PUBLIC HEARING TOWN OF CORTLANDVILLE PRELIMINARY BUDGET FOR 1988 y A Public Hearing was held at the Cortlandville Town Hall, 15 Terrace Road, Cortland, New York, at 7:30 o'clock p.m., concerning the Town of Cortlandville Preliminary Budget for the year 1988. Members present: Supervisor Melvin Pierce Councilman Warren Manning Councilman Raymond Thorpe Councilman Edwin O'Donnell Councilman Ronal Rocco Town Clerk Pauline Parker Others present were Town Attorney, Phillip Rumsey; Highway sup't, Carl Bush; Newsreporter, Kevin Conlon; Town Zoning Officer, Bruce Weber; and Town Residents, Jamie Dangler, Robert Moore, Chris Larsen, Paul Stupke, Chris Temple, Benny Gunzenhauser, Peter Novelli, Bernard Thoma, and Karen Bush, The Public Hearing was called to order by Supervisor Pierce at 7:30 o'clock p.m. He requested that all those in attendance rise and pledge allegiance to the flag, The Town Clerk read aloud the legal notice as follows: TOWN OF CORTLANDVILLE Supervisor Pierce offered those NOTICE OF PUBLIC in attendence the privilege of the HEARING ON PRELIM- INARY BUDbET FOR floor. Town of Cortlandville 15 Terrace Road Cortland, New York 13045 255-1t I JI0 Wednesday November 04, 19e7 Page 2 Mr. Larsen questioned the increase in insurance, and Supervisor Pierce and Town Attorney, Phillip Rumsey explained that we need to create an insurance reserve to handle situations which are not covered by our existing liability insurance so that we will be prepared for unforeseen problems which may arise in the future. The question arose regarding how much State Aid we receive, and Supervisor Pierce stated that he could give that information more accurately within a few days, after looking at Town records, and invited them to stop in his office where he would provide the answer. There being no further discussion, a motion was made by Councilman Manning, seconded by Councilman Rocco, to adjourn the Public Hearing and convene to the Regular Meeting. REGULAR MEETING The Regular Meeting of the Town Board of the Town of Cortlandville, was held at the Town Hall, 15 Terrace Road, Cortland, New York, with Supervisor Pierce presiding. Members present: Supervisor- Melvin Pierce Councilman Warren Manning Councilman Raymond Thorpe Councilman Edwin O'Donnell Councilman Ronal Rocco Town Clerk. Pauline Parker Others present were Town Attorney, Phillip Rumsey; Highway sup't, Carl Bush; Newsreporter, Kevin Conlon; Town Zoning Officer, Bruce Weber; and Town Residents, Jamie Dangler, Robert Moore, Chris Larsen, Paul Stupke, Chris Temple, Karen Bush, Benny Gunzenhauser, Peter Novelli, representing NCC industries, and Bernard Thoma, from Thoma Consultants. The meeting was called to order by Supervisor Pierce at 7:45 o'clock p.m. following the Public Hearing on the Town of Cortlandville Preliminary Budget for the year 198E . Peter Novelli, representing NCC Industries, presented to -the Town Board the request of NCC Industries to change the Zoning of a piece of property on Luker Road from R1 to Industrial. RESOLUTION #193 AUTHORIZE SUPERVISOR TO RESCHEDULE REGULAR TOWN BOARD MEETING OF 11/18/B7 Motion by Councilman O'Donnell Seconded by Councilman Manning VOTES: ALL AYE ADOPTED WHEREAS, NCC Industries has requested a Zoning change from R1 to Industrial for property located on Luker Road, and WHEREAS, the Town Board cannot schedule a Public Hearing for this matter until after it is presented to the Cortland County Planning Board for approval, therefore BE IT RESOLVED, that the Supervisor is hereby authorized if necessary to reschedule the Regular Meeting to accommodate this matter. reschedule Town Board meeting Motion was made by Councilman O'Donnell, seconded by Councilman Rocco, to approve as written the Town Approve TB Board minutes of October 07, 1987. All voting aye, the motion was carried. 