Present were Justices Hoagland and Spaulding , Clm . Baker and Salton- stall , and Assessor Abrams . The minutes of the previous meeting were read and approved . Moved by Clm . Saltonstall , seconded by Justice Hoagland , that General bills totaling $ 688 . 28 be paid as audited . Roll call vote , all voting YES . Meeting recessed for hearing grievance ; reconvened at 11 : 15 a . m . Moved by Clm . Baker , seconded by Justice Hoagland , that Highway bills totaling $ 3812 . 84 be paid as audited . Roll call vote , all voting YES . Clm . Saltonstall offered the following resolution and moved its adoption : Be It Resolved that this Town Board seek further legal counsel on the matter of amending the Bingo Ordinance to conform to the 1962 statute , with particular reference to the advisability of repealing the ordinance , since the procedures and controls are so complicated as to make it impossible for a small organization to realize any profit from bingo games , thus defeating the purpose for which the ordinance was enacted , and Be It Further Resolved that a copy of this resolution be for- warded to the State Bingo Commission to advise them of the opinion ; of this Board , and Be It Further Resolved that a copy of this resolution be forwarded ! to the various fire departments to acquaint them with the action that is being considered . Resolution seconded by Justice Spaulding . Carried and so ordered . Moved by Clm . Saltonstall , seconded by Justice Hoagland , that the possibility of purchase of a copying machine be looked into actively . Carried and so ordered . Moved by Justice Hoagland , seconded by Cim . Saltonstall , that yard lighting for the Town Hall - Town Garage area be pursued , Justice Hoagland to obtain the necessary contracts and costs . Carried and so ordered . The matter of pest control on town dump was held , pending further discussion with theHealth Department . Saltonstall offered the following resolution and moved its adoption : Be it Resolved that the Town Clerk be instructed to write a letter to the Freeville Village Board to advise them that the Dryden Town Board has discussed the possibility of making application for a comprehensive sewer study of the Fall Creek water shed area ; and to ask the Freeville Board if that village would be interested in participating with the Town in such application , and Be It Further Resolved that this same information be forwarded to the Groton Town Board to ask if they might be interested in participating with the. Town of Dryden , so that the hamlet of McLean Light be included . Seconded by Justice Spaulding , Carr and so ordered . Hugh Holley re : Monkey Run Road was read and referred to the Highway Superintendent . Letter from Mr . Ben Boynton , Supervisor of the Town of Ithaca , was read for information only . It referred to possibility of ex- tending water service ,he SnydergHilltRoad Slaterville possible , bu Moved by Clm . Baker , seconded by Justice Hoagland , that Hwy . Supt . Case be authorized to attend the school for Highway Superintendents at Cornell University on June 24 , 25 , and 26 . Carried and so ordered . • Moved by Justice Hoagland , seconded by Clm . Saltonstall , that the Highway Superintendent be paid $ 40 . 00 per month for use of his own car , plus gas and oil at the Town pump . Carried and so ordered . e The matter of action to be taken to 014 the Bingo Ordinance to conform with the new statute was referred to Atty . Williamson . Assessor Abrams suggested that items be given to the papers , re - questing names of people interested and qualified to serve for Jury duty . It was agreed that Assessor Abrams poifted out that a serious fire today emphasizes need for fire walls above the last flor in la4tth . This matter was referred to Atty . Williamson with the request that some means of requiring drafted . this protection in new bukld - c� . ings , or those being remodeled , Other matters covered in the Assessor ' s report were : problems of fence viewing which , if not settled may have to be referred to orthe Board as a Board of Review ; the need for tax maps present a of property in May , 51 of which were split parcels , problem when accurate data is not given whichnwouldlbapre edio bewith maps ; that over all increases in t good , though a definite figure cannot be given until next month . Grievance Day is set for Tuesday , July 9 , from 10 a . m . to 2 p . m . The next regular Town Board meeting was set for 9 : 51 a • m • on July 9th . . Moved by Justice Spaulding , seconded by Clm . Possibility of large reflector signs and/ or repair of the fence were discussed and the matter referred to the Highway Superintendent . Clm . Saltonstall advised that Mr . Peter Curtiss in a letter had e xpressed concern about dirt being dumped over the bank on Lower Creek Road ; that this had been checked by Highway Superintendent who learned that it was being done by the owner of the property , n ot by the Town . of Varna Fire Dept . Clm . Saltonstall advised that Mr . William CrisseyAhad