HomeMy WebLinkAbout04-02-1980252 Wednesday, April 2, 1.980 7:30 P.M. page 1 bid opening McLean Road Trunk Line Sewer The regular meeting of the Cortlandville Town Board for the month of April, 1980, was held at Town Hall, 15 Terrace Road, Cortland, NY with Supervisor Nadolski presiding. Other board members present were Councilman Edwin O'Donnell, Councilman Warren Manning, Councilman Melvin Pierce, and,Councilman Raymond Thorpe. Others present were: Deputy Town Clerk, Bonnie Call; Attorney, John Foller; Assessor, Robert Wells; Engineer, Charles Feiszli;_Bookkeeper, Holly Reese; Confidential Sec'y, Edna Puzo® Water & Sewer Sup't, Fred Walker; Justice, Donald Eaton; Highway Sup't, Carl Eaton; and interested people concerning the bid opening of ;ewer #2. The meeting was called to order by Supervisor Nadolski. Receiving of the bids on the McLean Road Trunk Line Sewer was officially closed. Upon motion by Councilman Thorpe, seconded by Councilman Pierce, all voting aye, the minutes of the special meeting of March. 17, 1980 were approved as written. They are also on file in the Clerk's office and are available upon request. The house numbering of the prior Allen Drive Ext. has Allen been completed and all is in order. That known as Allen Drive Drive and Allen Drive Ext. is,. now Allen Drive. numbering We have received the Bond Anticipation Note from the First National Bank for the McLean Road Trunk .Line Sewer. Sewer We have sent $29,300. to Lehigh Valley Railroad for the # 2 permanent easement. A reply has been sent to John L. Fauth. Mrs. Alice Blatchley, Town Historian, has submitted Historian her annual report. report The Town of Cortlandville historian booklets are complete and are for sale. historian Enough money was collected from ads for the cost of booklets printing of the booklets with -the exception of $50. The corrected valve has been received to be installed at MacBean Lane. The performance bond in the amount of valve $500. is still being held by the Town Clerk until the MacBean correction is made and the work completed. Lane We have received approval from DEC for the McLean Road • Trunk Line Sewer. A bulletin was received from the Department of Interior naming almost all .rivers in the state as a parkway with the rivers in exception of the Tioughnoiga River. state Supervisor Nadolski will contact the Dept. of Interior to obtain more information. An ad was put in`the Cortland Standard in regards to census the 1980 census. Wednesday, April 2, 1980 page 3 RESOLUTION # 66 AUTHORIZE EMPLOYEES TO TAKE NOTARY PUBLIC EXAM Motion by Councilman Manning Notary Seconded by Councilman Thorpe Public VOTES: All AYE ADOPTED exams BE IT RESOLVED the office employees of. the Town 'of Cortland- vi_lle are hereby authorized to apply for the exam of Notary . Publ.ic,:and such fees.will be paid as submitted, subject to audit by the Town Board RESOLUTION //- 67 AUTHORIZE SUPERVISOR AND BOOKKEEPER • TO ATTEND SCHOOLING IN SYRACUSE Motion by Councilman Thorpe schooling Seconded by Councilman O'Donnell VOTES: All AYE ADOPTED BE IT RESOLVED that the Supervisor and the Bookkeeper are hereby authorized to attend the County Finance School on May 5 to May 7, 1980 in Syracuse. Any expense incurred by same shall be reimbursed, subject to audit by the town board. RESOLUTION # 68 AUTHORIZE BOOKKEEPER TO ATTEND SCHOOL AT HONER, NY Motion by Councilman Pierce schooling Seconded by Councilman Manning VOTES: All AYE - ADOPTED BE IT RESOLVED that the bookkeeper is hereby authorized to attend the Double -entry Accounting School in Homer, NY, to be held on June 3, 4, 5, 10, 11, and 24, 1980, Any expense incurred by same shall be reimbursed, subject to audit by the town board. RESOLUTION # 69 AUTHORIZE CORRECTION OF APPROPIATION NUMBER OF 1980 BUDGET correct Motion by Councilman Thorpe budget Seconded by Councilman Pierce appropiation VOTES: All AYE ADOPTED number BE IT RESOLVED that authorization is hereby given to transfer the funds appropiated in Federal Revenue Sharing Funds from 5130.4 to 5130.2. (Machinery and Equipment) RESOLUTION # 70 RESCIND RESOLUTION #4.8 OF MARCH 5, 1980' Motion by Councilman Thorpe Seconded by Councilman O'Donnell VOTES: All AYE ADOPTED BE IT RESOLVED that resolution #4.8 of March 5, 1980 shall become null and void. RESOLUTION # 71 AUTHORIZE $50 PETTY CASH FUND FOR SUPERVISOR Petty Motion by Councilman O'Donnell Cash Seconded by Councilman Manning Supervisor VOTES: All AYE ADOPTED BE IT RESOLVED that -the Supervisor is hereby authorized to establish a petty cash fund, the amount not to exceed $50. RESOLUTION it 72 AUTHORIZE APPLICATION TO PARKS AND R{.CREATION FOR FUNDING Motion by Councilman Manning Seconded by Councilman O'Donnell_ VOTES: All AYE ADOPTED ® BE IT RESOLVED that authorization is hereby