May 3 , 1960
The regular monthly meetifig of the Dryden Town Board was called to
o rder at 8 : 00 p . m . by Supervisor Gridley . Present were Justices
H oagland and Spaulding , Clm . Baker and Saltonstall , Deputy Highway
Supt . Case , and Mr . Roy Sanderson,. Guest .
The minutes of the previous meeting were read and approved .
Moved by Justice Spaulding , seconded by Clm . Saltonstall that General
B ills , totalling $ 3, 503 . 25 be paid as audited . Roll call vote , all
✓ oting YES .
Moved by Clm . Baker , seconded by Justice Hoagland , that Highway bills
totaling $ 4794 . 77 be paid as audited . Roll call vote , all voting YES .
Justice Hoagland offered the following resolution and moved its adopt-. ;. o
tion : Whereas Highway Fund , Item 3 ( machinery purchases ) lacks
sufficient funds to meet curreritobligations , Be it Resolved , that
the sum of $ 800 . 00 be transferred from the General Fund to Highway
Fund , Item 3 . Seconded by Clm . Baker . Roll call vote , all voting YES .
Clm . Saltonstall offered the following real ution and moved its adop -
tion : Whereas , it has been the intent of the Town Board to allow
bills from supplierp of merchandise to the Town , to be presented in
e ither certified o# verified form , And Whereas , it is apparentg that
such a resolution was not passed by this body ;
B e it Resolved , that bill forms used by suppliers of materials and
so forth , be accepted by this Board , either certified or verified .
S econded by Justice Hoagland . Roll call vote , all voting YES .
D iscussion of Assessor Abram ' s sales analysis report followed . It
was the consensus that this method of reviewing and revising appraisals
is a sound one , that it is the assessor ' s job , and that the Board
should back him . Summary of comments : Justice Spaulding - " I do not
see why a motion is necessary . This is the assessor ' s job , and it
becomes our duty to back him up where we think he is right , and if he
is wrong in some areas to tell him so . I think we should go along
with this report . " Clm . Baker - " If other assessors are not keeping
up with market values they are not doing their jobs . I think this
is the assessor ' s job , and we should be willing to go on redord to
back him 100% . " Clm . Saltonstall - " If an outside firm came in for
a reappraisal they would not know the local situation . Our own asses -
sor ig in the best position to know relative property values in the
town . " Justice Hoagland - " A resolution does not seem necessary . The
assessor has proof of the market values and we should stand back of
it . " Supervisor Gridley - " The County is talking reappraisal . I am
opposed to it . It should not be necessary when we have a full time
assessor who is keeping up with the market . I want to check with
Mr . Payne , who is doing the same thing on a County basis , and will
know if Abrams is on the right track . I think we are mutually agreed
that Assessor Abrams should follow the plan as outlined . If we do
not , and the reappraisal question comes up , we will not have a basis
to stand on in arguing against it . "
moved by Clm . Saltonstall , seconded by Justice Hoagland , that the
R5 Caterpillar tractor , which is not used or usable by the Town , be
sold for $ 300 . 00 , and that the Supervisor be empowered to make the
necessary arrangements . Roll call vote , all voting YES .
The matter of fire protection was discussed . Clm . Saltonstall moved
that the Town Clerk be instructed to write to the various contracting
f ire companies , requesting that they have a representative attend a
meeting of the Dryden Town Board on May 17th at 8 : 00 p . m . at the Dryden
Town Hall , for the purpose of discussing fire protection in the
Town of Dryden , with respect to areas covered , and to be prepared to
g ive a rough idea of what their costs are . Motion seconded by Clm .
B aker . Motion carried and so ordered .
Mr . Brookhouse , Trustee from the Village of Freeville , came into the
meeting . At a village board meeting this evening Mayor VanHout h ad
asked that he inquire whether the Town might assist in some road
patching in the Village of Freeville . It yas state:d le'at. th'e To' a ', has

much road work of its own , and that Freeville will ' e . better
served by staying with its present contractor .
Clm . Saltonstall reported that he had checked as to why Lansing
w ithdrew from the Ithaca Planning Board , and learned that they
felt they were paying a great deal without much return . They now
are investigating what Ulysses has done , with a Planning Board
o f its own . Sup . Gridley stated that the County now has a
P lanning Commission which meets to -morrow night . He will check
what this group has in mind . Clm . Saltonstall was discharged
w ith a vote of thanks .

