Baker and Saltonstall , Justices Hoagland and Spaulding , Assessor Abrams , Hwy . Smpt . Beach , Asst . Hwy . Supt . Case , and Attlorney Williamson . Moved by Justice Hoagland , seconded by Justice Spaulding , that Clm . Saltonstall act a chairman of this meeting , in the absence of Super - visor Gridley . Roll call vote , all voting YES . The minutes of the previous meeting were read and approved . Letter from Supervisor Gridley was read by Clm . Saltonstall . Moved by Clm . Baker , seconded by Justice Hoagland , that highway c_ bills totaling $ 2319 . 80 , be paid as audited . Roll call vote , all - ✓ oting YES . Moved by Justice Spaulding , seconded by Clm . Baker , that General bills totaling $823 . 56 be paid as audited . Roll call vote , all ✓ oting YES . Enforcement of the junkyard ordinance was discussed . It was agreed that Assesor Abrams , Hwy . Supt . Beach , and Asst . Hwy . Supt . Case indicate on a" town map the location ofplaces which might come under this ordinance . Then Clm . Saltonstall and Atty . Williamson will ✓ iew and photograph the spots , and talk with owners about the ordi - nance and its purpose . The owner will be given a copy of tte ordi - nance , and advised to apply at the Town Clerk ' s office for icense , within thirty days . Then the Town Board will either approve a license at the regular $ 25 fee , or issue a temporary license setting a time within which the owner must correct conditions to comply with ✓ equirements of the ordinance . Assessor Abrams raised the question of whether there is a way to re - quire that builders of subdivisions meet certain standards , particu- larly with respect to roads within the subdivision . Atty Williamson stated that this kind of control usually comes under jurisdiction of a planning board . He was asked to check further before the next meeting , to find if a Town can take action in this kind of problem without a zoning ordinance . The assistance of Atty Williamson also was requested in drawing up a resolution the Town Board might adopt as policy in the acceptance o f new roads . Moved by Clm . Baker , seconded by Justice Hoagland , that the hourly rate for regular town highway employees be increased by ten cents per hour , : but ;Fthat extra help be continued at $ 1 . 70 , as at present . Roll call vote , all voting YES . Atty Williamson was asked about the procedure for making the position of highway superintendent appointibe , rather than elective . This is covered by Sec . 20 , subdivision 6B of the Town Law , and by sections 90 and 91 . The Town Board must adopt a resolution , subject to per- missive referendum , 150 days prior to election day ( June meeting ) . The resolution must be published and posted according to law , and if a petitionl'�� requesting referendum is not filed within 45 days , the . Irresolution becomes effective . ( A petition calling for a permissive _ referendum must contain the signatures of qualified voters equal to 5 percent of the total vote cast for governor in the township; in the . last general election held for the election of state officers . ) Robert Hugheslof Hughes Hardware in Freeville has asked if provision can be made for him to receive fees for consdrvation licenses he sells : Since he made this arrangement directly with the state , information will have to be obtained from County Clerk , and possibly the state , before an answer can be given . Upon recommendation of Hwy . Supt . Beach , Justice Hoagland moved that the Town Clerk be instructed to advertise for bids for one stone box , the bids to be openned at 8 : 00 p . m . on May 3rd/ Seconded by Justice Spaulding . Roll call vote , all voting YES . II 354 . The next regular meeting will be Wednesday , May 3rd , 1961 . Moved by Justice Spaulding , seconded by Clm . Baker , that the meeting be adjourned .
