HomeMy WebLinkAbout1961-07-05 36 July 5 , 1961 0 The regular monthly meeting of the Dryden Town Board was called to order by Supervisor Gridley at 8 p . m . Present were Justices Hoagland and Spaulding , Aouncilmen Baker and Saltonstall , Asses - or Abrams , and Atty . Williamson . The minutes of the previous meeting were read and approved as corrected . Supervisor Gridley read the report of the State Department of Audit and 6ontrol on the examination of records covering the period from January 1 , 1958 to December 31 , 1960 . Moved by Clm . Saltonstall , seconded by Clm . Baker , that the resignation of Mrsrudeau as Inspector of Elections be ac - cepted , and that M.L .s Laura McKeon be appointed to replace her . Motion carried and so ordered . Supervisor Gridley read letter from Mr . Robert Hennigan , of the State Office for Local Government , regarding the comprehen- sive study to be made on the sewerage needs of the State . Moved by Justice Hoagland , seconded by Clm . Baker , that Highway bills totaling $ 2099 . 67 be paid as audited . Roll call vote , all voting YES . Clm . Saltonstall offered the following Resolution and moved its adoption : WHEREAS , there is at present in two accounts , namely " Construction and Permanent Improvements " and " Capital Rserve Funds - Reserve for Repairs Town Buildings;,'-, a total sum of $4780 . 68 , which sum is on deposit at the First National Bank of Dryden , N . Y . , and WHEREAS , it has been brought to the attention of this Board by the State Auditors in a report certified on June 24 , 1961 , that said reserve funds should be properly established pur- suant to the General Municipal Law , and WHEREAS , it was and is the intent ofthis Board that said funds be set - up in a " Repair Reserve Fund " , pursuant to Section 6 D of the General Municipal Law , all of said funds having been previously established by budgetary appropriations , BE IT RESOLVED that this Town Board hereby establish a . special fund known as " Repairs Reserve Fund " , which moneys shall be appropriated only for repairs of capital improvements or equipment or to capital reserves established pursuant to Section 6 C of the General Municipal Law , all pursuant to Section 6 D of the General Municipal Law . Resolution seconded by Justice Hoagland . Roll call vote , all voting YES . The problem of risk to vehicles and equipment by fire or vandal - ism was discussed , with particular reference to the fact that insurance cad of cover actual replacement value , if new 0 vehicles must be purchased at today ' s greatly increased prices . It was agreed that an alarm system - preferably with a direct line to the Village fire alarm system - should be considered for Town buildings . Moved by Justice Spaulding , seconded by Clm . Saltonstall; that • General bills totaling $430 . 65 be paid as audited . Roll call vote , all voting YES . Moved by Clm . Saltonstall , seconded by Clm . Baker , that the sum of $ 2200 . 00 be transferred from Highway Fund , Item 4 - Miscellaneous - to Highway Fund , Item 3 . Roll call vote , - all voting YES . • in Grievance Day will be July 11th from 10 : 00 a . m . to 2 : 00 p . m . Motion carried and so ordered . Moved by Clm . Baker , seconded by Clm . Saltonstall , that the Inspec - tors of Election receive the same salary as last year - $ 14 . 00 . for Election Day , $ 1 . 00 plus 8 ¢ per mile one way for the school of in- struction meeting , and $ 1 . 00 per hour for registration days . Motion carried and so ordered . Supervisor Gridley advised that Mr . Tuthi11, of ° N . Y . S . Electric and Gas , had inquired whether the Town of Dryden now would be in- terested in the right of way previously discussed for the Baker Hill Road , if there were no limitations on it . It was agreed that there was no need for action at this time , since fart of; the. ? Mt . has been set up on the Erwin Plan . Cpleasant Rd . already, Atty . Williamson reviewed reply from Atty . General ' s office re : TV franchises . ( See correspondence file - 1961 ) Such a franchise cannot be in perpetuity , but for a " reasonable length of time " ; it can be e xclusive or not ; and the Public Service Commission has no jurisdiction . In discussion of the question of controlling number of poles , Atty . Williamson suggested that a franchise agreement could include under- standing that cable owner