Present were Justice Hoagland , Councilmen Benson and Saltonstall , Hwy . Supt . Case , and Assessor Abrams . Absent : Justice Spaulding . Minutes of yhe previous meeting were approved as mailed . Resolution No . 1 - Audit of Highway Claims Justice Hoagland offered the following resolution and moved its adoption : RESOLVED that highway claims , totaling $ 3933 . 68 be paid P as audited . Seconded bg Clm . Saltonstall . Roll call vote , all voting YEE . Absent : Spaulding . Resolution No . 2 - Audit of General claims : Clm . Saltonstall offered the following resolution and moved its adoptionl, RESOLVED that general claims , totaling $ 3034 . 57 be paid as audited . Seconded by Clm . Benson . Roll call vote , all voting YES . Absent ; Spaulding . Correspondence was read as follows : Mr . John Ockay re : corner of Niemi and Zeman Roads . Reply - County has said it will erect Yield 'signs . Mrs . Pat Schultz re : speed zone - on Snyder Hill Road - referred to Atty Williamson for follow through . Harry Burlingame re : abandoned town road on Roy Sanderson property - referred to • Highway Superintendent . Justice Spaulding financial report for 1963 received and placed; on file . Resolution No . 3 - Speed Zones Clm . Saltonstall offered the following resolution and moved its P ' a o tion : RESOLVED , that this Town Board write a strong letter of protest to Commissioner of Motor Vehicles , William S . Hults , regarding. ✓ ejection of requests for speed zones on Lower Creek Road , Etna Hanshaw Road , Ellis Hollow Road , Slaterville Road , and Sapsucker Woods Road , all of which are primarily residential roads ; and take note of the ✓ eason given in decision on Slaterville Road i . e . , speed checks showed 43% and 57% of the vehicles to be in excess of the posted speed limits and that " this is quite conclusive evidence that a 40 mile speed limit is unrealistic and ineffective . Carried . • Resolution No . 4 - Delegate , Assn . of Towns Justre Hoagland offered the following resolution and moved its adop - tion : RESOLVED , that Lewis Gridley be appointed delegate to the Association of Towns Meeting to be. cvhe }, d in New York city February 10 , 11 , and 12 , and BE IT FURTHER RESOLVED , that the expenses of elective officals and of the following appointive officials - Assessor , Planning Board Chairman , and one constable - be paid from the General fund of the Town of Dryden . Saltonstall offered the following resolution and moved its adoption : . RESOLVED , that the nominations be closed and the Town Clerk instructed to cast one ballot of Grant Abrams as Assessor . Resolution No . 8 - Mileage Justice Hoagland offered the following resolution and moved its adoption : RESOLVED , that mileage paid to Town officials , including e lection inspectors , shall be at the rate of 80 per mile , when u sing their own cars for Town purposes . Saltonstall offered the following ' resolution and moved its adoption : RESOLVED , that the Town of Dryden accept State price for pipe and culvert purchased for Town highway purposes . Saltonstall offered the following resolution and moved its adoption : RESOLVED , that the salaries of Town officials be set for the year 1964 , as scheduled in the budget : Supervisor $ 2100 . 00 Town Clerk 3300 . 00 Deputy Clerk 1 . 50 per hour Justice Hoagland 1600 . 00 Justice Spaulding 2600 . 00 Councilmen 400 . 00 each Assessor 5000 . 00 Highway Superintendent 6300 . 00 Seconded by Clm . Justice Hoagland offered the following resolution and moved its adoption : RESOLVED , that the salaries of the elective and appogn- tive officials of the Town of Dryden be paid at the end of each month , with the exception of the Councilmen , who shall be paid at the end of each three months , and the Town Historian , who shall be paid annually . This resolution is not intended to in - clude the Highway Superintendent , who shall be paid from funds raised for highway purposes . Seconded by Clm . Saltonstall . Benson offered the following resolution and moved its adoption w; -1n Ag , there has been appropriated the sum of $ 650 for the S outhworth Library , RESOLVED , that the Supervisor be , and he hereby is , authorised and d irected to pay said sum to the Southworth Library upon receipt of a certified claim therefor . Saltonstall offered the following resolution and moved its adoption : RESOLVED , that telephone tolls incurred by the Justices , of the Peace , that are necessary for the conduct of their legal business , be a Town charge when certified . Saltonstall offered the following resolution and moved its adoption : RESOLVED , that the Towm Board approve committees as selected by the Supervisor , as follows : General - Spaulding and Saltonstall H ighway - Hoagland and Benson Buildings and Grounds - Hoagland P lanning - Benson Review of Assessments - Supervisor and Councilmen Seconded by Justice Hoagland . Carried . Mr . David Miller was nominated to fill a vacancy on the Planning Board . '. Resolution No . 20 - Planning Board Member Clm . Saltonstall offered the following resolution and moved its adoption : RESOLVED , that nominations be closed and the Town Clerk instructed to cast one ballot for David Miller to fill a vacancy on the Planning Board for a seven year term . Seconded by Justice Hoagland . Carried . Supervisor Gridley presented a list of goals to be sought in 1964 through planning . ( Copy attached ) The possibility of an information officer for the Town was discussed , and suggestion made it be referred to counsel for review . Resolution No . 21 - Legal Counsel Clm . Saltonstall offered the following resolution and moved its • adoption : RESOLVED , that the Supervisor be empowered to obtain legal counsel as necessary . Seconded by Clm . Benson . Carried . Resolution No . 22 - Engineering Service - Clm . Saltonstall offered the following resolution and moved its adoption : RESOLVED , that the Supervisor be empowered to obtain engineering serrvice as necessary . S econded by Justice Hoagland . Carried . Resolution No , 23 - Architect Service Clm . Benson offered the following resolution and moved its adoption : RESOLVED , that the Supervisor be empowered to obtain archi - tect service as necessary . Seconded by Clm . Salontonstall . Carried . Hwy . Supt . Case reported that total kileage of Town roads is 113 . 04 . O f this , 86 ! 46 miles are improved highway and 26 . 58 umimproved . Of the improved miles , 56 . 14 have gravel base and 30 . 32 have road mix or topping . P lans for special improvement of roads in 1964 , as recommended by the Supervisor and Hwy . Superintendent are as follows ; Ferguson Rd - rebuild and top to Irish Settlement Rd . ,/o , L; andon Rd . - rebuild portion of Besemer Rd . - rebuild portion of Baker Hill Rd . - rebuild and top balance Freese Rd . - rebuild and top balance Resolution No . 24 - Truck Purchase Clm . Saltonstall offered the following resolution and moved its adoption : RESOLVED , that , upon recommendation to the Highway Superintendent , the Town Clerk be instructed to advertise for bids for one truck of 16 , 000 lbs . gross weight , at a price not to exceed 0 $ 4000 . 00 ; bids to be openned February 18th . Benson offered the following resolution and moved its adoption : RESOLVED , that the matter of thorough consideration of road names be referred to the Planning Board for study . S econded by Clm . Saltonstall . Carried . The possibility of becoming a first class town was referred to Atty . W illiamson for recommendations . Resolution No . 26 - Subdivision Rules Justice Hoagland offered the following resolution and moved its adoption : RESOLVED , that the Planning Board be informed that the Subdivision Rules and Regulations as reviewed recently were found sufficiently good to be submitted to the public for an information hearing . .
