHORIZE INSURANCE POLICIES TO BE RENEWED AT THE DENNISTON AGENCY ON SMP, FLEET, AND BONDS. Motion by Councilman Thorpe Seconded by Councilman Manning VOTES: ALL AYE ADOPTED WHEREAS insurance proposals were submitted for the SMP policy, fleet policy and bond policy by The Denniston Agency, The Cortland Agency and The Hartquist Agency, and WHEREAS the lowest proposal was submitted by the Denniston Agency in the amount of $17,835., therefore BE IT RESOLVED that Mr. Warren Barth of The Denniston Agency is hereby directed to issue the SMP policy, the fleet policy and a bond policy for the Town of Cortland- ville, for a one year period, and BE IT RESOLVED that the deductible on the fleet policy be changed from $250 to $500 deductible and a $500 deductible on Section 1 of the SMP policy. • RESOLUTION # 118 AUTHORIZE PAYMENT OF VOUCHERS FOR JUNE 1980 Motion by Councilman Thorpe Seconded by Councilman Manning VOTES: ALL AYE ADOPTED BE IT RESOLVED that the vouchers -submitted for June,1980 have been audited and shall be paid as follows: General Fund. They are also on file in the Town Clerk's office and they are available upon request. ® Letters were read from the following in regards to the possible closing of the Tunison Laboratory located on the Gracie Road in the Town of Cortlandville: Henry Swayze, Chairman, Cortland County Legislature James Hanley, NYS Congressman Susan J. Morris, Ass't., NYS Senator Moynihan. Daniel Moynihan, NYS Senator Councilman Manning made a motion to receive and file all the above letters. Motion was seconded by Councilman O'Donnell. All. voting aye, motion was carried. Letters were read from the following in regards to our application for funding of the recreation area behind, the Minicipal Building: Gary G. Hayes, Exec. director of the CNYRPDB James M. Hanley; NYS Congressman Jacob K. Javits, US Senator Councilman Thorpe made a motion to receive and file all the above letters. Motion was seconded by Councilman O'Donnell. All voting aye, motion was carried. Councilman Pierce apprised the board of confusion of the fire numbers assigned in the Lamont Circle area. There was a problem recently for the fireman while attempting to locate a chimney fire. Because North Lamont, South Lamont and Lamont Circle are not properly marked, and due to them being parallel. with each other, the numbering system is the same in some cases. RESOLUTION # 119 REQUEST SUPERVISOR, SUP'T. OF HIGHWAYS, AND COUNTY FIRE CO-ORDINATOR TO INVEST- IGATE THE NUMBERING OF THE LAMONT CIRCLE AREA Motion by Councilman Manning Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED BE IT RESOLVED that the Supervisor, the Sup't of Highways and the County Fire Co-ordinator, together are requested to investigate the numbering system of emergency numbers assigned in the Lamont Circle area and present their findings to the Town Board. 280 Wednesday, July 2, 1980 Page 3 RESOLUTION # 120 AUTHORIZE TOWN CLERK AND DEPUTY TO ATTEND SEMINAR IN SYRACUSE Motion by Councilman Manning Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED BE IT RESOLVED that the Town Clerk and Deputy are hereby authorized to attend a seminar in Syracuse on August 18 - 19, 1980, and RESOLVED that any expense incurred by same, be re- inbursed, subject to audit by the Town Board RESOLUTION # 121 AUTHORIZE HOUSE TRAILER RENEWAL • PERMIT TO FRANCIS R. SEARS Motion by Councilman Thorpe Seconded by Councilman Manning VOTES: ALL AYE ADOPTED BE IT RESOLVED that the Town Clerk be, and she hereby is authorized to issue a renewal permit to Francis R. Sears, upon payment of the proper fee, to park a house trailer in the Town of Cortlandville, RD #4, 311 Sears Road, Cortland, NY RESOLUTION # 122 AUTHORIZE $8.00 PER MOWING OF THE LAWN AT LAMONT CIRCLE Motion by Councilman Manning Seconded by Councilman Thorpe VOTES: ALL AYE ADOPTED BE IT RESOLVED that the Town Board hereby authorizes a fee of $8.00'per mowing of the park area at Lamont Circle Park for 1980. RESOLUTION # 123 AUTHORIZE TRANSFER OF FUNDS FROM B7140.4 TO B 7140- 1 Motion by Councilman Manning Seconded by Cbun.cilman O'Donnell VOTES: ALL AYE ' ADOPTED BE IT RESOLVED that the Town Board hereby authorizes the transfer of $1,000. of the 1980 budget from B�.140.4, Contractual, to B7140.1, personal services, to cover the salary of the Recreation Director. Councilman Manning apprised the board of the hiring of Joan VanRiper as Recreation Director. She will work from July 1 - Aug 15, 1980. She will develop a program primarily for the 5 - 8 year olds and working at three • locations in the Town of Cortlandville. RESOLUTION # 124 AUTHORIZE JUSTICE COURT CLERK TO ATTEND SEMINAR Motion by Councilman Manning Seconded by Councilman Thorpe Votes: All AYE ADOPTED BE IT RESOLVED that Mardis Schuhle is hereby authorized to attend a seminar for Court Clerks at St. Lawrence University