HomeMy WebLinkAbout1966-03-08 March 8 , 1966 85 The Public Hearing was called to order by Supervisor Todd at 8 P . M . March 8 , 1966 Present were Supervisor Todd , Councilmen Ogden , Lee , Jones and Benson. and Attorney Amdur . Mrs . Amdur gave a brief talk on regulations concerning the Sabbath , Public Sports that could or could not be held , and explained that this Public Hearing was being held so this Town Board could determine whether or not this was in the public interest and to determine whether or not to pass this ordinance . Bill Krantz , President of the Ithaca - Dryden. Speedway then stood up and introduced Andy Andrews who read a long statement which said in part that all they were asking was for a few Sundays in the beginning of the Season , and a few Sundays at the end of the Season when the weather Iwas to cold to permit Saturday Evening races . and a few rain dates in the Summer if they were needed . He said they would race Sundays in. April and May , go back to Saturday nights through September and then back to Sundays in. October . Mr . Krantz then introduced Mr . Valenti who said they had lost five days of ✓ acing last year due to rain . That this was a loss to the track and that they had lost a total of $ 7877 . 00 for the season . They felt that some of the money from these races did filter back into Dryden . He also stated that they would be willing to have benefit races for some of the organizations in the Town such as the Kiwanis if these o rganizations would like to . Mr . George Fellows presented to the Town. Board a petition with 143 signatures against Sunday Racing . Supervisor Todd then asked if anyone had anything to say and asked that they address him and give their names . Sixteen to eighteen people opposed the Sunday Racing for the reasons of noise , dust and traffic . Two people pointed out that it was a hazard living by this track as they both had had tires fly into their yards and do damage , and that the track officials did not seem to be concerned about this . A few of the people felt that the noise on Saturday night was soon over , and that their children were not out playing at that time , and if they held the races on Sunday they would n ot be able to use their own back yards . A few felt Sunday was their only day of rest and did not care to have it disturbed with noise and e xtra. traffic . Some felt that the houses surrounding the track , plus the lots available for sale for new homes brought in enough tax dollars to offset the race track . Four or Five people were present who felt they would like to see Sunday Racing . One gentlemen said his whole family enjoyed the races and that some Saturday nights it was to cold to be comfortable . One gentlemen ' said he had watched some young boys building race cars and he felt it a n ice past time , and would like to see them race without having to drive a couple hundred miles to do so on a Sunday . Some felt the track was there before most of the residents and it was not fair they could not ✓ ace , as these people were aware of the track when they purchased their property . • After hearing all who had anything to say for or against Supervisor Todd adjourned the Hearing at 9 : 20 P . M . BOARD MEETING The regular Monthly Board Meeting was called to order at 9 : 30 P . M . Highway Superintendent Case was present . Supervisor Todd asked for the names of the people from the districts each Member had been assigned for a Recreation. Committee . They are as follows : D istrict #1 Byron McCalmon. & Charles McCord D istrict #2 F . T . Thorpe , Jr . & Norman. Nolan. D istrict #3 James Flynn. & Paul Kelsey D istrict #4 Wade Alexander & D istrict #5 Dr . David Epstein. & Richard Clark D istrict #6 D istrict #7 Robert T . Connelly & Michael David fi F . T . Thorpe , Jr . will be Chairman of this Committee . District #6 was not filled as Councilman. Jones was absent from the last Board Meeting . He will give us his two people at the April 12th meeting . Councilman. Lee was directed to serve as liaison between. this Board and this Committee . RESOLUTION #56 GENERAL BILLS Councilman. Lee offered the following resolution and asked its adoption . RESOLVED that the General _ Bills be paid as audited . 2nd Councilman Jones . Roll call vote - all voting YES . RESOLUTION #57 HIGHWAY BILLS Councilman Benson offered the following resolution and asked its agloptic RESOLVED that the Highway Bills be paid as audited . 2nd Councilman Ogden . Roll call vote - all voting YES . The collection of minutes that had been sent to the Board Members were approved . Resolution #144 of December 29 , 1965 reads Public Hearing and the word Informal should be inserted before the Public . It was suggested that the Informal Petition from residents of Varna who would like the Sewer District extended be placed in our official files . Dr . Benson gave a brief report on the road naming . He said it had been agreed by the Town of Dryden , Lansing , McLean and Groton that the Peruville Raod be named Peruville Road all the way . He reported that the house numbers would start at the Western end and go easterly . . Supervisor Todd reported that Henry Reed had asked for an extension. of time in moving the Varna Town Hall . He siad they planned to move it behind the Community Building . Some discussion followed as to methods of moving this building RESOLUTION #58 TIME EXTENSION Councilman. Benson offered the following resolution and asked its adoptio RESOLVED THAT THE TIME PERIOD BE EXTENDED for ',Moving the Town Hall in Varna . 