SPECIAL MEETING
A Special Meeting of the Cortlandville Town Board
was held on November 16, 1981 at the Town Hall., 15 Terr-
ace Road, Cortland, New York with Supervisor Nadolski
presiding.
Board members present were Supervisor Nadolski,
Councilman Pierce, Councilman Thorpe, Councilman Manning
and Town Clerk,Pauline Parker.
Also in attendance were Assessor, Robert Wells;
Zoning Officer, Don Fowler; residents Ken Andrews, Dick
Tupper and newsreporters Dick Camerano and Jane Waldman.
Supervisor Nadolski called the meeting to order at
7:30 P.M. -
RESOLUTION # 192 AUTHORIZE PAYMENT OF VOUCHERS
Motion by Councilman Pierce
Seconded by Councilman Thorpe
VOTES: ALL AYE ADOPTED
BE IT RESOLVED that the vouchers submitted at the Novem-
ber 4, 1981 meeting have been audited and shall be paid
as follows:

RESOLUTION # 193 AUTHORIZE PAYMENT OF VOUCHERS
Motion by Councilman Thorpe
Seconded by Councilman Pierce

Supervisor Nadolski asked the Town Board for their
thoughts or decision as to the use of Federal Revenue Federal
Sharing Funds for 1982. At the public hearings held on Revenue
the matter, suggestions were made by Town 2esidents to Sharing
to place the funds in road repair for Lime Hollow or the

recreation budget.
A discussion followed whereby it was the consensus
of the Town Board that the Federal Revenue Sharing funds
received for 1982 shall be put in the machinery fund to
purchase a truck.
If monies should come from the state over the next
2 year period, that would be placed in road repairs
and could be ear marked for the Lime Hollow Road.
Because of the water problem on the Lime Hollow
Road, the Supervisor will request the Highway Sup't. to
clean the side ditches and request the engineer to evaluate
the road and make recommendations to the Town Board.
RESOLUTION # 194 ADOPTION OF THE TOWN OF CORTLANDVILLE
BUDGETS FOR 1982

Seconded by Councilman Thorpe
VOTES: ALL AYE ADOPTED
WHEREAS on the 4th day of November 1981, the Town Board
adoption of of the Town of Cortlandville, held a public hearing on
1982 Budget the preliminary budgets, approved by the Town Board, and
filed with the Town Clerk, for the fiscal year commencing
January 1, 1982, and having heard all persons in favor
of or against the preliminary budgets as compiled, or for
or against any item or items contained, therefore
BE IT RESOLVED that the preliminary budgets, as approved,
filed and presented before this board at the above public
hearing shall not be amended, and the same is hereby
adopted and established as the annual.budget of this
Town for the fiscal year beginning January 1, 1982, and
such annual budget as so adopted, be entered in the minutes
of the Town Board; and
BE IT RESOLVED that the Town Clerk of this town shall
prepare and certify, as provided by law, duplicate copies
of the annual budgets hereby adopted, together with the
assessment rolls for the benefit of improvement for the
Water Fund and the Sewer Fund, adopted pursuant to Section
202 a of the Town Law, and within five days thereof, deliver
two copies to the Supervisor,of the Town, and the Super-
visor shall present the copies of the annual budgets to
the Legislature of Cortland County within ten days, after
his receipt thereof from the clerk.
RESOLUTION # 195 REQUEST COUNTY LEGISLATURE TO APPLY
SURPLUS SALES AND USE TAX TO REDUCE
COUNTY TAX LEVY IN AREAS OUTSIDE
VILLAGES FOR 1982
Motion by Councilman Thorpe
Seconded by Councilman Pierce
VOTES: ALL AYE ADOPTED
1982 Sales WHEREAS, Pursuant to Resolution No. 118 adopted at a
Tax Special Meeting of this Board held on August 29, 1978,
the Town of Cortlandville elected to have its proportionate
share of the Cortland County Sales and Use Tax which is due

the area of the Town outside of Villages be paid in cash
directly to the Town to be used for any legal Town, outside
village purposes and
WHEREAS, pursuant to the Towns election referred to herein
the amount of Sales Tax to be received by the Town of
Cortlandville will exceed the amount necessary to fund
that protion of the Budget attributable to areas outside
of Villages, and
WHEREAS, there will therefore be a surplus of Sales Tax
available and which this Board desires to be credited
• against the County Tax in the area of the Town outside
of Villages, and
WHEREAS+; the surplus,referred to herein will be in the
amount of $' 387,000
NOW THEREFORE, be it
RESOLVED, that the Cortland County Legislature be and
hereby is requested to apply said amount of $ 387,000
surplus Sales Tax as referred to herein, to the reduction
of the County Tax levied against the real property in the
area of the Town of Cortlandville outside of the Villages
for the fiscal year 1981.,
and be it further
RESOLVED, that the Town Clerk be and she is hereby authorized
and directed t'o forward a certified copy of this resolution
to the Cortland County Legislature.
Town resident, Ken Andrews, expressed concern regarding
the tax rate for 1982 showing a decrease, but because
of the assessment update, the cost to the taxpayers will
be more. A discussion followed concerning the New York
State Law of 100 % assessed valuation of which the Town
of Cortlandville is in compliance of the law.
Councilman Thorpe made a motion, seconded by Council-
man Manning, to adjourn the meeting. All voting aye,
the motion was carried.
The meeting was adjourned at 8:00 P.M..