My to negotiate with utilities to utilize e xisting poles insofar as pob'sible . The next regular meeting will be Wednesday , July 5th . There being no further business , the meeting was adjourned . Lewis Gridley , Supervisor Jane Korbas , Town Clerk 1 36 1 A Letter from Mr . Harry Silvers , Asst . Attorney General , regarding regulation of placement of poles was read . ( See folder TV Franchise ) Assessor Abrams ' advised that as a result of appeal made in Albany the Equalization rate for the Town of Dryden has been raised from 52 to 53 . Assessor Abrams 'advised that the Natural Gas case regarding its assessment has not yet been settled , and that the assessment will remain the same on this year ' s roll . It may be necessary to anti - cipate in the Duclget reimbursement to Natural Gas , should the case . be decided in their favor . Justice Spaulding offered the following Resolution and moved its adoption : WHEREAS , in a recent session of the New York State Legis - lature Assemblyman Bush introduced ' a bill ( Assembly Intro . #1388 ) , having regard to . exemptions on real property tax on property owned by retired Aersons over the age of 65 of limited income , 1 BE IT RESOLVED that our respective representatives be asked tdgive their urgent Consideration to this bill or to one which would provide Adler provisions , at the next session of the Legis - lature , and BE IT FURTHER RESOLVED that certified copies of this Reso - lution be forwarded to Governor Rockefeller , Senator Metcalf , Assemblyman Bush ., Assemblyman Ashberry , and Supervisor Clifford Bower , Chairman of the Tompkins County Legislative Committee . Resolution seconded by Councilman Baker . Roll call ' vote , all voting YES . After discussion it was agreed that Cim . ' Saltonstall ask Mr . Emmons Ogden if he would be willing to serve as Chairman of the Zoning Committee , and that members of the committee should be representa- tive of various sections of the Town . Moved by C1m . Saltonstall , seconded by Justice Hoagland , that tempo - rary Junk Yard licenses be issued to James Cutting , Edward. Smith , and Herbert A . Brecht , for a period of one year . Letter from Mrs . Hugh Holley re : Monkey Run Road was read and the Town Clerk instructed to reply . ( Highway file ) 11/: Memo from N . Y . State Public Service , Commission re : construction o f Ithaca-Etna State Highway across the tracks of Lehigh Valley Railroad was read and placed on file . ( Highway file ) Memo from Superintendent of Public Works re : designation of ✓ estricted highway was read and placed on file . ( Highway file ) Letter from Mrs . Floyd Hatfield , Secretary of McLean Grange re : markings on route 1 was read , and the Town Clerk instructed to . ✓ efer Mrs . Hatfield to Mr . Roll call ✓ ote , all voting YES . . • Justice .Hoagland offered the following resolution and moved its adoption : WHEREAS , the Supervisor has received the sum of $ 214 . 61 from foreign insurance moneys , and GA-HEREAS , said money is to be paid to the various fire departments , • . BE IT RESOLVED that the Supervisor pay said money to the treasurers of the various fire departments as follows : Dryden Fire Department $ 79 . 49 Freeville Fire Department 26 . 50 . O a The need for signs at various points on Town roads was discussed , such as the corner of Etna-Hanshaw and Lower ' Creek Roads , and at the end of Lower Creek Road . It was agreed that the Town Clerk write to Mr . John Miller , County Highway Superintendent , expressing the concern of this Town Board that roads be properly • marked in the interest of safety , and asking that his personnel ° survey the various curves and intersections of Dryden Town roads for the purpose of erecting signs at those points which should be protected . The Town Clerk also was instructed to write to the Town Highway Superintendent and his Assistant asking that , the Highway Department keep an accurate record of all signs ( other than street name signs ) on Town roads , indicating the date and location each is placed . Acopy of this record should . be presented monthly to the Town Board so that it can be Incor- porated in its minutes . . O It was - agreed that a letter should go to the estate of Ida Hanford , 0 formerly of Etna , to obtain approval for removal of trees in front of her home , said approval having been given verbally by Mrs .