Hoagland be appointed to complete the " Findings and Determination "
f or applicants for Bingo licenses . Roll call vote , 4 voting YES ,
1 voting NO .
Moved by Justice Hoagland , seconded by Clm . Baker , that Clm .
S altonstall be appointed Supt ; of Fires , to act in the absence
of the Supervisor . Roll call vote , : , 4 voting YES , one voting NO .
The next meeting will be Fridyy , June 3 , 1960 at 8 : 00 p . m .
Moved by Justice Hoagland , seconded by Clm . Saltonstall , that the
meeting be adjourned . Motion carried , and so ordered .

PUBLIC HEARING
May 10 , 1960
The public hearing regarding the repeal of the Junk Yard Ordinance ,
adopted August 3 , 1955 , was called to order at the Dryden Village
Hall by Supervisor Gridley . All members of the Town Board and
Attorney Williamson were present , and 37 people attended the hearing .
The public notice of the hearing was read and Attorney Williamson
read the ( old ) ordinance . Questions from the floor were invited .
There were several questions as to why it was desired to repeal the
o ld ordinance . A number of reasons were given , by Board members
and Attorney Williamson , to indicate why the old ordinance is not
practical and has not been enforced to full extent . For instance ,
the old ordinance makes violation a misdemeanor , when it should be
an offense , a lesser charge ; licensing should not be up to one
person ; some of the old requirements ( such as distance from road and
type pf fencing ) are not practical , etc .
There being no further questions or discussion , the public . hearing
regarding repeal was closed .
The public hearing to consider a proposed ordinance licensing and
regulating second -hand or used material , junk and auto parts , ac -
tivities and businesses in the Town of Dryden , was opened by Sup -
e rvisor Gridley . The public notice of the hearing was read , and
Attorney Williamson read the proposed new ordinance , copies of
which were provided to those present . Questions from the floor
were invited .
Those individuals who expressed opinions against , or doubtful about ,
the new ordinanceswere concerned about the following points :
( Those speaking included Mr . Raymond Nobles , Mr . Hugh Chaffin ,
Mr . Roy Sanderson , and Mr . C . E . Lamb . )
1 . That the ordinance is not concerned with junk alone -
i . e . , second hand materials , old cars , etc .
2 . That a man with a small shop , such as for furniture
✓ epair , might come under this ordinance , by its wording , where it
would present a hardship to the small business .
3 . That th& s �: is ; an indirect means of zoning - in piece
meal fashion .
4 . That it is unfair for the license to be personal with
the licensee .
5 . That it might affect the farmer who stores machinery
in his orchard , for instance .
6 . That there should be a public vote on it .

These points were discussed and answered by the Town Board members
and Attorney Williamson . It was pointed out that the purpose of
the ordinance is to look out for the good of the total area ; that
it does not affect farmers or want to hinder business ; that there
must be an area of discrimination in the enforcement of an ordinance ;
and that if there is doubt whether a particular property should come
under the ordinance someone would talk it over with the owner to find
out what he is doing , before demanding that he get a license .
A few individuals expressed opinions favoring the ordinance , such as :
1 . It should apply in the villages as well as outside in
the Town .
2 . Property values are affected where neighbors keep an
accumulation of old materials and cars or other " junk " , without
good care and order . This also is a " black eye " to the Town .
3 . That there should be zoning of some kind .
4 . That a lot of people want an ordinance to " clean things
up . "
The question was raised as to whether opinions expressed at the
hearing would mean anything . It was explained that they have been
noted in detail and that the Town Board will give consideration to
all opinions expressed , in acting on the ordinance .
• There being no further questions or comments , the public hearing
was declared closed by Supervisor Gridley at 9 : 15 p . m .
