The regular monthly meeting of the Town Board of the Town of Dryden
was called to order. at 7 : 30 pm . m . by Supervisor Gridley . Present
were Supervisor Gridley , Cogncilmen Baker and Saltonstall , Justices
H oagland and Spaulding , Highway Supt . Beach , Deputy Highway Supt .
0ase , and Assessor Abrams .
The kinutes of the previous meeting were read and approved .
S ealed bids for the one half ton( . pickup truck were opened and read .
There were bids from Cayuga Motors and Ray StaffordsG Garage .
Supervisor Gridley referred these bids to the Highway Committee and
H ighway Superintendent for review .
Moved by Clm . Saltonstall , seconded by Justice Spaulding that
General Bills totaling $ 2 , 520 . 10 be paid as audited . Roll call
vote , all voting YES .
Moved by Clm . Baker , seconded by Clm . Saltonstall that Highway bills
totaling $ 3532 . 53 be paid as audited . Roll call vote , all voting YES .
The report of highway machinery use for the month of March was
received and read .
Upon recommendation of the Highway Supt . Clm . Baker moved that an
increase of ten cents per hour , as of April 1 , 1960 , be approved
for Richard Case and Richard Hulslander . Seconded by elm . Salton-
stall . Roll call vote , all voting YES .
Highway Supt . Beach mentioned that there is a possibility of getting
a reconditioned 1954 grader through Syracuse Supp'y . It was agreed
that the Board is interested in this possibility , subject to a
check on the item by Supt . of Highways Beach , and a review of the
financial situation . .
Assessor Abrams presented a Sales Analysis Report , comparing sales
prices and assessments , from June 1957 to February , 1960 . Copies
of this report will go to all Board members before the next meeting .
Assessor Abrams stated that information gained from this study should
be applied to the assessment roll this year .
Assessor Abrams raised the question of whether consideration should
be given again to the possibility of joining the Ithaca Planning
Board . After discussion it was agreed that Clm . Saltonstall be
asked to look into the matter to find out , on an information basis ,
what would be involved in terms of cost and of benefits offered ,
and repprt at the next regular meeting .
Assessor Abrams referred to the fact that the possibility of closing
some roads has been discussed . These usually are heavily wooded and
_ would grow over quickly , making them inaccessible for fire fighting
or for possible pleasure use . Suggestion is made that the Board
consider possibility of purchasing private property along these
roads to prevent possibility of undesirable building . Then instead
. of closing the roads , the band could be for public use , such as
parks , for scouting , etc . Discussion follow&d . No action taken .

proceed to . make arrangements for a hearing on an ordinance licensing
and regulating secondhand , junk and auto parts activities and busi -

The adjourned meeting of the Dryden Town Board met at Justice
Spaulding ' s house . All members were present , plus Attorney
Williamson and Highway Supt . Beach , First order of bmsiness
was to canvas the bingo vote , which resulted as follows :
517 votes cast ; 245 NO ; 250 YES ; and 22 Blanks .
A vote of thanks was given to Mrs . Spaulding for her kind hos -
pitality .
Letter from L . B . Hardesty was received and discussed . ( See
correspondence file . )
Meeting adjourned until Saturday morning at 9 o ' clock .

April 9 , 1960
The Town Board met at 9 : 00 a . m . at Justice Spaulding ' s home . All
members were present , plus Highway Supt . • Beach and Dep ' y . Highway
Supt . Case .
The road tour followed over the Erwin Roads from Etna into
Varna , hence to the Genung Road where the Board met with a
group , including Mr . Hardesty . The tour also included the
Lower Creek Road ., Thomas Road , Malloryville Road , Dutcher Road ,
Livermore Road , and back to Dryden .
After lunch the group , minus Mr . Case , met at the Town Hall to
discuss other problems .
It is to be noted at this point that Mr . Hardesty was told that
the Genung Road would have consideration by the Town Board ;
however , that no definite answer would be forthcoming until the
Board met to discuss his and other problems . This meeting in-
tended to be held in the afternoon of April 9 , 1960 . It also was
agreed that Mr . Levatich would receive a letter stating the
Board ' s position - such letter to be used by him , for the . purpose
of obtaining bank flan .