10/27/87 142 Audit of Bills Authorize H'way Sup't. to put sign on Crestwood Court Wednesday November 04, 1987 Page 2 RESOLUTION #194 AUTHORIZE PAYMENT OF VOUCHERS NOVEMBER Motion by Councilman O'Donnell Seconded by Councilman Manning VOTES: ALL AYE ADOPTED BE IT RESOLVED, that the vouchers submitted have been audited and shall be paid as follows: General Fund Vouchers 557 - 575 6,762.40 Highway Fund 299 - 319 62,717.91 Water Fund 163 - 166 3,766,61 Sewer Fund 78 - 85 47,320.80 Supervisor Pierce offered those in attendance the privilege of the floor. Councilman Ronal Rocco apprised the Board of a need to install a sign on Crestwood Court to prevent 18 wheelers from turning around and driving over residents lawns. RESOLUTION #195 AUTHORIZE HIGHWAY SUP'T TO PLACE SIGN ON CRESTWOOD COURT Motion by Councilman Rocco Seconded by Councilman Manning VOTES: ALL AYE ADOPTED WHEREAS, the Town has received many complaints of 10 wheelers, doing business with True Value Home Center, turning around at the end of Crestwood Court, as it is a dead-end street, and WHEREAS, there is not enough room for these vehicles to turn around, consequently driving on private lawns, therefore BE IT RESOLVED, that the Highway Sup't, Carl Bush is hereby authorized and instructed to install a sign, prohibiting oversize trucks from entering Crestwood Court. Bernard Thoma, of Thoma Consultants, apprised the Town Board of the intention of the City of Cortland to Bernard Thoma reapply for the designation of Economic Development reapply for Zone. This application is due in February, 1988. Economic Develop- A discussion was held concerning the proposed ment Zone application, and Mr. Thoma informed the Board that he would return -for a formal resolution at a later date. reports The reports of the various departments are on the table for review, and are available for inspection, on request, in the Town Clerks office. 1 1 1 Wednesday November 04, 1987 Page 3 RESOLUTION #196 AUTHORIZE SALARY INCREASE FOR DIANE DEMEREE - DEPUTY TOWN CLERK Motion by Councilman O'Donnell Seconded by Councilman Rocco VOTES: ALL AYE ADOPTED WHEREAS, Rosemary Diane Demeree has completed the probationary six month period in the position of Deputy Town Clerk, in compliance with the personnel policy of the Town of Cortlandville, therefore BE IT RESOLVED, that an annual salary increase shall be granted to Diane Demeree from $10,200.00 to $10,500.00, to be paid from A1410.1. RESOLUTION tJ9•'7 APPROVE MICHAEL LEARY - WATER AND SEWER CONNECTIONS Motion by Councilman Thorpe Seconded by Councilman Manning VOTES: ALL AYE ADOPTED WHEREAS, an application was submitted by Michael K. Leary, of 31 William St., Cortland, N.Y., for plumber recognition and was found to be in proper order, therefore BE IT RESOLVED, that the application submitted for Michael Leary is hereby approved for both water and sewer connections, and be it further RESOLVED, that his name shall be added to the approved plumber list of the Town of Cortlandville. There was a discussion concerning the water project on Highland Road. Supervisor Pierce apprised the Board that everything seems to be on schedule. The main line has been tested and is ready for hooking into. RESOLUTION # 198 AUTHORIZE SUPERVISOR TO PURSUE ROAD PROBLEM AT STEVEN'S MANOR AND COUNTRY TOWN HOUSE APARTMENTS Motion by Councilman Thorpe Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED WHEREAS, per Resolution #191, Supervisor Pierce wrote a letter to the owners of Steven's Manor and Country Town House Apartments, and WHEREAS, a reply was received from Attorney Robert Primo, representing Steven's Manor, requesting cooperation from the Town and the owner of Country Town House Apartments to alleviate the now existing road problems at their complex, and WHEREAS, the problem could be alleviated by opening a now existing ramp, which would require residents approval, therefore Pay increase Diane Demeree Approve Michael Leaxy W&S Authorize Mel pursue problem Steven's Manor Wednesday November 04, 1987 Page 4 BE IT RESOLVED, that the Supervisor is hereby authorized to proceed with communications with the residents of Homestead Ave., to advise them of the situation and get their approval, and further RESOLVED, that the Supervisor is hereby authorized to approach the owner of Country Town House Apartments to discuss the proposal. I RESOLUTION #199 DESIGNATE IDA LEAD AGENCY - REZONING NCC INDUSTRIES - LUKER ROAD Designate IDS, Lead Agency Motion by Councilman Manning Rezoning Luker Rd. Seconded by Councilman Thorpe VOTES: ALL AYE ADOPTED WHEREAS, NCC Industries has applied for a rezoning of a 54 acre parcel in the Town of Cortlandville from R1 to Industrial, and WHEREAS, the Industrial Developmental Agency of Cortland County has expressed a desire to become Lead Agency, therefore BE IT RESOLVED, that the IDA is hereby designated as lead agency pursuant to the State Enviroumental Quality Review Act to review the application by NCC Industries for a zoning change. A motion was made by Councilman Manning, seconded by Councilman Thorpe, to adjourn the regular meeting. All voting aye, the motion was carried.
