SPECIAL MEETING A special meeting of the Cortlandville Town Board was held on July 19, 1982 at the Town Hall, 15 Terrace Road, Cortland, NY, with Supervisor Nadolski presiding. Board members present were Supervisor, Stanley Nad- olski; Councilman, Edwin O'Donnell; Councilman Melvin Pierce; Att'y, John Folmer and Town Clerk, Pauline Parker. Others present were Zoning Officer, Don Fowler; Engineer, Peter Novelli; Assessor, Robert Wells; Legislator, Dick • Tupper; Newsreporter, Mark James and area resident, Gary Henry. Supervisor Nadolski called the meeting to order at 7:00 p.m.. RESOLUTION # 137 AUTHORIZE PAYMENT OF VOUCHERS Motion by Councilman Pierce Seconded by Councilman O'Donnell VOTES: All Aye ADOPTED BE IT RESOLVED that the vouchers submitted have been audited and shall be paid as follows, to take advantage of the discount: General Fund Vouchers #246 - #250 $5,422•53 Highway. #153 - #156 1,681.19 Water Fund "' # 95 - #-96 498.11 Sewer Fund # 30 5,436.00 Attorney Folmer reported to the Town Board regarding the request of Gary Henry for a refund of his impoundment fee. A meeting was held with the manager of the S.P.C.A., Justice Eaton, Mr. Nadolski and himself. He stated that in reviewing the law and our ordinance, the impoundment fees collected and the result of any action or no action, in the justice court, were two seperate matters. A discussion followed whereby Mr. Henry reviewed his request.. He requested that another ticket be issued him if the Town Board denied his request. RESOLUTION # 138 DENIAL OF IMPOUNDMENT FEE REFUND TO GARY HENRY Motion by Councilman Pierce' Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED WHEREAS Gary Henry, Blodgett Mills had verbally petitioned the Town Board for a refund of the impoundment fee of $25, as he felt his dog was wrongfully picked up by the S.P.C.A, and. WHEREAS the dog control ordinance and the law was reviewed, therefore, BE IT RESOLVED that the request for a refund of the im- poundment fee, by Gary Henry, is hereby denied, and RESOLVED that Attorney Folmer will request the S.P.C.A,. to issue another U-icket. payment of vouchers denial impoundment fee - GaryHenry (.1 .117 4z,Z, Monday, July 19, 1982 page 2 A discussion was held concerning the procedure necessary to notify the County of those unpaid tax bills water & that were returned to them which included a water and sewer benefit sewer benefit tax which would have been refunded, had tax refund they been paid. Mr. Ray Alger of Audit & Control, has been contacted, and he will advise us of the proper procedure after he has reviewed it. Councilman Pierce made a motion, seconded by Councilman O'Donnell, to table the matter until further information is received from Audit & Control. Engineer Novelli requested the Town Board to consider replacing the roof on the highway garage, and also to insulate the building. Money was included in the budget for the roof, but not for insulation. He explained that we would receive 75% aid for the bridge in Blodgett Mills, as the result of a highway bond application, which has been submitted. These monies could be used to pay for the insulation. RESOLUTION # 139 AUTHORIZATION TO ADVERTISE FOR BIDS FOR HIGHWAY GARAGE ROOF AND INSULATION FOR THE BUILDING bidding Motion by Councilman Pierce Highway Seconded by Councilman O'Donnell Garage VOTES: ALL AYE ADOPTED roof & BE IT RESOLVED THAT the engineer is hereby authorized insulation g y and directed to advertise for the receiving of bids for a new roof on the Highway garage and for insulation of the Highway garage, which would include blocking of some of the windows and -placing storm windows on those remaining, and RESOLVED that such bids shall be received by the Town Clerk, and opened on August 16, 1982 at 4:00 P.M. at the Special meeting. Supervisor Nadolski advised that the discussion regarding the Sewer Contract between the City of Cortland and the Town would be tabled until the full board was in attendance. Allen Drive The problem of the house numbering system on Allen house numbers Drive is still causing a problem for some residents in receiving their mail. Legislator, Dick Tupper, advised th.etthe County Legislature has passed a resolution for a numbering change of house numbers in the County. The Town Board requested the Supervisor to write a letter to those residents on Allen Drive advising them of their proper number and to include some change of address forms. Councilman O'Donnell made a motion, seconded by Councilman Pierce, to adjourn the meeting. All voting aye, the motion was carried. The meeting was adjourned at 7:55 p.m..
