M . - NOVEMBER 12 , 1990 PURPOSE OF HEARING : To review the Preliminary Budget for the Fiscal Year 1991 and to hear all citizens attending the hearing who provide written and / or oral comments and ask questions concerning the entire budget . PRESENT : S upervisor Dietrich Councilpersons : Eckstrom , Marisa , Olt : , Schwartz OTHERS PRESENT : • P lanning Board Chair - Nancy Weitzel Town Clerk - Carol Sczepanski W ater District Supervisor - Roy Casteriine EMC Representative - Herb Engman Members of the Public : Judy Tagliavento , Matt Decker , Paul Viscuso , Roland Boda , Debbie Fitzpatrick , Pat Woodworth , Joel Gagnon Supervisor Dietrich called the public hearing to order at 7 : 40 P . M . and asked Councilperson Eckstrom to address the Preliminary Budget for the Town of Danby Fiscal Year 1991 . Councilperson Eckstrom referred . the Board and public to a one page summary entitled " Summary of Major Changes in the 1991 Budget " and explained increases , decreases and new items in the Preliminary Budget as follows : Increases : 1 ) Town Barns - does not include principle payments ( interest o nly ) 2 ) County Election ( new item ) - previously funded out of Tompkins County operating budget . 3 ) After School Program ( new ) - represents three ( 3 ) semesters o f operation and is balanced out with the $ 34 , 000 entry for n ew revenues . 4 ) Danby Motor Development ( new item ) - requested by auditor to add this item to our budget and is balanced out by revenues . 5 ) Salary Growth - includes expanded services . 6 ) Computer Equipment 7 ) Growth in Contingency Fund - advised by accountant for budget relief Decreases : 1 ) Jennings Pond Swimming 2 ) Municipal Insurance 3 ) Misc Reductions New Revenues : off set expenses . Councilperson Eckstrom explained that the increase for the New Highway Barns and the Elections expense would have increased the budget 7 % . The total budget as it is now is approximately 12 . 5 %. . Unfunded Items were explained by Councilperson Eckstrom . 1 ) Town Hall Heating System 2 ) Salt Shed - Operation will be at the Old Town Barns for 1991 . • 7012 P ublic Hearing N ovember 12 , 1990 3 ) Request from Danby Motor Development to fund a portion of the tuition . 4 ) Street Numbering Project - deferred HIGHWAY FUND : Increases : 1 ) Capital Equipment Fund - Grader 2 ) Salary Growth - negotiated by contract Decreases : 1 ) Mac Truck Interest and Debt Service U nfunded Items : L ong term Capital Acquisition Reserve - According to Highway Superintendent estimates based on size of town , tax base and miles of road we maintain , funds should be reserved annually for new equipment acquisitions . Councilperson Eckstrom reported that the total increases are approximately $ 60 , 000 ( not including the unfunded items ) . For the purposes of this summary items of less than $ 1 , 000 change have been excluded . S upervisor Dietrich commented on the great job Councilperson Eckstrom has done on the Preliminary Budget for Fiscal Year 1991 . Councilperson Eckstrom summarized the budget packet and explained the tax rate summary . Councilperson Eckstrom explained the Youth Programs in detail and the net cost to the town . Adjustments in the budget were explained in detail and reduce the tax increase to 12 . 46 % with revised tax rate of $ 5 . 08434 per thousand . The Town Board addressed questions and comments from the public . Supervisor Deitrich reported that the Town Board will not pass the final budget for Fiscal Year 1991 tonight . Councilperson Eckstrom stated there will be no substantive changes . We are very limited at this point as to how much the budget can be revised . If there is any discussion from the public on the budget , now is the opportunity . DEC Representative , Herb Engman asked why the salt shed was not going to be constructed in 1991 and reported the state was going to require all municipalities to have them within a very short period of time . Supervisor Dietrich reported that it is not possible to build the salt shed in 1991 as New York. State is in the process of changing the regulations for the design of salt sheds . A special meeting of the Town of Danby Town Boord is scheduled for Thursday , November 15 , 1990 at 7 : 15 P . M . to take final action on the Fiscal Year 1991 Budget for the Town of Danby . Supervisor Dietrich stated that he and the Town of Danby Town Board would like to thank Dean Eckstrom for the many many hours he has devoted to putting this budget together .
