The regular meeting of the Cortlandville Town Board
for the month of April, 1980, was held at Town Hall, 15
Terrace Road, Cortland, NY with Supervisor Nadolski
presiding.
Other board members present were Councilman Edwin
O'Donnell, Councilman Warren Manning, Councilman Melvin
Pierce, and,Councilman Raymond Thorpe.
Others present were: Deputy Town Clerk, Bonnie Call;
Attorney, John Foller; Assessor, Robert Wells; Engineer,
Charles Feiszli;_Bookkeeper, Holly Reese; Confidential
Sec'y, Edna Puzo® Water & Sewer Sup't, Fred Walker; Justice,
Donald Eaton; Highway Sup't, Carl Eaton; and interested
people concerning the bid opening of ;ewer #2.
The meeting was called to order by Supervisor
Nadolski.
Receiving of the bids on the McLean Road Trunk Line
Sewer was officially closed.
The Deputy Town Clerk opened and read aloud the
following bids: see attached for breakdown:

Reading of the minutes were dispensed with as all board
members had received copies prior to the meeting with the
exception of the special meeting of March 27, 1980, which
approve was read.

were approved as written.
Upon motion by Councilman Thorpe, seconded by Councilman
Pierce, all voting aye, the minutes of the special meeting
of March. 17, 1980 were approved as written.
Upon motion by Councilman O'Donnell, seconded by Council-
man Manning, all voting aye, the minutes of the special meeting
of March 27, 1980 were approved as written

RESOLUTION # 65 AUTHORIZE PAYMENT OF VOUCHERS FOR MARCH
Motion by Councilman Thorpe
Seconded by Councilman Pierce
VOTES: All AYE ADOPTED
BE IT RESOLVED that the vouchers submitted for March, 1980
have been audited and shall be paid as follows:

The house numbering of the prior Allen Drive Ext. has Allen
been completed and all is in order. That known as Allen Drive

We have received the Bond Anticipation Note from the
First National Bank for the McLean Road Trunk .Line Sewer. Sewer
We have sent $29,300. to Lehigh Valley Railroad for the # 2
permanent easement.
A reply has been sent to John L. Fauth.
Mrs. Alice Blatchley, Town Historian, has submitted Historian
her annual report. report
The Town of Cortlandville historian booklets are
complete and are for sale. historian
Enough money was collected from ads for the cost of booklets
printing of the booklets with -the exception of $50.
The corrected valve has been received to be installed
at MacBean Lane. The performance bond in the amount of valve
$500. is still being held by the Town Clerk until the MacBean
correction is made and the work completed. Lane
We have received approval from DEC for the McLean Road
• Trunk Line Sewer.
A bulletin was received from the Department of Interior
naming almost all .rivers in the state as a parkway with the rivers in
exception of the Tioughnoiga River. state
Supervisor Nadolski will contact the Dept. of Interior
to obtain more information.
An ad was put in`the Cortland Standard in regards to census
the 1980 census.

TO ATTEND SCHOOLING IN SYRACUSE

BE IT RESOLVED that the Supervisor and the Bookkeeper are
hereby authorized to attend the County Finance School on
May 5 to May 7, 1980 in Syracuse. Any expense incurred by
same shall be reimbursed, subject to audit by the town board.

attend the Double -entry Accounting School in Homer, NY, to

requesting an exemp-ti.on of the trunk line from town
assessement and Uaxation.

and recommended b-v the Cortlandville Planning Board, therefore,

14, 1980 at 7:50 PM at Town Hall to amend the ordinance to
include in Section 1300 1-B, "Child Day Care Center."

PURCHASE OF FIRE EQUIPMENT

BE IT RESOLVED that the Supervisor is hereby authorized to
make application for funding for the purchasing of fire
equipment.
Engineer Feiszli reported on the meeting he attended
on Fire Codes. This code is aimed at the operation of
buildingp -rather than construction of buildings. Most fire-
man would be in favor of enforcing the code.
Motion was made by Councilman Thorpe, seconded by
Councilman Pierce, all voting aye, to table the matter for
further investigation.

It was the opinion of the board that the boys at
Camp Camp Georgetown should be contacted to request their
Georgetown assistance in cleaning streams and -working on the Muni-
cipal recreation area.
Attorney Folmer reported on his findings in regards
to liability of -the Town pertaining to pot holes.
liability The Town of Ghent has adopted a. local law which would
pot holes apply,.in addition to Section 65-A of the Town Law.
Councilman Manning made a. motion, seconded by Council-
man Thorpe, all voting aye, to request Attorney Folmer to
investigate the matter further and report back to the board.

BE IT RESOLVED that the Supervisor is hereby authorized
and directed to forward a reply to the NYS Commission on
Cable Television and advise them of this boards approval,
of -the $1. rate increase requested by Sammon's Communications
and also to advise them of this boards concern of -the ex-
tension policies of Sammons Communications, and their service,
especially in the rural areas'.
Water & Sewer Sup't, Fred Walker, informed the board malls
of the mall hooking into fire hydrants to clean their parking cleaning
lots in the past. He requested that a letter be sent to them
asking that they refrain from this procedure. lots
The engineer will send a letter.
There being no further business, upon motion by Council-
man Pierce, seconded by Councilman Manning, all voting aye....
