Regular Meeting
The Regular Meeting of the Town Board of the Town
of Cortlamdville, was held at the Town Hall, 15 Terrace
Road, Cortland, New York, with Supervisor Pierce
presiding.
Members present: Supervisor Melvin Pierce
Councilman Raymond Thorpe
Councilman Edwin O'Donnell
Councilman Ronal Rocco
Councilman Theodore Testa
Town Clerk Pauline Parker
Others present were newsreporter, Kevin Conlon;
and Highway Superintendent, Carl Bush.
The meeting was called to order by Supervisor
Pierce at 5:00 o'clock p.m. He requested that all those
in attendance rise and pledge allegiance to the flag.
RESOLUTION #157 AUTHORIZE PAYMENT OF VOUCHERS - JUNE
Motion by Councilman

BE IT RESOLVED,
that the
vouchers submitted have been
audited and
shall be paid
as follows:

A motion was made by Councilman O'Donnell, seconded
by Councilman Thorpe to receive and file a letter from
Joanne L. March, Sr. Environmental Analyst of the New
York State Department of Environmental Conservation.
All voting aye, the motion was carried.
The letter was regarding an application for a waste
haulers permit. The permit is for Karl Rogers, Box 455,
4160 North Road, McGraw, New York. He wants to dispose
of septic tank & drywell wastes on the property owned by
Doug Stanton, North Road, McGraw, New York.
A motion was made by Councilman O'Donnell, seconded
by Councilman Testa to receive and file a letter from
Stephen L. Schechter, from the New York State Commission
on the Bicentennial of the United States Constitution.
All voting aye, the motion was carried.
The letter was notification that the Town of
Cortlandville has been approved as a NY State Designated
Bicentennial Community.

RESOLUTION #158 AUTHORIZE TO DISPLAY BICENTENNIAL FLAG
Motion by Councilman O'Donnell
Seconded by Councilman Testa
VOTES: ALL AYE ADOPTED
WHEREAS, Supervisor Pierce has received a United States
Flag, which has flown over the White House, for use in
the celebration of the Bicentennial of the Constitution
held at Cortlandville Park on June 14, 1988, and
WHEREAS, the Town of Cortlandville has been approved and
recognized as a New York State Designated Bicentennial
Community, through the efforts of Town Historian, Alice
Blatchley, therefore
BE IT RESOLVED, that the Supervisor is hereby authorized
to display said flag and accompanying certificates in
the meeting room of the Town Hall.
A discussion followed pertaining to restrictions on
plumbers, working for residents of the Town, regarding

Enforcement Officer Bruce Weber confirmed that NY State
Fire & Building Code (Section 905.5) reads as follows:
905.5 Copper tube solder joints. Surfaces to be
soldered in copper tube solder joints shall be cleaned
bright, properly fluxed, and the joint made with solder
approved for such use. Lead content in solder shall be
limited to 0.20 percent.

FOR PUMP STATION SITE - SPCA PROPERTY

WHEREAS, the Town of Cortlandville together with NCC
Industries is extending the Town Sewer lines to
accommodate properties in the McLean Rd -Luker Road area,
and
WHEREAS, in order to complete this project, a strip of
land must be acquired to accommodate a pump station,
therefore
BE IT RESOLVED, that the Town of Cortlandville is
authorized to purchase from the SPCA, a parcel of land
(tax parcel no. 95.12-01-06) for the sum of $3,000.00.
A motion was made by Councilman O'Donnell, seconded

VOTES: ALL AYE ADOPTED
WHEREAS, an application was submitted by R.L. Comerford
and Son Heating & Plumbing of 16 Halbert St., Cortland,
NY , for plumber recognition and was found to be in
proper order, therefore
BE IT RESOLVED, that the application submitted by Robert
P. Comerford is hereby approved for both water and sewer
connections, and be it further
RESOLVED, that hisname.shall be added to the approved
plumber list of the Town of Cortlandville.

RESOLUTION #161 TABLE DECISION TO ACQUIRE ONE FOOT
STRIP WHEN ACCEPTING ROAD AT MURDOCK

WHEREAS, per letter dated May 23, 1988, Town Code
Enforcement Officer, Bruce Weber apprised the Town Board
of the need to acquire a one foot strip left between the
road and the property line at Murdock Estates, when they
accept the road at said property, and
WHEREAS, Supervisor Pierce apprised the board that it is
necessary for Town Engineer, Town Highway
Superintendent, Carl Bush, Mr. Murdock, and himself to
meet to discuss and resolve any problems, therefore
BE IT RESOLVED, that the decision to acquire said strip
of land shall be tabled for further review, and further
RESOLVED, that said letter from CEO, Bruce Weber shall
be received and filed.
RESOLUTION 0162 APPROVE AQUIFER PROTECTION DISTRICT

WHEREAS, per Section 8A.7 of the Town of Cortlandville
Zoning Law, anyone requiring a special permit to develop
in the Aquifer Protection District shall submit certain
information, and
WHEREAS, Town Code Enforcement Officer has submitted a
form to the Town Board, which will include the necessary
information for developing over the Aquifer, therefore
BE IT RESOLVED, that the Town Board does hereby approve
the form submitted for application for a special permit
to develop in the Aquifer Protection District.

RESOLUTION #163 AUTHORIZE LETTING OF BIDS - HIGHWAY
DEPARTMENT - ONE ALUMINUM STRUCTURAL

BE IT RESOLVED, that the Highway Superintendent, Carl
Bush, is hereby authorized to advertise by legal notice,
letting of the bids for one aluminum structural plate
box culvert for Hoxie Gorge, with bids to be opened on
July 5, 1988 at 3:00 p.m. and awarded on July 6, 1988 at
7:30 p.m.
A motion was made by Councilman Rocco,, seconded by
Councilman O'Donnell, to adjourn the regular meeting.
All voting aye, the motion was carried.
The meeting was adjourned at 5:30 p.m.
