The regular monthly meeting of the Dryden Town Board was called to
o rder by Supervisor Gridley at 8 p . m . Present were Clm . Baker , Justices
Hoagland and Spaulding , Hwy . Supt . Case , and Assessor Abrams . The minutes
o f the previous meeting were approved .

Mr . Robideau and Mr . Klein , New York Board of Fire Underwriters ,/ to answer
any questions about the /electrical code . It was brought out that this
proposed
w ould not prevent an individual from doing his own wiring if he were
qualified and that it could he incorporated with a building code if one
were adopted . Proposal referred to Planning Board for study .
The public hearing regarding the ordinance to amend the bingo ordinance
was called to order as advertised . No one appeared before the hearing
and it was adjourned .
Moved by Clm . Baker , seconded by Justice Spaulding , that the amended
o rdinance be adopted to conform to state statutes . Roll call vote , all
present voting YES. . Absent : Clm . Saltonstall . ( Ordinance in full
attached to these minutes and filed in ordinance book . )
Moved by Justice Spaulding , seconded by Justice Hoagland , that General
bills totaling $ 1404 . 97 be paid as audited . Roll call vote , all present

Moved by Clm . Baker , seconded by Justice Spaulding , that Highway bills
totaling $ 4025 . 97 be paid as audited . Roll call vote , all present voting
YES . Absent : Clm . Saltonstall .
Justice Hoagland offered the following resolution and moved its adoption :
WHEREAS , the Supervisor has received from the N . Y . Fire Rating Organ -
ization and the N . Y . Insurance Department the sum of $ 312. 82 , and
WHEREAS , said sum is to be distributed among the fire companies that
contract with the Town of Dryden ,
BE Is RESOLVED that the sum of $ 312 . 82 be equitably distributed among
the six contracting fire companies and/ or districts as follows :
Neptune Hose ( Dryden ) $ 127 . 28
Freeville Fire Dept . 36 . 36
Varna Fire Dept . 90 . 93
Brooktondale Fire Dept . 29 . 10
McLean Fire Dept . 14 . 58
So . Lansing Fire Dept . 14 . 58

Moved by Justice Hoagland , seconded by Justice Spaulding , that the Highway
Superintendent be authorized to attgnd conference for highway superinten -
dents at Jamestown , N . Y . , Septembe 12 and 13 . Carried and so ordered .
Moved by Justice Spaulding , seconded by Clm . Baker , that the Chairman of
the Planning Board be authorized to attend conference of Planning Board
Association at Rochester , N . Y . , Sept . 23 and 24 . Carried & so ordered .
The next meeting will be Saturday , October 5th , at 1 p . m .
Supervsior Gridley reported on his attendance at the Water Resources
hearing in South Lansing on .Sept . 4th .
Supervisor Gridley reported that ahproposed:: ordinance for subdivision
control has been presented by the Planning Board at a discussion with the
Town Board , and has been referred to Atty . Williamson for study .
Moved by Justice Hoagland , seconded by Justice Spaulding , that the rate
of pay for election inspectors be $ 1 . 25 per hour , and that they be
allowed two extra hours , beyond the hours the polls are open , on Election
Day ; \ and that the pay for instruction meeting be $ 1 . 25 plus 8 ¢ per mile
one way . Carried and so ordered .
Moved by Clm . Baker , seconded by Justice Spaulding , that Charles Downey
and Charles McGory be appointed custodians of the voting machines .
Carried and so ordered . .
Moved by Justice Hoagland , seconded by Clm . Baker , that - contract be made
for outdoor lighting at Town Barn with one 20 , 000 lumen light on a pole
to be installed by N . Y . S . Gas and Electric Corp . at cost of $ 9 . 55 per
month . Roll call vote , all present voting YES . Absent : Clm . Saltonstall .

Justice Hoagland reported on his attendance at Justices '
S chool held at Cornell .
Moved by Justice Hoagland , . seconded by Clm . Baker , that Mrs .;
L eon Eddy be appointed Republican election inspector in District
# 1 , as recommended by Mr . Krouse , Chairman . Carried and so : ordered .
The following letters were read for information :
Sidney Jones re : Citizens ' Committee to study local tax
revenue collection
Kenneth Hawk - service of consulting civil egineers
Freeville Village Board - comprehensive sewer study -
Supervisor Gridley reported that he has been invited , as a repre -
sentative of the Town , to attend a meeting of the Health Dept . and
the Dryden Village Board on Sept . 19th - re : the sewer study . •

L etter received from Lloyd A . Maeder , State Traffic Commission ,
stating that Dryden ' s application for speed zone on Slatervlle
Road has been rejected and that the speed previously in effect
on a portion of that road has been increased . Reason given : is
that speed checks showed 43% and 57/ of the vehicles in excess of
the posted speed limit and that " This is quite conclusive evidence
that a 40 MPH speed limit is unrealistic and ineffective . "
Moved by Justice Hoagland , seconded by Justice Spaulding , that the
Supervisor be empowered to reply in protest to this decision .
Carried and so ordered .
The Town Clerk was directed to write a letter to Mr . Lawrence . Par - •
ker , fl 1 St . , Freeville , advising him that , in answer to his re -
quest fe : work on Mill Street , it is intended that a gravelptop be
placed on that road within the next six weeks .
Letter received from N . Y . S . Dept . of Public Works Showing approval
for Purvis Road and Yellow Barn Road . on Town Highway Improvement
Program for 1964 .
Moved by Justice Hoagland , seconded by Clm . Baker , that Purvis
Road , a distance of 0 . 7 miles and Yellow Barn Road , a distance of
0 . 4 miles , be designated for permanent improvement in 1964 . ! Roll
call vote , all present voting YES . Absent : Clm . Saltonstall .
Message received from Clm . Saltonstall that traffic count still
is requested on Ellis Hollow Road , and referred to Supt . Case .
Message received from Clm . Saltonstall re : concern of Mrs . B . W .
Monroe ( Varna ) about the creek bank on their property . It was
stated that the Town has no intention of taking gravel from this
stream , and that it could not been done without a permit an*way .
Town Clerk instructed to write to Mrs . Monroe about this .

In further. discussion about the problem of wahout of this bank ,
it was stated that this is not a Town province but would have to
referred to the Conervation Dept . or Water Resources Committee .
Further information is to be sought as to how and/ax what can be •
done in this matter .
Question also has been asked of Clm . Saltonstall whether household •
water for the Varna area - not fire protection supply - might be
. obtained through Cornell University . This is to be followed up
by the Supervisor , possibly also with the Water Resources
Committee .
