Page 1 • • 1 The regular meeting of the Town of Cortlandville Town Board was held at the Town Hall, 15 Terrace Road, Cortland, New York with Supervisor Nadolski presiding. Board members present were Supervisor Nadolski and Councilmen Edwin O'Donnell, Warren Manning, Melvin Pierce and Raymond Thorpe. Others present were Deputy Town Clerk, June Bradshaw; Attorney, John Folmer; Historian, Alice Blatchley; Confident- ial Sec'y, Edna Puzo; Justice, Donald Eaton; Zoning Officer, Don Fowler; Highway Sup't, Carl Eaton; Bookkeeper, Joanne Phillips; Assessor, Robert Wells; Engineer, Charles Feiszli and Newsreporter, Tim Fox and Dick Camerano. Also present were town residents Ken Andrews and Stanley Rainbow. The meeting was called to order by Supervisor Nadolski at 7:30 P.M. Approval of the minutes of the January 7th and January 19th meetings were tabled. Also tabled was the Planning Board minutes of January 26, 1981. Alice Blatchley read and presented the Historian's Annual Report to the Town Board. Historian's Upon motion by Councilman Thorpe, seconded by Counil- Annual man Pierce, the Historian's Annual Report was received and Report filed. All voting aye, the motion was carried. The Town Clerk's Annual Report was summarized by Super- visor Nadolski. Supervisor Nadolski apprised the Town Board that we have received $.9,595.80 from the State Comptroller for the quarter ending December 31, 1980 from the Justice Court Funds. Justice Eaton, apprised the Town Board, of a $ 5.00 refund by the State for each completed case at the present time. Different organizations are lobbying for an increase to $ 15.00 per case refund. Town Clerk's Annual Report check from State Comp. for Justice Court Supervisor Nadolski apprised the Town Board of receiving a check for $ 32,612.46 for the fourth quarter County Sales County Sales Tax Tax -This reflects a shortage of $ 7,800.00 f�r_Om last year. Supervisor Nadolski received a letter from Senator negative Moynihan explaining his negative vote of James Watt, as vote Secretary of the Interior. Supervisor Nadolski received a letter from the County Highway Department, requesting comments in regards to the county - county landfill. landfill A letter was returned to them suggesting that the land- fill remain open on Saturdays for individual users, and close on Mondays, by the Supervisor. RESOLUTION # 34 AUTHORIZE PAYMENT OF VOUCHERS Motion by Councilman,Pierce Seconded by Councilman Thorpe VOTES: ALL AYE ADOPTED Payment of Vouchers „A Wednesday, February 4, 1981 Page 2 BE IT RESOLVED that the vouchers submitted have been audited and shall be paid as follows: General Fund Vouchers # 17 - 45 $ 28,702.18 Highway it # 12 - 27 3,403.89 Water District # 1 TV# 7 - 13 2,026.30 Councilman Manning made a motion, seconded by Council- man Thorpe, to receive and file the Town Clerk's Annual Report. All voting aye, motion was carried. assessor update Assessor, Robert Wells, reported on the progress of the assessment update. Assessor RESOLUTION # 35 AUTHORIZE ASSESSOR TO ATTEND COMPUTER to attend MEETING IN BATAVIA computer meeting Motion by Councilman Pierce Seconded by Councilman Thorpe VOTES: ALL AYE ADOPTED BE IT RESOLVED that the Assessor is hereby authorized to attend computer meetings in Batavia, if necessary, and RESOLVED that any expense incurred by same, be reimbursed, subject to audit by the Town Board. reports Reports of department heads are on the table and can be of dept. reviewed. They are on file in the clerk's office and are heads available upon request. The public was given privilege of the floor. Senator Lombardi notified by letter of a public hearing state budge the proposed 1981-1982 state budget. The public hearing will be held on Friday, February 20, 1981 at 7:30 P.M. at the County Court House, 60 Central Ave., Cortland, New York. RESOLUTION # 36 RESCHEDULE PUBLIC HEARING TO AMEND SEWER ordinance ORDINANCE to amend sewer Motion by Councilman Manning Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED WHEREAS the public hearing scheduled to be held on February 4, 1981 was not held, therefore BE IT RESOLVED that the Public Hearing to amend the sewer ordinance to exclude the rate schedule will be rescheduled for March 4; 1981 at 7:30 P.M. at the Cortlandville Town Hall. The N.Y.S. Department of Ag. and Markets will sponsor Animal an Animal Control School at the Sate University at Cobles- Control kill on June 22 - 26, 1981. School Supervisor Nadolski was requested to forward the infor- mation to the S.P.C.A. and encourage their attendance. 