Page 1 The regular meeting of the Town of Cortlandville Town Board was held at the Town Hall, 15 Terrace Road, Cortland, New York with Supervisor Nadolski presiding. Board members present were Supervisor Nadolski, Councilman Edwin O'Donnell, Councilman Warren Manning, Councilman Melvin Pierce, Councilman Ray Thorpe, Deputy Town Clerk June Bradshaw and Attorney John Folmer. Others present were Assessor, Robert Wells; Engineer, Peter Novelli; Highway Sup't., Carl Eaton; Justice, Donald Eaton; Legislator, Dick Tupper; Newsreporter, Dick Camerano and Eric Silverman; and town residents, Alice Blatchley, Ken Andrews and Jim Larkin. The meeting was called to order by Supervisor Nadolski. Blatchley Supervisor Nadolski presented to Alice Blatchley memory of the framed resolution dedicated in memory of former Supervisor, Robert Blatchley. Reading of the minutes were dispensed with as all minutes board members had received copies prior to the meeting. Councilman Pierce made a motion, seconded by Councilman Manning, to accept the minutes of April 7, 1982, April 19, 1982 and April 26, 1982, as written. All voting aye, the motion was carried. Planning Councilman Thorpe made a motion, seconded by Bd Minutes Councilman Pierce to receive and file the Cortlandville Planning Board minutes of March 30, 1982, April 20, 1982 and April 27, 1982. All voting aye, the motion was carried. RESOLUTION # 90 AUTHORIZE PAYMENT OF VOUCHERS Motion by Councilman Manning payment of Seconded by Councilman Thorpe vouchers VOTES: ALL AYE ADOPTED BE IT RESOLVED that the vouchers submitted have been audited and shall be paid as follows: General Fund Vouchers # 136-163 $ 4,560.52 Highway # 79-99 10,176.97 Water Fund # 44-55 15,245.71 Sewer Fund # 14-16 99.51 Supervisor Nadolski gave those in attendance the privilege of the floor. SPCA Supervisor Nadolski read the March 1982 report received report from the SPCA as our dog control officer. • 1 1 1. 9 2; Wednesday, May 5, 1982 Page 2 A discussion followed concerning 12 redemption fees reported and only 3 tickets issued for the month. The supervisor will discuss the matter further with the SPCA. Reports of various departments are on the table for viewing, or are available upon request in the Clerk's office. Councilman Thorpe made a motion, seconded by Council- Rt #222 man Pierce to receive and file the correspondence relative Speed to the request for reducing the speed limit on Route Limit 222. All voting aye, the motion was carried. Councilman Manning made a motion, seconded by Councilman O'Donnell, to receive and file the information Fire received from Secretary of State, Basil A. Patterson, Safety regarding Fire Safety Standards. All voting aye, the Standards motion was carried. Supervisor Nadolski apprised the Town Board that at a recent meeting held by the Supervisors in the county, they are hoping the county will assume the responsibility of enforcing the fire code for the towns which was recently mandated. Councilman Pierce made a motion, seconded by Council- man O'Donnell, to receive -.and file the letter received Agency on from the Cortland Area Agency on Aging regarding the Aging Home Energy Assistance Program.. All voting aye, the motion was carried. A copy of the permit issued to Albert and Mary Yellow Gallagher, owners of Yellow Lantern Kampground, by the Lantern State for their discharge elimination system was received. Kampground Also received was a permit showing the transfer of owner- ship to Jin Young Chung and Chun Ja Chung. Councilman Thorpe made a motion, seconded by Council- man Pierce,. to receive and file the permits. All voting aye, the motion was carried. The abstract of title was received as a result of Marsie the purchase of the Marsie Wright property located on the Wright West Road. abstract • Councilman Thorpe made a motion, seconded by Council- man Pierce, to receive and file the abstract. All voting aye, iIJ4 Wednesday, May 5, 1982 Page 3 Assessor, Robert Wells, revidwed with the Town Board assessment the assessment program of the Town, both past and current. program He explained about the Homestead Exemption not being workable for the town because the 1976 base proportion prior to