2nd Councilman Ogden . Carried . Some general discussion in regard to the Town taking care of undedicated roads and what they could do about it . FRANCHISE - CERRACHE T . V . CABLE Mrs . Amdur pointed out that if the Town was to hold a public hearing we would have to publish this ten days before the hearing . It was reported that the T . V . Cable now in. the Village was not an exclusive franchise . RESOLUTION #59 PUBLIC HEARING T . V . CABLE Councilman Jones offered the following resolution and asked its adoption . RESOLVED that a Public Hearing be held April 12th at 7 : 30 P . M . in the Town Hall . 2nd Councilman Lee . Carried . Mrs . Amdur reported that John Stelick had called her about a sluice pipe in front of his house that was broken and damaged . Mrs . Admur referred this to Highway Superintendent Case . Supervisor Todd gave a Sewer``yf'epo t as follows : Slaterville Road Sewer & Water we have heard nothing from O ' Brien and Gere . Water District #1 - Varna = Filed with Audit and Control and the Water Resources Commission . Mrs . Amdur sent a letter to the Ithaca Board of Public Works requesting a standard contract for purchase of water . We have not received an answer from the Town of Ithaca for transportation costs . VARNA SEWDr - Mr . Todd talked with Noel Desch about a method of arriving at an agreement With Cornell for the laying of a main. through 87 their property . Asked permission to ask T . G . Miller to extend the feasibility study to include 1 . All of Varna 2 . Turkey Hill Road 3 . Route 366 Mrs . Amdur sent a letter to the Ithaca Department of Public Works asking for a standard sewerage treatment contract . SAPSUCKER WOODS SEWER Mr . Todd talked with Mayor Marcham of Cayuga Heights Village for contract for treatment of sewage in their plant . D ate set with Mr . Dunlop for Friday March 11th to set the rate and also to discuss the cost involving the Northeast Sewer District . Next Step will be to get the Petition signed , then call a Hearing . Supervisor Todd then reported that he had received a request from Mr . Phillip Skeps to write a letter to Albany to delay the March 3rd Hearing as the Dryden School wanted to change the equalization • rate . Mr . Skeps is preparing the information for this hearing which will be held April 4th . Supervisor Todd at this time told the Town Board that he had received an application from Robert Wells for Assessor . He further reported that he had not solicited Mr . Wells and that he had talked with Mr . K err about this , and felt that the Town. of Ithaca understood and he would at this time like to recommend Mr . Wells for Assessor . RESOLUTION #60 ASSESSOR Councilman Benson offered the following resolution and asked its adoption . that Robert Wells be appointed Assessor of the Town. of Dryden f or the period April 1 , 1966 - December 31 , 1967 . 2nd Councilman Ogden . Roll call vote - all voting YES . RESOLUTION #61 SALARY Councilman Benson offered the following resolution and asked its adoption . ' RESOLVED that the Salary for the period April 1 , 1966 - December 31 , 1967 be $4640 . 00 . 2nd Councilman Ogden . Roll call : vote - all voting YES . RESOLUTION #62 SUB - DIVISION CONTROL OFFICIER Councilman Ogden offered the following resolution and asked its adoption. . RESOLVED that Robert Wells be appointed Sub - Division Control Officier at a salary of $ 200 . 00 . 2nd Councilman Benson . Roll call vote - all voting YES . RESOLUTION # 63 MULTIPLE RESIDENT INSPECTOR I Councilman Benson offered the following resolution and asked its adoption . RESOLVED that Robert Wells be appointed Multiple Resident Inspector for the year 1966 at a salary of $ 200 . 00 - 2nd Councilman Lee . Roll call vote - all voting YES . ` I Councilman Benson pointed out that the April Meeting was for the Annual Insurance Review with Bill Bailey . Supervisor Todd reported that Mr . Bailey would be present , and that we would at that time have a discussion with him on Health Insurance for the employees . • Councilman. Lee suggested that Supervisor Todd write a letter to Mr . Robert Eastman and to the George E . Treyz Company and welcome them to the Town of Dryden. . Supervisor Todd reported that he felt that the Clemenshaw people would be able to hold an open book session for the Town of Dryden sometime during the month of May . He further reported that post cards would be prepared and sent to all of the property owners . s Supervisor Todd asked the Board at this time how they felt about what they had heard at the Public Hearing in regard to Sunday Racing and did they feel well enough prepared to vote on the issue . RESOLUTION # 64 SUNDAY RACES Councilman Benson offered the following resolution and asked its adoption . RESOLVED that in view of the reaction at the Public Hearing and the lengthy petition as well as other related factors , we will not enact this proposed ordinance . 2nd Councilman Ogden . Roll call vote - all voting YES . RESOLUTION #65 ADJOURNMENT Councilman Benson offered the following resolution and asked its adoption . RESOLVED that this Town Board Meeting be adjourned . 2nd Councilman Lee . Carried 11 : 35 P . M . The next regular Board Meeting for the Town of Dryden will be April 12 , 1966 .