1 • • Wednesday, February 4, 1981 Page 3 16 1 • 1 0 1 The Town Board supported the attendance of their personnel, as being money well invested and encouraged Justice Eaton to investigate the program. Supervisor Nadolski reported of his investigation of hiring someone to audit the annual records of Town Officials. An auditing firm in Ithaca estimated a cost of $ 700 - $ 900. Supervisor Nadolski recommended that the Town Board review the records as it is acceptable by Audit and Control. No action was taken. RESOLUTION # 37 AUTHORIZE HOUSE TRAILER RENEWAL PERMIT TO HARRIETTE L. PETERSON Motion by Councilman Thorpe Seconded by Councilman Pierce VOTES: ALL AYE ADOPTED BE IT RESOLVED that the Town Clerk be, and she hereby is authorized to authorized to issue a renewal permit to Harriette L. Peterson, upon payment of the proper fee, to park a house trailer in the Town of Cortlandville, located at R.D. # 1, Route # 11, Marathon, New York. RESOLUTION # 38 AUTHORIZE HOUSE TRAILER RENEWAL PERMIT TO BURTON AND WENDY PIERCE Motion by Councilman Thorpe Seconded by Councilman Pierce VOTES: ALL AYE ADOPTED BE IT RESOLVED that the Town Clerk be, and she hereby is authorized to issue a renewal permit to Burton and Wendy Pierce, upon payment of the proper fee, to park a house trailer in the Town of Cortlandville, located on the Gall- agher Road, R.D. # 3, Cortland, New York. audit renewal permit renewal permit A meeting was held recently with Fran Tokar, City Recreation Director of the City of Cortland. In attendance were Supervisor Nadolski, Councilman Manning, Councilman Pierce and Ken Andrews a member of our Recreation Recreation Commission. program They discussed the problems of funding existing recreation programs. Due to the participation of many Cortland- ville residents, they have requested assistance of funding from the Town of Cortlandville. RESOLUTION # 39 AUTHORIZE RECREATION COMMISSION TO PROCEED WITH DISCUSSIONS WITH THE CITY OF CORTLAND Motion by Councilman Thorpe Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED BE IT RESOLVED that the Recreation Commission is hereby authorized and directed to act on behalf of the Town of Cortlandville and to report to the Town Board in regards to negotiating with the City of Cortland Recreation Director, for shared funding of recreation programs. Parks and Recreation that the Town of Cortlandville's Heritage Conservation and Recreation funding application has been approved for $ 100,000.00. RESOLUTION # 44 AUTHORIZE SUPERVISOR AND HIGHWAY SUP'T sign agreement TO SIGN AGREEMENT RE: HIGHWAY DEPT . - Highway & �fe-i- #E 2 SEWER DISTRICT # 2 Motion by Councilman Manning Seconded by Councilman Thorpe VOTES: ALL AYE ADOPTED M Wednesday, February 4, 1981 Page 5 WHEREAS the Highway Sup't. of the Town of Cortlandville has agreed to install a concrete overlay on the McLean Road as a result of the construction of Sewer District # 2 of the Town of Cortlandville, therefore BE IT RESOLVED that the Town Board hereby authorizes and directs the Supervisor and the Highway Sup't. of the Town of Cortlandville to sign the agreement of the Highway Dept. and Sewer District # 2, at a cost of $ 3,315.00. RESOLUTION # 45 SETTING DATE FOR PUBLIC HEARING TO amend • AMEND DOG ORDINANCE dog ordinance Motion by Councilman Manning Seconded by Councilman Thorpe VOTES: ALL AYE ADOPTED BE IT RESOLVED that a Public Hearing will be held on March 4, 1981 at 7:45 P.M., at the Town Hall to discuss amending the Dog Ordinance so that our impoundment periods are consistent with those set by the State of New York. RESOLUTION # 46 AMEND RESOLUTION # 31 ADOPTED JANUARY 7, 1981 - McGRAW LIBRARY CONTRACT Motion by Councilman Manning amend resol. Seconded by Councilman Pierce # 31 VOTES: ALL AYE ADOPTED WHEREAS an error was stated of the cost of the Lamont Memorial Library contract, therefore BE IT RESOLVED that Resolution # 31, adopted January 7, 1981, be amended to read: the fee for such contract shall be 2,862.00, to be paid quarterly. In reviewing the holiday