the County Re -valuation was greater than the base proportion after the revaluation in 1977• A discussion followed whereby a committee consisting of Assessor, Robert Wells; Legislator, Dick Tupper and Town resident, Ken Andrews were requested to review the program. City Engineer, Peter Novelli reported of his recent meeting sewer with the City of Cortland concerning future sewer costs. costs He explained how the program works and how figures are computed to arrive at the cost for a municipality. Because our usage rates were increased last year, this will help to offset a large increase to our residents. He estimated an annual increase, per household, as follows 1982 = $ 86 and 1983 = $ 97• A discussion followed concerning the reason for municipalities sharing the cost of the construction of the plant and not being allowed a vote on the committee which was recently established. Engineer, Peter Novelli reported to the Town Board of the estimated cost to provide sewer service to the sewer. Polkville area as a result of the petition received. project An estimated cost of $ 200,000 was presented, which Polkville includes one pump station. This would not accomodate the home located across the creek, as that is unfeasible. The benefit charge of town residents would increase 42% or from $ 11 to $ 16. This increase would reflect on everyone paying the benefit charge in the Town, not just the residents of the Polkville area. A discussion will be made at the next meeting. RESOLUTION # 91 AUTHORIZE LEGAL NO PARKING SIGNS BE INSTALLED ON THE TURN -AROUND PORTION OF HOMESTEAD AVENUE Homestead Motion by Councilman Thorpe NoParking Seconded by Councilman Manning Signs VOTES: ALL AYE ADOPTED BE IT RESOLVED that the Highway Department are hereby authorized and directed to install Legal No -Parking Signs on the turn -around portion of Homestead Avenue. RESOLUTION # 92 AUTHORIZE ISSUANCE OF A TRAILER PERMIT TO ROBERT EDMONDS trailer Motion by Councilman Pierce permit Seconded by Councilman O'Donnell R.Edmonds VOTES: ALL AYE ADOPTED 1 • 0 1 Wednesday, May 5, 1982 Page 4 WHEREAS an application for a trailer permit has been received, and the premises have been inspected by the Engineer, and approved, therefore BE IT RESOLVED that the Town Clerk is hereby authorized and directed.to issue a house trailer permit to Robert Edmonds, upon payment of the proper fee. Said trailer to be located on the Hoxie Gorge Road, R.D.# 1, Marathon, New York in the Town of Cortlandville. RESOLUTION # 93' AUTHORIZE TRAILER PERMIT RENEWAL TO STANLEY WILK trailer Motion by Councilman O'Donnell permit Seconded by Councilman Manning renewal VOTES: ALL AYE ADOPTED, S. Wilk BE IT RESOLVED that the Town Clerk is hereby authorized and directed to issue a trailer permit renewal to Stanley Wilk, upon payment of the proper fee, to park a house trailer, located in the Town of Cortlandville, on the Blodgett Mills West Road, R.D.# 2, Cortland, New York. RESOLUTION # 94 AUTHORIZE TOWN CLERK TO ATTEND CLERK'S ASSOCIATION MEETING Motion by Councilman Thorpe Seconded by Councilman Manning VOTES1: ALL AYE ADOPTED BE IT RESOLVED that the Town Clerk, Pauline Parker, is , hereby authorized to attend a clerk's Association Meeting clerk's in Binghamton, May 6th, 1982, and meeting RESOLVED that any expenses incurred by the same be reimbursed, subject to audit by Town Board. RESOLUTION # 95 AUTHORIZE HIGHWAY SUP'T AND ENGINEER TO ATTEND CORNELL HIGHWAY SCHOOL Motion by Councilman Manning Seconded by Councilman Thorpe school VOTES:, ALL AYE ADOPTED Engineer HighwaySup't BE IT RESOLVED that Highway Sup't.,Carl Eaton and Engineer, Peter Novelli, are hereby authorized to attend Cornell Highway School June 7,8 and 9, 1982, and RESOLVED that any expenses incurred by same be reimbursed, subject to audit by the Town Board. RESOLUTION # 96 AUTHORIZE TOWN CLERK TO ATTEND A WORKSHOP -IN SYRACUSE Motion by Councilman Manning Seconded by Councilman Thorpe clerk's VOTES: ALL AYE ADOPTED workshop Wednesday, May 5, 1982 Page 5 BE IT RESOLVED that the Tow hereby authorized to attend of Local Government Records and n Clerk, Pauline Parker, is a workshop on Management in Syracuse, May 12, 1982, RESOLVED that