HomeMy WebLinkAbout1959-07-06 295 The regular monthly meeting of the Town Board was held July 6 , 1959 7 : 30 P . M . at the Town Office . Present were Supv . Gridley , Justices Hoagland and Spaulding , Clm . Baker and Saltonstall , Hwy . Supt . Beach and Assessor Abrams . The minutes of June 3rd meeting were read as well as those of the adjourned meetings of June 17th and 24th . Clm . Saltonstall moved these minutes be accepted as read , 2nd by Justice Spaulding , Carried : . Bids for the tractor -mower were read from Ray Dedrick & Son Case Dealer , Cain Tractor & Implement Co . , Ford Dealer , and Dryden Implement Co . John Deere Dealer . Hwy . Supt . Beach at this point was g iven. time to study the bids while the meeting proceeded . Representatives from the Hanshaw road dist . appearing before the Town Board included Mrs . & Mrs . John Kangus , Mr . Joel O ' Conner Jr . & Sr . Mr . & Mrs . Staurt Brown , Frank Guidi and Margaret Hughes . They came in protest to the commerical district as set forth on the zoning map with concern to Mr . Lucenti ' s property boardering Hanshaw Rd . There ma :or reason being that such a decession should be decided by those who will be living in the new division area . ` Supv . Gridley read a letter to this group from . Mr . Lucenti in which he states the type of businesses to locate at the Plaza , with proper architect and construction , blacktot driveways , landscaping and that it will at all times be kept in a neat and tidy manner . He also stated that should he abandon such a project he would notify the Town Board immediately , where upon they could make necessary arraingements to reclassify the property . This written statement however is not a legal document , thusly not binding . Mr . Schwanp Har � 0 Bennett ennett appeared before the board with petitions o zning : x54 ' or , and 1122 against . Supv . Giaidley gave recognision to these men and it was moved by Justice Hoagland that the petitions be studied and placed on file . This was 2nd by Clm . Baker . Roll call of Vote , all voted yes . Mention by Justice Hoagland that the Highway Bills of the evening totaling $ 6 , 443 . 05 to be paid , this 2nd by Clm . Baker . Roll call of vote , all voted yes . • Motion by Justice Spaulding that the general bills totaling . 1010 44) be paid , this 2nd by Clm . Saltonstall , toll call of vote , all vote yes . A motion was made by Clm . Saltonstall and 2nd by Clm . Baker that Supt . Beach be empowered to give L . Pealo a 10c per . Hr . raise , and K . Apgar a 50 per hr . raise . Such increase to retroactive as of June 1 , 1959 . Roll call of vote , all voted yes . • Sppv . Gridley is quoted as saying " that he felt that it was absolutely ridicules to have to ask the State Traffic Commission f or permission to put up speed zones on the Town roads . Supv . Gridley reported that he had been approached by the local Constable asking permission to patrol certain Town roads . This is a problem to be studied due to Insuramce , Compensation etc . Letters were read from Mr ; oFloyd Morter and Mrs . Holley . Grievence day to be held at the Town Hall on J . 1y 14th , 1959 • from the hours of 10 A . M . to 2 P . M . ten3: o-° A motion was made by Clm . Saltonstall that the Dryden Implement Co . bid for a tractor -mower be accepted with provisions that it be equipped with 5 speed- transmission at the same bid price . also to be incluede with power- steering . Roll call of vote , all voted yes . Supv . Gridley gave this report : Mr . Tuthill , engineer fpm the G aw & Elec . and I viewed the area on Gas & Elec . property for a feasable area in which to locate. aineflo7ad1 t & othe� c top of Baker Hill . It is tenatively planned that an engineer will on Sat . A . M . 7 - 11 - 59 layout the proposed center line , and secure the elevation in advance of setting forth a plan to present to the Board of directors of the Gas & Electric Co . 296 , A motion by Clm . Baker and 2nd by Clm . Saltonstall that the public hearing set for July 16th , ' 1959 be postponed due to the need for further study . Roll call of vote , all voted yes . GRIDLEY D R Y D E N , NEW Y O R K Telephone Viking 4-5343 ITHACA • More than three years ago the Dryden Town Board was approached by various interested groups , who strongly urged the Town Board to orgamize ' a panning commission , whose ultimate goal would/to formulate a zoning ornce , so designed, that the natural growth of the Taan, might well take place in an orderly fashion . • The Town Board did appoint such a commission , consisting of residents living in various sectionSof this township , each representing a different trade or occupation . This group , interested only in the future development of the Town of DrydenApent many long hours formulating a zoning ordinance . An ordinance similar to , but less restrictive than that same type of ordinance , currently in use in a great many communities of New York State . The commission , having drafted a proposed zoning ordinance , held three public hearings on the results of their work . After making some modifications they turned the proposed ordinance over to the Town Board , who in turn , made ktp1W4an changes that modified the proposed ordinance still further , then held their public hearing as required by law. After holding a public hearing , the Town Board could have adopted the proposed zoning ordinance without further ado , however , they did not exercise this power .
