Present were Justices Hoagland and Spaulding , Councilmen Baker and Saltonstall , Hwy . Supt . Beach , and Assessor Abrams . • The minutes of the previous meeting were read and approved . Mrs . Betsey Clark ' s report as historian , for the year 1960 , was read and placed on file . ( Copies of correspondence file ) The letter from Joseph Borowitz regarding Caswell Road was read and placed on file . Moved by Clm . Baker , seconded by Justice Hoagland , that highway bills totaling $ 2088 . 85 be paid as audited . Roll call vote , all voting YES . Moved By Clm . Saltonstall , seconded by Justice Spaulding , that General bills toaling $ 301 . 09 be paid as audited . Roll call vote , all voting YES . Justice Hoagland offered the following resolution and moved its adoption : Be it Resolved that the Tompkins County Rural News be designated as the official paper of the Town of Dryden for the year 1961 . Seconded by Clm . Saltonstall . Roll call vote , all voting YES . C1m . . Salt,onsell offered the following resolution and moved its adoption : Be it Resolved that : the monthly meetings of the Dryden • Town Board be held on the third day of ehch month . However , the Town Board may set meeting dates inconsistent with the above , when deemed necessary . Seconded by : Clm . Baker . Roll call vote , all voting YES . Justice Hoagland offered the following resolution and moved its adoption : Be it Resolved that mileage Ex paid to Town officials , including election inspectors , shall be at the rate of 8 ¢ per 2_ mile , when using their own cars for Town purpose . Seconded by Clm . Saltonstall . Roll call vote , all voting YES . Justice Spaulding offered the following resolution and moved its adoption : Be it Resolved that Leona Fortner and Jane A . Justice Spaulding offered the following resolution and moved its adoption : Be it Resolved that Jane A . Gridley be appointed Deputy Supervisor . Seconded by Clm . Baker . Roll call vote , all voting YES . Clm . . Baker offered the following resolution and moved its - adoption : Be it Resolved that Betsey L . Clark be appointed Town Historian for S the year 1961 . Saltonstall offered the following resolution and moved its adoption : Be it Resolved that Lewis Gridley be appointed to act 6 as Service Officer for the year 1961 . Seconded by Clm . Baker . Roll call vote , all voting YES . Clm . Saltonstall offered the following Resolution and moved its adoption : Be it Resolved that the salaries of the dective and appointive officials of the Town of Dryden be paid at the end of each month , with the exception of the Councilmen , who shall be paid at the end of each three months , and the Town Historian who shall be paid annually . This Resolution is not meant to include the Highway Superintendent , who shall be paid from funds raised for Highway purposes . Seconded by Clm . Baker . Roll call vote , all voting YES . I Justice Hoagland offered the following resolution and moved its adoption : Be it Resolved that the Town of Dryden shall accept State price for gasoline to be purchased for use in I Town equipment . Seconded by Justice Spaulding . Roll call vote , all voting YES . Clm . Saltoastall offered the following resolution and moved its adoption : Be it Resolved that the Town of Dryden shall I ° accept State price for the purchase of pipe for Town Highway purposes . Seconded by Clm . Baker . Roll call vote , all voting YES . Clm . Baker offered the following resolution and moved its adoption : Be it Resolved that Lewis Gridley be appointed as delegate to the Association of Towns meeting to be held in Buffalo February 6th through 8th , and be it further resolved It that the expenses of other Town officials , including Justices , Councilmen , Assessor , Town Clerk , and Highway Superintendent , I be paid from General Funds of the Town of Dryden . Baker offered the following resolution and moved its . en / adoption : Be it Resolved that the Supervisor be empowered to obtain legal counsel as necessary . Seconded by Clm . Salton- ' stall . Justice Spaulding offered the following resolution and moved its adoption : WHEREAS there is a balance of $ 532 . 47 in the Irwin account , Be it Resolved that this amount be transferred from the Irwin account to Highway Fund , Item 1 . Seconded by Clm . Saltonstall . Roll call vote , all voting YES . Clm . Baker offered the following resolution and moved its adoptionh, WHEREAS there has been appropriated the sum of $400 , 00 for the Southworth Library , Be it Resolved that the Supervisor be and he hereby is authorized and directed to pay said sum to the Southworth Library upon receipt of certified claim therefor . Baker; -� j•i (I � that the Supervisor be , and he hereby is9 authorized and di - rected to deposit $ 2417 . 84 in a spedial time deposit account in the First National Bank of Dryden , New York , pursuant to Section 11 of the General MunicipAl Law , the same being Town 1 monies made up of $ 1417 . 84 from " Construction andPermanent Improvements - Additional Garage Space " , and $ 1000 . 00 from " Contribution to Capital Reserve Fund - reserve for repairs - Town buildings " I a . which funds are not proceeds of loans , b . which are not monies the investiment of which is otherwise provided by law , and I c . • which funds are not required for immediate expenditure . Roll call vote , all voting YES . Assessor Abrams reported that January 10th has been set for 1 meeting with the Equalization Board in Albany regarding the 1 Natural Gas case . At the same time review of the Town of Dryden equalization rate will be requested . Assessor Abrams re - ported that he is preparing figures that protably will indicate that the Dryden rate should be adjusted upward to .become more equitable with the rates of the Towns of Newfield and Caroline . This material will be reviewed with the attorneys to determine if there is sufficient evidence to present a case . Moved By Clm . Saltonstall , seconded -by Clm . Baker that the Town I 319 Board give the Assessor and the Supervisor full support in their attempt to obtain an equalization rate equitable with other towns in Tompkins County . Assessor Abrans reported that a question has arisen where property owners entitled to Veterans ' exempyion have assumed that the exemp - tion was automatically transferred when new property was acquired . By law the exemption is not transferred automatically , and applica- tion must be filed for it prior to Grievance Day . The Board found that there was nothing they could do to change this situation . Letter of application from the Brooktondale Television Company for franchise for TV cable was read , and the Town Clerk instructed to refer it to Atty . Williamson . . r Clm . Saltonstall suggested that consideration be given to setting a policy about acceptance of new roads by the Town' - . i . e . , that upon request by a developer of real estate in the Tpwn of Dryden the Town shall accept as Town property access roads to • such property if they are built to satisfy Erwin specifications , and if the building development meets Board of Health requirements . Further , that such roads will be subject to ordinary maintenance by the Town , but ' the Town will not be responsible for snow re= moval until such time as a house is built on the property , owned and occupied by a person not related by blood or marriage to the owner of the major portion of the frontage on such road . Clm . Saltonstall suggested that outside lighting be installed for the Town Hall and Garage area . . Clm . Saltonstall contributed to the Town a 5o star flag which has been flown over the United States capitol , and a letter certifying to this fact . The glag was accepted by the Board with sincere thanks to Clm . Saltonstall . The next regular meeting will be Friday , February 3rd . There being no further business the meeting was adjourned .
