Gentlemen : This letter is written on behalf of Taggin Wagon Park , Inc . To formly request the assisstance of the Town Board in the forma- tion of a Sewer District to serve our property at 900 Dryden Rd . Our request is a follow up ofua recent series if informal meetings held with various officials of the City of Ithaca , the Health Department , representatives of Cornell University , and the members of the Town Board which indicated that a favorable climate existed and that encouragement should be given for the formation of said district . It should also be noticed at this time that any further growth of Taggin Wagon Park or the hamlet of Varna is extremely questionable without the formation of a Sewer District even though water may be available . In , closing we would like to thank the above mentioned representa- tives who have participated in the efforts to encourage the developement ! d of this vital facility . Section 191 of. the Town Law provides that a petition shall be signed by the owners of taxable real property of which at least ' one -half shall be resident owners . . • This section does not spell out whether or not a corporation can 111 be ' such resident owner . - S . ' Section 37 of the General Construction Law provides that the term " person ". includes a corporation and under this section it has been 1 determined that a corporation may be an . ' linhabitant " a " resident " ' or a " person " . People vs .