Moved by Clm . Saltonstall that ( A ) the Thomas Road be topped ,
( B ) the Genung Road from County Road 110 to Town Road 49
( 4000 feet ) be rebuilt , and ( C ) that $ 7500 . 00 be appropriated
for resurfacing , all projects to be on special improvement , with
the exception of the Thomas Road , which is to be topped on the
Erwin Plan and sect to Erwin money if possible .. . Deconded by
- - Justice Hoagland . Roll call vot-e_ral voting YES .

Justice Hoagland was excused .
Clm . Saltonstall offered the following resolutioli and asked
its adoption : Whereas , bids were opened on April 4 , 1960 , for
a one half tone. truck , Be it resolved that the bid of Ray
Stafford ' s Garage for the sum of $ 1798 . 00 be accepted , the same
being the only bidder meeting the 1pec"ifications . Seconded by
Justice Spaulding . Roll call vote , all voting YES .
Mr . Hoagland returned .
Motion was made by Clm . Saltonstall thatthe meeting be adjourned
until April 19th , 1960 , at Justice Spaulding ' s home at 7 : 30 pm .

The adjourned meeting was held at 7 : 30 pm . at Justice S p g
home . Present were Supervisor Gridley , Justices Spaulding and
H oagland , Councilmen Baker and Saltonstall , Highway Supt . Beach ,
D eputy Highway Supt . Case , and Atty . Williamson .
The Board reviewed ' all parts pf the ordinance licensing secondhand ,
junk and auto parts activities and business , making some revisions .
It was agreed that a public hearing should be held to repeal the .
old ordinance and to enact the new one . May 10th was suggested as
d ate for the hearing , if the Village Hall will be available on that
d ate .
Moved by Justice Hoagland , seconded by Clm . Saltonstall , that the
meeting be adjourned until 8 : 00 p . m . April 26th at the Tpwn Hall .
Motion darried and so ordered .

April 26 , 1960
The adjdurned meeting of the Dryden Town Board was called to order at
8 : 00 p . m . by Supervisor Gridley . Present were Justice Hoagland ,
Clm . Baker and Saltonstall , Assessor Abrams , County Director of
Assessment Thomas Payne , Mayor VanHout of Freetille , and Trustees
Rice and Brookhouse of Freeville .
The meeting was turned over to Assessor Abrams who gave the sales
analysis report . Agter explanation of the report , Assessor Abrams
111 4 out lined by area , and by age group ; the percentage above or below
present assessments the sales prices were .. Discussion followed as
to the application of these findings in order to equalize assessments
with market value . Mr . Abrams stated that he will want full support
of the Board if these changes are to be applied . This question will
be presented at the regular meeting on May 3rd , for the entire Board
to consider . ( See sales analysis report in " Assessor " file . ) .

Mr , Rice asked to present several concerns of the Village of Freeville .
They need to rebase and resurface some streets , and alma would like
to arrange for use of Town machinery . Theyr . also would like use of
a grader for several hours to do some gutter work . Sup . Gridley will
• discuss this with Highway Supt . Beach , and let Mayor VanHout know ,
so that they can determine what their budget will allow .
Freeville also has a problem with a bridge on Joh4son St . which was
built and maintained by the County , It ns too small to carry Virgil
Creek , and several times ayear the creek floods , washing out the
road . The Village of Freeville would like to have Sup . Gridley take
up this problem with the County - they suggest that if the bridge

could be relocated several curves could be taken out of the road .
Clm . Saltonstall mentioned that the Varna Fire Dept . is interested •
in getting a larger portion of tax money for their support , their
present budget being about $4000 . 00 , with $400 . 00 coming from the
Town , $ 350 . 00 as a voluntary ctntribution from the Collage of Ag-
riculture , and the balance from money raising projects which often
become the responsibility of a small group of people . Moved by
Clm . Saltonstall , seconded by Justice Hoagland , that the Town Board
study the matter of fire protection , with an eye to correcting
inequities in tax support . Motion carried and so ordered .
Moved by Clm . Saltonstall , seconded unanimously , that the
meeting be adjourned .
