INFORMATIONAL MEETING
PROPOSAL. OFF SEGUIN COMMUNITY SERVICES
TO DEVELOP PROPERTY ON HIGHLAND ROAD
An Informational Meeting of the Town Board of the
Town of Cortl.andviile, was held at the Town Hall, 15
Terrace Road, Cortland, New York, with Supervisor Pierce
presiding.
Members present: Supervisor Melvin Pierce
Councilman Raymond Thorpe
Councilman Edwin O'Donnell
Councilman Ronal Rocco
Councilman Theodore Testa
Deputy Town Clerk Diane Demeree
Others present were newsreporter, Kevin Conlin;
Town Highway Superintendent, Carl Bush; Town Attorney,
Phillip Rumsey; Nancy Jarvis from the Cortland County
Planning Department; Judith Hayes from Seguin Community
Services; and several residents from the Highland Road
area.
The Informational Meeting was called to order by
Supervisor Pierce at 7:00 p.m. He offered the privilege
of the floor to Judith Hayes of Seguin Community
Services.
Ms Hayes explained the organization and their
goals. She reviewed the process that Seguin has to go
through to establish a Community Home. She then offered
to answer any questions that attending residents had.
Some residents were concerned about what a
residence of this nature would do to property values.
Ms. Hayes offered them a study done regarding
resale values of properties neighboring other Seguin
Homes.
Ann McDermott submitted to the Board a list of
alternate sites which could be used by Seguin Community
Services.
Another issue of concern for residents was the
saturation issue. This means that a neighborhood may
object to a site if the neighborhood is already
saturated with such sites., and such a site would alter
the nature of the community.
Several parents of developmentally disabled
children praised the efforts of Seguin and stated a need
for more homes in the community.
One parent of a disabled child showed concern for
the lack of sidewalks at the site on Highland Road. She
strongly feels that this should be a factor in choosing
a site.

Because of the septic problems already existing in
the area and the water contamination, some residents
voiced concern that the septic system at the Highland
Road residence may not handle wastes created by the
proposed - residents and employees that are requi.red to
care for them.
Nis. Hayes assured the residents that they had -to
submit Health Department approval, just as any other
family would.
Adequate parking for visitors to the -Family home
was another concern.
Ms Hayes stated that they have employed an engineer
to work out such details. Their preliminary study
suggested that parking would not be a problem.
It was the general concensus of those residents
present that there is not enough information available
at this time to make a positive decision to allow Seguin
to proceed with the proposed development.
Nis Hayes stated that Seguin t,3ould extend the
deadline to May 2, 1.988, at which time the Town Board
would give her their decision.
The meeting was adjourned at 9: 5 p.m.

Regular Meeting
The Regular- Meeting of the Town Board of the Town
of Cortlandville, was held a;. the Town Hall, 15 Terrace
Road, Cortland, New York, with Supervisor Pierce
presiding,

The meeting was called to order by Supervisor Pierce
at 9:55 o'clock p.m., following an informational meeting
for Town Residents regarding proposed development of
property on Highland Road by Seguin Community Services.
He requested that all those in attendance rise and pledge
allegiance to the flag.
Supervisor Pierce offered the privilege of the floor
to Nancy Jarvis from the Cortland County Planning
Department.
Ms. Jarvis distributed to the Board copies of the
Cortland County Planning Department's answer- to a letter
from the Automobile dealers Association regarding
revisions to the proposed Aquifer Law for the Town of
Cortlandville.

The letter was apprising Supervisor Pierce that; David Equal & Asses:
8-, iggs, Town Assessor, has been awarded the designation of David Briggs
State Certified Assessor, Professional by the State Board
of Equalization and Assessment.

A motion was made by Councilman Thorpe, seconded by
Councilman Rocco, to receive and file a letter from
Senator James L. Seward to Supervisor Pierce. All voting

The letter was apprising Mr. Pierce that $50,000.00 letter Seward
is included in the State Budget for the Cortland County Flood Control
Flood Control Program.
A motion was made by Councilman Thorpe, seconded by
Councilman Rocco, to receive and file a copy of the letter
from Supervisor Pierce to Congressman Boehlert. All rec & file

of the operation of the Tunision Laboratory of Fish

A motion was made by Councilman O'Donnell, seconded
by Councilman Testa, to receive and file a letter from
Supervisor Pierce to James O'Mara, Chairman of the rec & file to
Cortland County Legislature. All voting aye, the motion letter O'Mara

The letter was in regards to development at the
Cortland County Airport. Supervisor Pierce asked -for
better cooperation from the Legislature in the -future,
regarding major changes at the airport.