given to the engineer, -to make application to Parks and Recreation for funding fora park at the Municipal Building® RESOLUTION # 73 SETTING DATE FOR PUBLIC HEARING - ZONING CHANGE - LUKER ROAD Motion by Councilman Thorpe Seconded by Councilman Pierce VOTES: all Aye ADOPTED WHEREAS a. zoning change on the Luker Road has been requested, and recommended by the Cortla.nd.ville Planning Board, therefore, BE IT RESOLVED that a public hearing will bel_ held on April 14, 1980 at 7:35 P.M. at Town Hall, for the request of a zoning change on the Luker Road. Recrea.ti( Funding public hearing Motion by Councilman O'Donnell public Seconded by Councilman Thorpe hearing VOTES: All AYE ADOPTED VIhEREAS an amendment to the Zoning Ordinance has been requested and recommended b-v the Cortlandville Planning Board, therefore, BE IT RESOLVED that a public hearing will be held on April 14, 1980 at 7:50 PM at Town Hall to amend the ordinance to include in Section 1300 1-B, "Child Day Care Center." RESOLUTION # 75 AUTHORIZE APPLICATION FOR FUNDING FOR PURCHASE OF FIRE EQUIPMENT Motion by Councilman Pierce Seconded by Councilman Thorpe ® VOTES : All AYE ADOPTED BE IT RESOLVED that the Supervisor is hereby authorized to make application for funding for the purchasing of fire equipment. Engineer Feiszli reported on the meeting he attended on Fire Codes. This code is aimed at the operation of buildingp -rather than construction of buildings. Most fire- man would be in favor of enforcing the code. Motion was made by Councilman Thorpe, seconded by Councilman Pierce, all voting aye, to table the matter for further investigation. Fire Equipment 7u, nd i n, ; Fire Codes 256 Wednesday, April 2, 1.980 page 5 It was the opinion of the board that the boys at Camp Camp Georgetown should be contacted to request their Georgetown assistance in cleaning streams and -working on the Muni- cipal recreation area. Attorney Folmer reported on his findings in regards to liability of -the Town pertaining to pot holes. liability The Town of Ghent has adopted a. local law which would pot holes apply,.in addition to Section 65-A of the Town Law. Councilman Manning made a. motion, seconded by Council- man Thorpe, all voting aye, to request Attorney Folmer to investigate the matter further and report back to the board. RESOLUTION # 76 RESCIND RESOLUTION #33 OF FEBRUARY 6, 1980 - CUSTODIAN OF MUNI. BLDG. Motion by Councilman Manning Seconded by Councilman Pierce VOTES: A1.1 AYE ADOPTED BE IT RESOLVED that Resolution #33, enacted on February 6, 1980 shall become null and void. custodian RESOLUTION # 77 APPOINT CUSTODIAN OF MUNICIPAL BUILDING muni Bldg Motion by Councilman Manning Seconded by Councilman Thorpe VOTES: A l l AYE ADOPTED BE IT RESOLVED that Randy Oaks is hereby appointed first custodian, and Romano Petrucco is hereby appointed second custodian of the Municipal Building, located on the West Road, and RESOLVED -that they shall be responsible for closing of the overhead doors, and similar duties to prevent freezing of. pipes, or if the heat goes off, and RESOLVED that if problems arise, they shall contact Council- man Pierce or Supervisor Nadolski to advise of the problem. RESOLUTION # 78 AUTHORIZE ISSUANCE OF A TRAILER PERMIT trailer TO MICHAEL L. BATSFORD permit Motion by Councilman Thorpe Seconded by Councilman Pierce VOTES: All AYE ADOPTED WHEREAS an application for a trailer permit has been received, and the premises have been Aspected by the Zoning Officer and approved, therefore BE I`.l' RESOLVED that the Town Clerk is hereby authorized and directed to issue a. house trailer permit to Michael L. Batsfo-rd upon payment of the proper fee. Said trailer to be located on the Ridge Road, RD# 1, McGraw, NY, -in the Town of Cortlandville RESOLUTION # 79 AUTHORIZE SUPERVISOR TO CONTACT NYS COMMISSION ON CABLE TEIEVISION TO INCREASE THE RATE REQUEST Cable TV Motion by Councilman, -Manning Increase Seconded by Councilman O'Donnell VOTES: Councilman O'Donnell - Aye Councilman Manning - Aye Councilman Pierce - Aye Councilman Thorpe - opposed ADOPTED 1 7 1 • 1 Wednesday, April 2, 1980 page 6 2 57 BE IT RESOLVED that the Supervisor is hereby authorized and directed to forward a reply to the NYS Commission on Cable Television and advise them of this boards approval, of -the $1. rate increase requested by Sammon's Communications and also to advise them of this boards concern of -the ex- tension policies of Sammons Communications, and their service, especially in the rural areas'. Water & Sewer Sup't, Fred Walker, informed the board malls of the mall hooking into fire hydrants to clean their parking cleaning lots in the past. He requested that a letter be sent to them asking that they refrain from this procedure. lots The engineer will send a letter.
