Concern was expressed, relating to the lack of communications between the EDC and the Town regarding those projects occurring in the Town. Mr. MacNeill apprised the Town Board that.the EDC has suggested that.a representative from the Town could be appointed to attend their meetings, and bring the information back to the Town. The Town will consider this. Faustel from the NYS Department of Health of their approval of the water supply application from the Town of Cortlandville for the Lime Hollow Well #4, and also RESOLVED, that said letter shall be received and filed. RESOLUTION #189 NOTIFICATION BY CORTLAND COUNTY CLERK OF VACANCY IN COUNTY LEGISLATURE - Vacancy in Leg. Rt 215 &StoxzI All voting aye, the motion was carried. The letter was apprising the DOT of the dangerous situation at the intersection of Rt 215 and Starr Road. Supervisor Pierce apprised the Board of petitions forthcoming regarding this situation. Some are requesting a lower speed, some are requesting that Starr Road be made a dead-end street, and others are requesting a change in the elevation of the road. RESOLUTION *191 APPOINT A COMMITTEE TO CREATE A PARKING committee for Motion by Councilman Rocco Parking Seconded by Councilman Thorpe VOTES: ALL AYE ADOPTED WHEREAS, the Town Highway Superintendent has requested that the Town adopt a parking ordinance to regulate parking on certain streets, especially during the winter Wednesday August 03, 1988 Page 5 WHEREAS, the Town is developing at a steady rate and needs to specify certain parking regulations. therefore BE IT RESOLVED, that the Supervisor does hereby appoint Councilman Theodore Testa to head a committee, along with Town Highway Superintendent, Carl Bush and 4 or 5 Town residents whose duties will be to establish a parking ordinance for the Town of Cortlandville, and RESOLVED, that all activities of said committee will be reported to the Town Board. Supervisor Pierce apprised the Board that he received a call from Niagara Mohawk, regarding the St. Lights on street lights on Fairview Drive, which are over 15 years Fairview old and in need of replacement. Niagara Mohawk will be replacing said lights, at no cost to the Town, with modern, more efficient ones. RESOLUTION #192 REFERRAL TO CORTLANDVILLE PLANNING BOARD AND CORTLAND COUNTY PLANNING BOARD - APPLICATION FOR SPECIAL PERMIT Referral to PB Farr Constellation Motion by Councilman O'Donnell special permit Seconded by Supervisor Pierce VOTES: ALL AYE ADOPTED WHEREAS, Farr Constellation, Inc. of Syracuse, New York are proposing a project located in the Primary Aquifer protection District and have submitted a special permit application to the Town, and WHEREAS, the next step in the process of acquiring a special permit for developing over the Aquifer, is review by the Cortlandville Planning Board and the County Planning Board, therefore BE IT RESOLVED, that the application for a special permit from Farr Constellation is hereby referred to the Cortlandville Planning Board and the Cortland County Planning board for review. RESOLUTION 193 APPROVE REINSTATEMENT OF GENEVIEVE GRISWOLD-SHORT TO HEALTH INSURANCE PROGRAM reinstate G. Griswold to Health Motion by Councilman Rocco Insurance Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED WHEREAS, Genevieve Griswold -Short was previously covered under the health insurance program of the Town of Cortlandville and has let her coverage expire, and WHEREAS, due to personal problems Ms. Griswold -Short needs to find insurance coverage, therefore BE IT RESOLVED, that Genevieve Griswold -Short shall be reinstated into the health insurance program of the Town of Cortlandville, effective in accordance with the insurance regulations. 009 RESOLUTION #194 APPOINT COMMITTEE TO REVIEW TOWN ZONING Motion by Councilman Testa Seconded by Councilman Rocco VOTES: ALL AYE ADOPTED WHEREAS, the Town Zoning Law includes some areas which are vague or inexplicit, and WHEREAS, request has been made by the County to help to clarify such areas, therefore BE IT RESOLVED, that the Supervisor does hereby appoint Councilman Raymond Thorpe and Councilman Edwin O'Donnell to a committee along with 2 County Planning Board members to review the Zoning Law of the Town of Cortlandville, and recommend such changes that are necessary, and also RESOLVED, that said committee shall report all activities to the Town Board of the Town of Cortlandville. RESOLUTION #196 APPROVE RICHARD DOTY - WATER M,,SEWER CONNECTIONS Motion by Councilman Thorpe Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED WHEREAS, an application was submitted by Richard E. Doty of 23 Elwood Ave., Cortland, NY, for plumber recognition and was found to be in proper order, therefore BE IT RESOLVED, that the application submitted by Richard E. Doty, is hereby approved for both water and sewer connections, and be it further RESOLVED, that their name shall be added to the approved plumber list of the Town of Cortlandville.