WHEREAS, a request was received from McGraw Central School
District asking permission to use Cortlandville's voting
machine for the school budget vote scheduled on June 06,
1988, and
WHEREAS, a precedent has been set that they may use the
voting machine foi- such purposes, therefore
BE IT RESOLVED, that the McGrar, Central. School Disirict is
hereby authorized to use the voting machine in McGraw for -
the school budget vote, scheduled for Tune 08, 1988.
Councilman O'Donnell apprised the To,Ijn Board that the
election inspectors are v&--ry, pleased with the nee-, voting
machines that the Town has purchased.

elections, and could use these machines to help teach the
election process, therefore

to donate the old voting machines to the Cortland High
School and the McGraw Central School if they so desire.

their election inspectors more than the minimum of $3.50,

WHEREAS, a raise in the hourly wage for election
inspectors for the Town of Cortlandville has been long
overdue, therefore
BE IT RESOLVED, that the Supervisor is hereby authorized
and directed to pay the election inspectors of the Town of
Cortlandville an hourly wage of $4.50, effective with the
primary held on April 19, 1988.

THE TOWN BOARD OF TOWN OF CORTLANDVILLEr IN THE
COUNTY OF CORTLAND, NEW YORK, HEREBY RESOLVES AS FOLLOWS:
SECTION 1. The specific object or purpose for which
obIigationS are is sued purs-_uant to this resoIution is to
finance the cost of rights of way, Iand, legal fees:.,
engineering fees, construction costs and all other such
expenses relating tn the construction and extension of a
water improvement area in the Town of CortlandviIle known
as Highland Road Area Water Improvement -phase TI� as the
same is shown in the maps, plans and engineering reports
heretofore filed with the Cortlandville Town Clerl,�.
SECTION 2. The maximum cost of such water extenSion
is $125,000.00 to be financed by the issuance of serial
bonds and bond anticipation notes for a term of 15 years
at the interest rate prevailing at the time of sale,
SECTION 3. The period of probable usefulness of said
water improvement is forty (40) years, as set forth in
Section 11-00 -'If) of the Local Finance Law.
SECTION 4. Said serial bonds will have a maturity in
excess of five years.
SECTION 5. The faith and credit of the Town of
Cortlandville are pledged to the payment of the principal
of said bonds and interests thereon when due.
SECTION 6, The Supervisor of the Town is hereby
authorized and directed to sell such bonds at private sale
in accordance with the provisions of Section 63.00 of the
LocaI Finance Law.
SECTION 7. Subject to the provisiuns of thi s
resolution and of the Local Finance Law, and pursuant to
the provisions of Section 30.00 relative to the
authorization of the issuance of bond anticipation notes
and of Section 50.00 and Sections 56.00 to 60.00 of the
Law, the powers and duties of the Town Board relative to
prescrihing the terms, form and contents as to the sale
and issuance of said bonds and any notes issued i.n
anticipation of said bonds, or the renewals thereof, are
hereby delegated to the Supervisor, the chief fiscaJ
officer of the Town'
SECTION B. The validity of the bonds authorized by
this resoluti.on and of any notes issued in anticipation of
said bonds, may be contested only if:
(a) Such obligations are
authorized
for
an
object for purpose for
which the
Town
is
not authorized to expend
(b) The provisions of the
money, or
Law which
Should
be
complied with at
the date
of
the
publication of such
resoIution
are
not
substantially compIied
with
and an action, suit or proceeding contesting such
validity, is commenced eithin twenty days after the date
of such publication, or
<c) Such obIigations are authorized in
vtolation of the provisions of the
constitution.
SECTION 9. This resolution shall take effect immediately,

Councilman Raymond Thorpe apprised the Board members
of his displeasure regarding the sales tax issue recently
surfaced in the City of Cortland.
Mayor Martin Mack has asked for a Sales Tax
Redistribution. This would take monies, which the Town
uses toward developing the Town sewer, away from the Town
of Cortlandville.
It was the concensus of the Town Board members that
we need cooperation from the City on this issue, and we
need to persuade the City officials to examine and modify
their proposal so that all residents of the County
benefit.
RESOLUTION :#119 AUTHORIZE HIGHWAY SUPERINTENDENT TO
HIRE STEVE WYANT - HIGHWAY DEPARTMENT
Motion by Councilman Thorpe
Seconded by Councilman O'Donnell
VOTES: ALL AYE ADOPTED -
WHEREAS, a vacancy exists in the Highway Department due to
-two employees leaving, and
WHEREAS, the Highway Superintendent, Carl Bush has
reviewed all applications received, therefore
BE IT RESOLVED, that the Highway Superintendent is hereby
authorized to hire Steve Wyant from Moravia, New York for -
the position of Mechanic's Helper at a rate of $7.20 per
hour, commencing on April 18, 1988.
A motion was made by Councilman Thorpe, seconded by
Councilman Rocco, to adjourn the meeting. All voting aye,
the motion was carried.
The meeting was adjourned at 10:25 p.m.