on July 22 - 23, 1980, and RESOLVED that any expense incurred by same, be reimbursed subject to audit by the Town Board. ;1 n _. Wednesday, July 2, 1980 page 4 RESOLUTION # 125 AUTHORIZE ISSUANCE OF SERIAL BOND ANTICIPATION NOTE FOR THE McLEAN TRUNK LINE SEWER Motion by Councilman Thorpe Seconded by Councilman Manning Votes: ALL AYE ADOPTED BE IT RESOLVED that the Deputy Supervisor is hereby authorized and directed to issue a Bond Anticipation Note in the amount of $127,700. for the purpose of paying a portion of the cost of the construction of the McLean Road Trunk Line Sewer, with the First National Bank of Cortland. RESOLUTION # 126 AUTHORIZE USE OF STARR ROAD FOR SOAP BOX DERBY Motion by Councilman Thorpe Seconded by Councilman Manning VOTES: All AYE ADOPTED BE IT RESOLVED that the committee is,hereby authorized to close the Starr Road for the Soap Box Derby for trial runs July 2, 1980 between 6:30 p.m. and 8:00 p.m. and the race date, July 12, 1980 between 10:00 a.m. and 5:00 p.m. The rain date, if needed, is July 13,1980 and, RESOLVED that the certificate of insurance be filed in the Town Clerk'.s office. RESOLUTION # 127 APPOINT JON D. HAIGHT TO CORTLAND- VILLE ZONING BOARD OF APPEALS Motion by Councilman Thorpe Seconded by Councilman O'Donnell VOTES: All AYE ADOPTED WHEREAS a vacancy exists on the Zoning Board of Appeals due to the resignation of Milton Green, therefore, BE IT RESOLVED that Mr. Jon D..Haight, 60 Delaware Ave., Cortland, NY, is hereby appointed by the Town Board, to serve the unexpired term of Milton Green, commencing July 2, 1980 until December 31, 1983. RESOLUTION # 128 APPOINT DEXTER PADDOCK AS CHAIRMAN OF THE ZONING BOARD OF APPEALS Motion by Councilman Thorpe Seconded by Councilman Manning ® VOTES: All AYE ADOPTED WHEREAS Milton Green has submitted his resignation to be effective June 15, 1980, and WHEREAS Mr. Dexter Paddock has been a member of that board for 19 years, therefore, BE IT RESOLVED that Dexter Paddock is hereby appointed Chairman of the Zoning Board of Appeals for the Town of Cortlandville, commencing July 2, 1980 until December 31, 1981. 2,,82 Wednesday, July 2, 1980 page 5 RESOLUTION # 129 AUTHORIZE RELEASE OF BOND FOR HIGHWAY PERMIT TO DAVE OLP Motion by Councilman Manning Seconded by Councilman 0' Donnell VOTES: All AYE ADOPTED WHEREAS Dave Olp, of Barden & Robeson Corp., presented a $100 Bond for a Highway Permit for cutting the street to install water laterals at the corner of Summitt St. and Rte. #281, and' WHEREAS the work is complete, and inspected by the Deputy Highway Sup't, therefore BE IT RESOLVED that the Town Clerk is hereby authorized and directed to release the Bond for the Highway Permit to Dave Olp. RESOLUTION # 130 AUTHORIZE MEETING TO AUDIT VOUCHERS TO TAKE ADVANTAGE OF DISCOUNTS Motion by Councilman Thorpe Seconded by Councilman O'Donnell VOTES: All AYE ADOPTED WHEREAS Section 119 of the Town Law prohibits paying of bills prior to board audit, and WHEREAS the Cortlandville Town Board would like to take advantage of early payment discounts given by some vendors, therefore, BE IT RESOLVED that the Town Board has agreed to meet on the following dates in 1980 for the sole purpose of auditing bills at 4:15 p.m.: July 14, 1980 August 18, 1980 September 15, 1980 October 14, 1980 November 17, 1980 December 15, 1980 Aschedule of these dates will be posted in the Town Hall and sent to the news media for publication, and RESOLEVED THAT the Town Board directs the Town Clerk to determine those vendors giving an.early payment discount and to have those vouchers prepared for audit by the board on the dates designated,showing the amount of discount and the amount to be paid minus the discount on the bottom of the voucher, and RESOLVED that the Town Clerk shall have all bills sub- mitted prior to the loth of each month, ready for the special meeting and shall attempt to have all bills received, regardless of date, ready to be audited at the special meeting. Water & Sewer Sup't, Fred Walker advised the board of the need of purchasing a sewer cleaner for future use. They are now being cleaned every three months, but for preventative maintenance, they should be done more often. The City of Cortland used to do this for us, but have not done it for several years. At the present time Homer is using their cleaner to do this but have advised that they may not be able to continue. The matter was tabled to obtain more information. No action was taken. 1 • 1 • 1 Wednesday, July 2, 1980 page 6 1111811 0 Because of excessive vandalism at the water tank on the hill, the electric meter will be removed. The meter and equipment will be put into a bulletproof casing,and the necessary changes made. There being no further business, upon motion by Councilman Manning, seconded by Councilman O'Donnell, the meeting was adjourned.
