Saltonstall and B aker , Justice Spaulding , Assessor Abrams , and Attorney Williamson . S ix persons attended . The contracts were reviewed and no objections raised . The hearing was closed at 8 : 45 p . m . . • The public hearing increase in lights in the Etna Lighting District was called t.o order at 9 : 00 p . m . , the same persons being present . The propsed contract was reviewed . There being no one present to be heard , t he hearing was closed at 9 : 15 p . m . Lewis Gridley , Supervisor Jane Korbas , Town Clerk • November 4 , 1960 The public hearing regarding the preliminary budget was op;? enned by Supervisor Gridley at 8 p . m . Present were Clm . Saltonstall and Baker , Justices Spaulding and Hoagland , Assessor Abrams , Asst . Hwy . Supt . Case , and 26 interested persons . The budget was outlined in detail by Sup - ervisor Gridley , and pictures illustrating Town highway problems were shown . Various aspects of the budget were discussed and questions presented were0reviewed . The hearing was closed at 10 : 15 p . m . Lewis Gridley , Supervisor Jane Korbas , Town Clerk November 9 , 1960 The regular monthly meeting of the Dryden Town Board was called to order by Supervisor Gridley at 8 : 00 p . m . Present were Clm . Baker and Salton- stall , Justice Spaulding , Assessor Abrams , and Atty . Williamson . • The minutes of the previous meeting were read and approved . Mr . Lacey , of the N . Y . State Electric and Gas was present to review the proposed contract for Etna Lighting District . Clm . Baker offered the following resolution and moved its adoption : WHEREAS , a written petition was duly filed with the Town Board of the Town of Dryden requesting additional lights and lighting in the Etna Lighting District ; and WHEREAS , said petition was duly signed by the owners of real estate fronting or abutting upon either side of said street to the extent of at least one -half of the entire frontage or bounds on both sides thereof ; and WHEREAS , said petition was duly acknowledged in the same manner as re quired of a deedpto be recorded ; and WIIEREAS , at a meeting of the said Town Board an order was duly adopted by it and enttered in its minutes reciting the filing of the petition , the improvement propEed and specifying that the Town Board would meet to consider the petition and hear all persons interested in the subject thereof , said meeting to be held i4 the Town of Dryden at the Town Hall on the 2nd day of November , 1960 at 8 : 30 p . m . ; and WHEREAS , said order , duly certified by the Town Clerk , was duly posted as required by law ; and . WHEREAS , a hearing was held by the Town Board at the date , place , and time as hereinbefore mentioned and at such time and place the said Town Board did duly consider the said petition and hear all persons interested NOW THEREFORE , after such hearing and the evidence given thereat and pur - suant to provisions of Section 198 of the Town Law , State of New York , it is hereby RESOLVED , that this Board determined that the petition is signed and acknowledged as required by law and is otherwise gaff icient and that it 342 is in the public interest to grant the relief sought ; and be it further RESOLVED that the written contract submitted by the New York State Electric & Gas Corporation for lighting the streets and public places of District Etna , Town of Dryden , dated November 9 , 1960 , be , and the same hereby is , approved , and a majority of the members elected to this Board be , and they hereby are , authorized and directed to execute the same in behalf of the Town of Dryden . • • Resolution seconded by Clm . Clm . Saltonstall offered the following resolution and moved its adoption : WHEREAS , funds are low in Highway Fund , Item #3 , BE IT RESOLVED that ; 2200 . 00 be transferred from the unexpended balance in General Fund to Highway Fund , Item 3 . Resolution seconded by Justice Spaulding . Roll call vote , all voting YES . Clm . Saltonstall offered the following resolution and moved its adoption , WHEREAS , it is recognized that there was an error in determining the hours of election day when the pay for election inspectors was set , BE IT RESOLVED that the resolution of October 3rd , 1960 , be amended to provide payment of inspectors $ 17 . 00 in stead of $ 15 . 00 on Election Day . Resolution seconded by Clm . Baker . Roll call vote , all voting YES . Moved byCClm . Saltonstall , seconded by Justice Spaulding , that General bills totaling $ 2067 . 93 and Youth Bills totaling $ 643 . 83 be paid as audited . Roll call vote , all voting YES . • Moved by . Clm . Baker , seconded by Clm . Saltonstall , that $ 1715 . 31 be paid to the County for compensation insurance . Roll call vote , all voting YES . Moved by Clm . Saltonstall , seconded by Clm . Baker , that a sum not exceeding $ 1036 . 00 be jransferred to budget item , compena- tion insurance , from surplus in general fund . Roll call vote , all voting YES . Applications for dog enumerator from Clyde Stevens and L . Fortner read . Moved by ' Justice Spaulding , seconded by Cl " . Baker that Louie Fortner be appointed dog enumerator for 1960 . Motion carried and so ordered . Clm . Saltonstall offered the following resolution and moved its adoption : RESOLVED , that the Dryden Town Board does hereby sponsor three • Youth Recreational Projects as approved by the N . Y . State Youth Commission , as requested by the Bethel Grove Community Home , Varna Community Association , and Ellis Hollow Community . I Resolution seconded by Justice Spaulding . Roll call vote , all voting YES . Clm . Baker offered the following resolution and moved its adoption : WHEREAS , a public hearing was weld on November 2 , 1960 in the Dryden Town Hall at 8 o ' clock in the evening of said day to con- sider contracts for fire protection between the Town of Dryden and Lansing Fire District , McLean Fire Department , Village of Freeville , Neptune . Hose Company Bo . 1 , Inc . , Brooktondale Fire District , and the Varna Volunteer Fire Company , Inc . ; and • WHEREAS , several persons appeared at said hearing but no one voiced objection to any of the contracts above mentioned ; NOW THEREFORE BE IT RESOLVED , that each contract be and the same hereby is approved and the Town Board is authorized to execute same on behalf of the Town . Saltonstall offered the following resolution and moved its adoption : WHEREAS , this Town Board has met at the time and place specified in the notice of public hearing on the preliminary budget and heard all persons desiring to be heard thereon ; now therefore be . it RESOLVED , that this Town Board does hereby adopt such preliminary budget as originally compiled , as the annual budget of this Town for the fiscal year beginning on the 1st day of January , 1961 , and that such budget as so adopted be entered in detail in the minutes of the proceedings of this Town Board , and be it FURTHER RESOLVED , that the Town Clerk of this Town shall prepare and certify , in duplicate , copies of said annual budget as adopted by this Town Board , together with the estimates , if any , adopted pursuant to Section 202 - a , subd . 2 , of the Town Law and deliver one copy thereof to the Supervisor of this Town to be presented by him to the Board of Supervisors of this County .
