PUBLIC HEARING RIVERSIDE MOTEL - SPECIAL PERMIT A Public Hearing was held at the Town of Cortlandville Town Hall at 7:30 P.M. to discuss the application of Malcolm Sykes for a special permit to expand at the River- side Motel on Route 11 in the Town of Cortlandville. In attendance were Supervisor Nadolski, Councilman O'Donnell, Councilman Pierce, Councilman Manning, Town Clerk, Pauline Parker and Attorney John Folmer. Also present were Zoning Officer, Don Fowler; Newsreporter, Dick Camerano; Mr. & Mrs. Malcolm Sykes and several residents from the Lamont Circle Area. The Public Hearing was opened by Supervisor Nadolski. The Town Clerk read the legal notice as follows: LEGAL NOTICE TOWN OF CORTLANDVILLE Please take notice that the Town Board of the Town of Cortlandville will hold a public hearing pursuant to Section,1404.(7),(d) of the Zoning Or- dinance of the Town of Cortlandville on November 14, 1981 at 7:30 p.m. in the afternoon of said day at Town Hall, Terrace Road, Town of Cort- landville, Cortland County, New York on the application of Malcolm Syes, for a special permit to expand a non- conforming use to permit the appli- cant to erect an addition to Riverside Motel, Cortland -Homer Road, in the Town of Cortlandville, Cortland Coun- ty, New York. PARKER, Town Clerk Town of Cortlandville Town Hall 15 Terrace Road Cortland, New York 13045 285-1t The Town Clerk read the resolution adopted by the Cortlandville Zoning Board of Appeals adopted at their meeting of November 19, 1981, recommending their approval of the application submitted and that the special permit be granted. Supervisor Nadolski explained the request, and because thisisa nonconforming use, approval must be given by the Town Board. The request has been submitted and approved by the County Planning and our Zoning Board. No comments were offered from those in attendance. Councilman Manning made a motion, seconded by Council- man Pierce, to close the hearing. All voting aye, the motion was carried. Page 1 100 SPECIAL MEETING A Special Meeting of the Cortlandville Town Board was held on December 14, 1981 at the Town Hall, 15 Ter- race Road, Cortland N.Y. with Supervisor Nadolski presi- ding. Board members present were Supervisor Nadolski; • Councilman Pierce; Councilman O'Donnell; Councilman Manning; Town Clerk, Pauline Parker and Attorney John Foller. -Also in attendance were Zoning Officer, Don Fowler; Newsreporter, Dick Camerano; and several residents from the Lamont Circle area. Councilman Manning made a motion, seconded by Council- man O'Donnell, to approve the minutes of December 2, 1981 as written. All voting aye, the motion was carried. Supervisor Nadolski gave those in attendance the privilege of the floor. No comments were.offered. RESOLUTION # 202 AUTHORIZE PAYMENT OF VOUCHERS payment of vouchers Motion by Councilman Pierce Seconded by Councilman Manning VOTES: ALL AYE ADOPTED BE IT RESOLVED that the vouchers submitted have been audited and shall be paid as follows: General Fund Vouchers # 495 - 516 $9,127.04 Highway # 251 - 255 1,164.49 Water District # 1 # 134 - 137 1,033.12 Water District # 3 # 25 19.23 Water District # 4 # 17 12.82 Water District # 5 # 12 6.36 Sewer District # 1 " # 30 247.71 Sewer District # 2 # 18 4.32 Supervisor Nadolski reported on the status of a proposed recreation program. A $ 100,000 grant is avail- $ 100,000 able from the Parks and Recreation Commission. If we grant accept such grant, we must match the funds over a designa- report ted period of time. This may be done through in kind services as well as actual money. A decision must be made whether to accept the grant. - A discussion followed whereby it was pointed out that all residents of the town should provide _input of the program. ` Monday, December 14, 1981 Page 2 date for RESOLUTION # 203 SETTING DATE FOR INFORMAL HEARING - informal JANUARY 6, 1982 - PROPOSED RECREA - hearing TION PROGRAM Motion by Councilman Manning Seconded by Councilman Pierce VOTES: ALL AYE ADOPTED BE IT RESOLVED that an informal hearing will be held at the Town Hall on January 6, 1982 at 7:30 P.M. to allow residents of the town to voice their opinions of the proposed recxre�tion program, and information shall be publicized to encourage attendance. adopt fire code RESOLUTION # 204 ADOPTION OF NEW YORK STATE FIRE PREVENTION CODE Motion by Councilman O'Donnell Seconded by Councilman Pierce VOTES: ALL AYE ADOPTED WHEREAS the Fire Commissioners of the Town of Cortland- ville have recommended tre adoption of the New York State Fire Prevention, therefore BE IT RESOLVED that the Town Board of the Town of Cort- landville, Cortland County, New York, shall hereby adopt the New York State Fire Prevention Code of 1978 for the Town of Cortlandville, to be effective in said Town of Cortlandville on the first day of January, 1982, RESOLVED, the Town Clerk is hereby authorized and directed to forward a certified copy of this resolution to the Cortland County Legislature, no later than December 28, 1981. appoint delegate RESOLUTION # 205 & alternate towns meeting APPOINT DELEGATE AND ALTERNATE TO ASSOCIATION OF TOWNS ANNUAL MEETING Motion by Councilman Manning Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED BE IT RESOLVED that the -"Supervisor, Stanley T. RESOLUTION # 207 AUTHORIZE EXTENSION OF THE OPTION option Wright TO PURCHASE WRIGHT PROPERTY property Motion by Councilman Manning Seconded by Councilman Pierce VOTES: ALL AYE ADOPTED WHEREAS the option to purchase the Wright property located on the West Road, shall expire the end of December, and WHEREAS we have been notified that a representative of Division of Housing will be coming soon to inspect the property which would expedite our application, and WHEREAS the Supervisor has received approval from the real estate agent and the landowner, for an additional fee, to extend the option BE IT RESOLVED that the Attorney is hereby authorized and directed to prepare the necessary papers to extend the option to purchase the Wright property and RESOLVED that the Supervisor is hereby authorized to transfer funds of $ 1,000 from the contingent fund and shall forward same amount to Wesley Wright, to extend the option., to January 31, 1982. Councilman O'Donnell made a motion, seconded by Councilman Pierce, to adjourn the meeting. All voting aye, the motion was carried. The meeting was adjourned at 8:30 P.M..