phoned , asking about insurance for a fireman who died while marching in a parade at the County Fair . Clm . Saltonstall stated that he had taken the poskition that he could not , in all conscience participate in sueing the County since thejan had not been required to march , and because he was known to have a heart condition . Supervisor Gridley advised that he had taken the same position . SSupervisor Gridley advised that Mr . John Patterson has given approval for use of the Bethel Grove Community Hall for election purposes . Clm . Saltonstall offered the following resolution and moved its adoption : Be It Resolved tkat , on recommendation of the Highway Superintendent and the Supervisor , the resolution concerning Zeman Road adopted on January 3 , 1963 ( pg . 406 ) be amended as follows : thaw a double surface treatment be applied to said Zeman Road , and that new agreements be drawn up . Seconded by Justice Hoagland . Roll call vote , all voting YES . Recess at 12 : 35 to hear grievances . Reconvened at 1 : 55 p . m . . Letter from Mr . Levatich expressing appreciation for work done on Genung Road was read and placed on file . RE : Roads - Supervisor Gridley reported that gravel is being put on as many roads as possible ; and that the bridge on Mill Street in Freeville has been replaced . Assessor Abrams reported that the new Town map is well under way . Moved by Clm . Saltonstall , seconded by Justice Hoagland ,. that Assessor Abrams be authorized to attend the Institute of Assessing Officerflt Cornell Univ . on July 21 to 27 . Carried & so ordered . Moved by Clm . Saltonstall , seconded by Clm . Baker , that Assesor Abrams look to the cost of tax maps and a program for financing them . Carried and so ordered . Moved by Justice Hoagland , seconded by Clm . Saltonstall , that the following Republican election inspectors be approved for Districts 1 and 7 , instead of as previously listed : Dist . 1 - Mrs . Present were Clm . Baker and Saltonstall , Justice Hoagland , Assessor Abrams , and Atty . Williamson . Absent : Justice Spaulding . Moved by Clm . Saltonsta114 seconded by Clm . Baker , that reading of the minutes of the previous meeting be dispensed with . Carried and so ordered . Justice Hoagland was called out and returned during the following discussion . Mr . Leo Barry , Raymond Rebideau , and Vernon Klein , of the New York Board of Fire Underwriters were present to review a suggested ordinance which would set up standards according to the National Electrical Code and require inspection of installation or altera- tion of wiring by the Board of Underwriters . It was explained that this kind of ordinance is being encouraged strictly as a safety operation for the prevention of fire from improper wiring . The proposal was referred to Atty Williamson for review and, con- sideration before the next meeting . Sup . Gridley reported that Justice Spaulding has returned from the hospital after his operation and is making satisfactory recovery . Traffic Commission re : increase of speed zone in Varna from 35 to 40 miles per hour . Certificate of final equalization rate of 47 for 1962 . Mrs . Hugh Holley - thanks for work on Monkey Run Rd . ; suggesting hame of road be changed to Hollawood Lane . In absence of reply from State Traffic Commission re : request for speed restriction on Town of Dryden portion of Slaterville Road , matter was referred to Atty . Williamson for follow up . Letter from O ' Brien and Gere re : sewer study was read and filed . Moved by Clm . Saltomstall , seconded by Justice Hoagland , that this Board rescind the motion of July 9 , 1963 ( pg . 418 ) re : cooperation with the Village of Dryden in application for compre - hensi.ve sewer study . Carried and so ordered . Clm . Saltonstall offered the following resolution and moved its adoption : RESOLVED , that the Village of Dryden and the Town of Dryden jointly make application to the State of New York for a Comprehensive Sewage Study of a portion of the Virgil Creek Drain- age Basin , the limits of which shall be mututally determined by the applicants , the State of New York and the Consulting Engineers , and be it further V, //me_ RESOLVED , that the Fen- of Dryden is hereby authorized to administer this study , and be it further RESOLVED , that the Consulting Engineering Firm of Sterns and Wheeler is hereby designated as the Consulting Engineers to undertake the work of this study subject to the approval of the application by the State of New York , and be it further RESOLVED , that Lewis H . Gridley , Supervisor , is hereby authorized to sign said application on behalf of the Town of Dryden . Resolution seconded by Justice Hoagland . Roll call vote , all present voting YES . Absent : Justice Spaulding . Assessor Abrams presented proposal of American Air Service Inc . for preparation of tax maps at an estimated cost of $ 15 . 900 . 00 . It was explained that professional maintenance of such maps then would be about $ 500 . 00 per year . Matter tabled until all budget
