SPECIAL MEETING A Special Meeting of the Cortlandville Town Board, was held January 26, 1982 at the Town Hall, 15 Terrace Road, Cortland, N.Y. with Supervisor Nadolski presiding. Board members present were Supervisor Nadolski; Councilman Thorpe; Cour.nilman Pierce; Councilman Manning; Councilman O'Donnell and Town Clerk, Pauline Parker. Also in attendance were Assessor, Robert Wells; • Justice, Don Eaton; Zoning Officer, Don Fowler; Water and Sewer Sup't., Fred Walker and Newsreporter Dick Camerano. Supervisor Nadolski called the meeting to order. Assessor, Robert Wells, explained the procgduresi.we, should take as a result of recent act of the State Legislature regarding assessment of the municipalities in New York State. Because the Town of Cortlandville has completed a local assessment revaluation of.all property to 100%, we qualify for the new program. There is a deadline of February 1,.1982 to submit our application. RESOLUTION # 43 AUTHORIZE SUPERVISOR TO MAKE APPLICA- authorize TION TO NYS BOARD OF EQUALIZATION AND application for ASSESSMENT FOR CERTIFICATION AS AN assessing unit �4�'m)pelo YM1 APPROVED ASSESSING UNIT Motion by Councilman Thorpe Seconded by Councilman Manning VOTES: ALL AYE ADOPTED WHEREAS the Town of Cortlandville has undergone an assess- ment update program in 1980-1981 which updated the 1976- 1977 value level derived from the 1976 County Revaluation program to the 1981 market value level for the Town of Cort- landville assessment roll in 1981, and WHEREAS it is our belief that the Town of Cortlandville qualifies as an "Approved Assessing Unit" under the provis- ions of new Section 305 of the Real Property Tax Law, NOW THEREFORE, be it resolved that the Town Supervisor is hereby.directed to make application to the New York..State Board of equalization and Assessment for certification for the Town of Cortlandville as an "Approved Assessing Unit" to be effective for the 1982 assessment roll. RESOLUTION # 44 AUTHORIZE SUPERVISOR TO SIGN 1982 authorize supervisor SPCA CONTRACT ACCEPTING THE CHANGE to sign SPCA cnntract IN HOURS Motion by Councilman Manning Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED Tuesday, January 26, 1982 Page 2 15'1 1 0 WHEREAS the request from the SPCA to eliminate from the contract those hours on Tuesday and Thursday evening, as those hours were for adoption purposes, was explained, therefore BE IT RESOLVED that the Supervisor is hereby authorized and directed to sign the 1982 SPCA Contract, honoring the removal of 'Tuesday and Thursday evening hours and RESOLVED that the Supervisor forward a letter advising them that in futur.e�contract arrangementsythat closer attention will be given to services performed. Assessor, Robert Wells, requested the board to consider the Homestead Exemption procedures he had explained. It will be necessary to adopt a Local Law for this matter of which no referendum is required: Councilman Pierce made a motion, seconded by Council- man O'Donnell to adjourn the special -meeting.