any expenses incurred by same be reimbursed, subject to audit by the Town Board. Highway RESOLUTION # 97 AUTHORIZE HIGHWAY SUP'T. TO ADVERTISE Bid for FOR BID, IN THE FALL, FOR A SAND - spreader SALT CHEMICAL SPREADER 40 Motion by Councilman Manning Seconded by Councilman Pierce VOTES: ALL AYE ADOPTED BE IT RESOLVED that the Highway Sup't. is hereby authorized and directed to advertise for bid, in the fall, for one new hydraulic sand -salt chemical spreader. RESOLUTION # 98 AUTHORIZE CORTLANDVILLE FIREMAN TO USE RECREATION AREA FOR A CIRCUS. Fireman Motion by Councilman O'Donnell Circus Seconded by Councilman Manning VOTES: ALL AYE ADOPTED BE IT RESOLVED that the request from the Cortlandville Fireman to use a part of the recreation area for a circus on June 28, 1982 is hereby granted and shall be allowed to use that area that has not been seeded, and RESOLVED that such request shall be permitted subject to review of the insurance. .coverage by the Town Board, RESOLUTION # 99 REAPPOINT CARL BURNHAM TO THE BOARD OF ASSESSMENT REVIEW Board of Assessment Motion by Councilman Manning Seconded by Councilman Thorpe Review VOTES: ALL AYE ADOPTED BE IT RESOLVED that Carl Burnham be, and he hereby is, reappointed to the Board of Assessment Review for a 5 year term commencing May 1, 1982 and shall expire April 30, 1987. RESOLUTION # 100 AUTHORIZE CORTLAND SCHOOL DISTRICT USE OF TOWN HALL AND VOTING MACHINE school Motion by Councilman Thorpe district Seconded by Councilman Pierce voting VOTES: ALL AYE ADOPTED BE IT RESOLVED that the Cortland School District be,.and they hereby are, authorized to use the voting machine and Town Hall for their Annual Board of Elections at Town Hall on May 4, 1982. E, Wednesday, May 5, 1982 Page 6 Requests have been received from softball leagues to practice on the area of the corner of McLean Road and Terrace Road which is owned by the town. softball It was the consensus of the Town Board that those practise wanting to use it should make their request in writing and advise as to who is responsible. Ken Andrews of Lamont Circle, volunteered to assist with this. Engineer, Peter Novelli reported of a meeting held County by the County Highway Sup't. regarding repairing the flooding creeks that were damaged by the flood in October of 1981. grant The county has received a Soil Conservation Service grant to repair the streams. They must provide 20% of the grant with inkind services and they may request the town to help them in the future. Engineer, Peter Novelli, advised that area residents of Route 13, Truxton Road have expressed concern regarding flooding a flooding problem there. Rt #13 Faith Baptist Church has a new church under const- ruction there. Two large ponds were filled in because of the construction.and.the drainage was diverted, but now flooding has occurred: The engineer is working with',D:OT'., and the church for a possible solution. RESOLUTION # 101 AUTHORIZE SUPERVISOR TO ADVERTISE FOR BIDS -INSURANCE PROGRAM Motion by Councilman Thorpe Seconded by Councilman Manning VOTES: ALL AYE ADOPTED BE IT RESOLVED that the Supervisor is hereby authorized bids - to advertise for the receiving of bids on the Insurance insurance Program for the Town of Cortlandville, and RESOLVED that such bids shall be opened at the special meeting, June 21, 1982 at 4:30 P.M.. RESOLUTION # 102 AUTHORIZE SUPERVISOR TO WRITE LETTER - FHA -CHANGING BOND AMOUNT Motion by Councilman Manning Seconded by Councilman O'Donnell ® VOTES: ALL AYE ADOPTED FHA Bond Sewer #2 WHEREAS the Town Board of the Town of Cortlandville adopted a resolution on April 19, 1982 for the bond of Sewer District # 2 in the amount of $ 129,000 and WHEREAS Farmers Home Administration has the dollar amount listed as $ 129,200, therefore BE IE RESOLVED that the Supervisor is hereby authorized and directed to forward a letter to FHA to change the bonded 00 Wednesday, May 5, 1982 Page 7 amount to $ 129,000, and RESOLVED that the $ 200 shall be paid from the sewer surplus funds of the Town. There being no further business, Councilman Manning made a motion, seconded by Councilman O'Donnell, to adjourn the meeting. All voting aye, the motion was carried.
