Regular Meeting The Regular fleeting of the Town Board of the Town of Cortlandville, was held at the Town Hall, 15 Terrace Road, Cortland, New York, with Supervisor Pierce presiding. The meeting was called to order by Supervisor Pierce at 7:20 o'clock p.m., following the Public Hearing for Joan Davis, regarding her application for a Special Permit to place a mobile home on a parcel of land already housing one residence. RESOLUTION #264 AWARD BID FOR BENNIE ROAD WATER IMPROVEMENT PROJECT Award bid Bennie Road Water Project Motion by Councilman Testa Seconded by Councilman Thorpe VOTES: ALL AYE ADOPTED WHEREAS, on October 19, 19ee, the Town Engineer, Hayne Smith was authorized to let out bids for the Bennie road Water Improvement Project, and WHEREAS, on November 02, 1988, submitted sealed bids were opened, read aloud, and given to the Town Engineer for review, and WHEREAS, the lowest bid submitted was received from F.G. Compagni Construction of Cortland, NY for a total sum of $26,000.00, and such bidder has met all requirements, therefore BE IT RESOLVED, that the Town Board of the Town of Cortlandville does hereby award the Bennie Road Water Improvement Project to F.G. Audit of bills Motion by Councilman O'Donnell Seconded by Councilman Rocco VOTES.: ALL AYE ADOPTED BE IT RESOLVED, that the vouchers submitted have been audited and shall be paid as follows: • General Fund Vouchers #496 - 516 $12,367.14 Highway Fund 307 - 317 7,696.27 Water Fund 174 - 1BO 4,940.54 Sewer Fund 116 - 119 3,604.53 A motion was made by Councilman O'Donnell, seconded rec & file by Councilman Thorpe, to receive and file the report report from from Alice Blatchley, Town Historian. All voting aye, historian the motion was carried. The report was regarding the Municipal Historians Conference. The reports of the various departments are on the table for review, and are available for inspection, on request, in the Town Clerks office. A motion was made by Councilman Thorpe, seconded by Councilman O'Donnell, to receive and file the letter from Senator James Seward to. Supervisor Pierce. All rec & file voting aye, the motion was carried. letter from The letter was updating the Town on the progress of Seward - the Senate regarding proposed legislation pertaining to community problems faced by our communities, including teens' problems suicides and the homeless mentally ill. A motion was made by Councilman Thorpe, seconded by Councilman Rocco, to receive and file the letter to the Town Board from Nancy Jarvis, the Groundwater Management rec & file Coordinator, County Planning Department. All voting aye, the motion was delinquent carried. accounts w&s RESOLUTION # 266 FORGIVE SEWER CHARGE - EARL MOREHOUSE Motion by Councilman O'Donnell forgive sewer Seconded by Councilman Rocco charge - More - VOTES: ALL AYE ADOPTED house WHEREAS, Earl Morehouse of 357 Tompkins St. Ext. filled his swimming pool through his water meter, which required 11,000 gallons of water, and 3q;j Wednesday November 02, 1988 Page 3 WHEREAS, this water which went through the water meter did not go into the Town sewer, and Mr. Morehouse has requested that the Town forgive the extra charge on the sewer, which amounts to $20.35, therefore BE IT RESOLVED, that the Town Clerk is authorized to credit Mr. Morehouse's sewer account for the $20.35. RESOLUTION #267 AUTHORIZE TRANSFER OF MONIES -HIGHWAY Transfer of monies - H'way Motion by Councilman Thorpe Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED BE IT RESOLVED, that the Budget officer is hereby authorized and directed to transfer $10,000.00 from DB5142.4 to DB5130.4 RESOLUTION #268 AUTHORIZE TRANSFER OF MONIES - HISTORIAN - PURCHASE TYPEWRITER Transferof monies - historian Motion by Councilman O'Donnell Seconded by Councilman Testa VOTES: ALL AYE ADOPTED BE IT RESOLVED, that the Budget Officer is hereby authorized and directed to transfer $252.00 from A7510.4 to A7510.2 -to purchase a new SCM typewriter for the Town Historian, Alice Blatchley. RESOLUTION #269 DECLARE NEGATIVE IMPACT - SPECIAL PERMIT - JOAN DAVIS declare no impact - Joan Motion by Councilman O'Donnell Davis Seconded by Councilman Thorpe VOTES: ALL AYE ADOPTED WHEREAS, per State Environmental Quality Review, Joan Davis is required to file a Short Environmental Assessment Form to determine whether her proposed project on the McGraw -Marathon Road will have any significant impact on the environment, and WHEREAS, the Town Board, as Lead Agency for this project, has reviewed said Assessment Form, therefore BE IT RESOLVED, that the Town Board does hereby declare that the proposed project of Joan Davis will have no significant impact on the environment, and also RESOLVED, that Supervisor Pierce is hereby authorized to make a Negative Declaration regarding this application. RESOLUTION #271 AUTHORIZE TOWN OF CORTLANDVILLE TO PAY 1/3 OF COST FOR WATER STUDY FOR WEST CORTLANDVILLE Authorize Motion by Councilman Thorpe Town to pay Seconded by Councilman O'Donnell 1/3 cost of VOTES: ALL AYE ADOPTED water study W . Cortlandvil WHEREAS, the Town of Cortlandville,- the Village of Homer, and the Town of Homer are cooperating in an effort to obtain water for the subdivision on Rt 281, known as Renaissance, WHEREAS, per Resolution #245 of 1988, the Town Engineer with the help of Tim Buhl of Resource Associates, was authorized to investigate the feasibility of creating a water district for the areas in the Western end of the Town of Cortlandville, including said subdivision, and WHEREAS, the Town of Homer and the Village of Homer has agreed to share in the cost of a water study, which is estimated at $750.00, therefore BE IT RESOLVED, that the Town of Cortlandville is hereby authorized to pay 1/3 of the cost of said study. A motion was made by Councilman O'Donnell, seconded by Councilman Thorpe, to recess the Regular Meeting to hold a Public Hearing on the Preliminary Budget for 1989. We have a good team here now and need to keep them. It is expensive to train new people to take over these jobs. 1 0 1 0 1 3Y.r Wednesday November 02, 1968 Page 2 Robert Leach wants the Board to justified the 39% tax increase that has occurred over the past two years. Supervisor Pierce apprised those present that the increase is due to increase in insurance, part-time employee for the Zoning Department, new equipment, and road repair. He added that the $100,000.00 in sales tax that the Town lost to the City of Cortland was formerly used towards the budget. The Federal Revenue Sharing that the Town formally received went towards the highway department expenses. Mr. Leach questioned the increase in the Fire Department's budget. Supervisor Pierre apprised Mr. Leach that the Town has no control over the Fire Department nor their budget. A motion was made by Councilman O'Donnell, seconded by Councilman Thorpe, to close the Public Hearing and reconvene the Regular Meeting. All voting aye, the motion was carried. No action was taken. A motion was made by Councilman Rocco, seconded by Councilman Thorpe, to adjourn the meeting. All voting aye, the motion was carried.