schedulL- for 1981, the 4th of July falls on a Saturday. Supervisor Nadolski advised that the Town Hall would holiday be closed on Friday July 3rd, as per request of the majority schedule of the employees. Supervisor Nadolski reported on the meeting he attend.ed recently in Syracuse in regards to a possible closing of the Conrail line from Binghamton to Chenango Forks. If this action is taken, they probably would eventually close that section from Chenango Forks to Syracuse, which would affect Conrail line the Cortland area. It was suggested by a represantative of the Metropoli- tion Development Agency that local area municipilaties contribute funds to allow a feasibility study to be made. A discussion followed whereby the Town Board requested the Attorney and Supervisor to investigate the matter further. No action was taken. RESOLUTION # 47 AUTHORIZE SUPERVISOR TO SIGN AGREEMENT WITH N.Y.S. DOT - McLEAN TRUNK LINE SEWER Motion by Councilman Thorpe sign agreementwith NYS Dot Seconded by Councilman Manning VOTES: ALL AYE ADOPTED I Wednesday, February 4, 1981 Page 6 WHEREAS the traffic signal loops at the McLean Road were damaged during construction of the McLean Truck Line Sewer, therefore BE IT RESOLVED that the Supervisor is hereby authorized and directed to sign an agreement with N.Y.S. DOT to replace the traffic signal loops damaged at a cost, not to exceed $ 436.59• Engineer Feiszli reported on the meetings he attended regarding a proposed formula to be charged the Town of proposed 'Cortlandville, and the Villages of Homer and McGraw formula for the sewer contract with the City of Cortland. • Atto;-ney Folmer reported that discussion are continuing with the Village of Homer for a fire contract. Further meetings have been scheduled. fire contract RESOLUTION # 48 AUTHORIZE JUSTICE TO'INVESTIGATE COST OF SHELVING investigate cost of Motion by Councilman Manning shelving Seconded by Councilman Thorpe VOTES: ALL AYE ADOPTED "WHEREAS Justice Eaton has requested additional shelving for storage of his records, therefore BE IT RESOLVED that the Town Board hereby authorizes Justice Eaton to investigate the cost of purchasing shelving and present his findings to the Board. Report for year ending December 31, 1980 .Major accomplishments during the year lQ9O include the publishing of. the first Town of Cortlandville history book; the formatirg of a;oortlandville Historical Society; the start of a ;project taping.the reminiscences of older town residents; and making plans and allocating money for the improvement and upkeep I of the four ceiheteries under my supervision. Perhaps the .number, one, project for the past year war, winding up the'second, of the two years off celebration for the towns sesouicentennial. T-He'committee planned and prepared a float to depict "History Recorded" to enter in 'the Dairy pr:.rade in June. A history book_, the first to be printed for the town, from the formation of the town to the ,present time was completed and offered to the public. : Plans were made to include the placing of a marker on the grave of a Revolutionary !,Var veteran. This was not accomplished but I wrote a news article concerning; the life of the vetora.n which was printed in 'its entirity=I n the local newspaper. We hope to get the marker installed in the spring. The committee voted itself out of existence as of December 31,.1980. So much interest was generated ieith the sesquicentennial years that a Cortlandville. Historical Society has been.formed. This organization is in the process of writing a constitution and by-laws, becoming chartered and -not-for-profit°. I have accepted the presidency for the first year to help with the organizing. On July 4t11 a display of 'History Recorded" using books that gave various forms of Cortlandville history was shovm at the Municipal historians exhibit at Dwyer Park. J J i Again two town board minutes books have been microfilmed and the flow sheets will be bound and added to the other books that have been done. The negative of the books is in the town vault; a positive film in on file with the county historian. Another interesting and valuable project that was started is the tape reaordinof interviews with older tolon citivens. This will be continued in the following year.
