Regular Meeting
The Regular Meeting of the Town Board of the Town
of Cortlandville, was held at the Town Hall, 15 Terrace
Road, Cortland, New York, with Supervisor Pierce
presiding.
Members present: Supervisor Melvin Pierce
Councilman Warren Manning
Councilman Edwin O'Donnell
Town Clerk Pauline Parker
absent: Councilman, Raymond Thorpe
Councilman, Ronal Rocco
Others present were newsreporter, Kevin Conlon;
Deputy Town Clerk, Diane Demeree; Town Attorney, Phillip
Rumsey; Highway sup't, Carl Bush; and Peter- Novelli,
representing NCC Industries.
The meeting was called to order by Supervisor
Pierce at 5:00 o'clock p.m. He requested that all those
in attendance rise and pledge allegiance to the flag.
Supervisor Pierce offered those in attendance the
privilege of the floor.
Peter Novelli, representing NCC Industries, IN
presented to the Board a map showing the proposed
construction on Luker Road. He also explained future
plans of NCC Industries concerning start of
construction, employment projections, sewer needs, etc,
RESOLUTION #192 AUTHORIZE EXTENSION OF SEWER LINES
LUKER ROAD AREA

Sewer Luker Rd. Motion by Councilman O'Donnell
Seconded by Councilman Manning
VOTES: ALL AYE ADOPTED
WHEREAS, NCC Industries is planning to construct a
distribution center on Luker Road, with construction to
commence in April, and
WHEREAS, there already exists Town water in the area,
and NCC Industries requested Town water and sewer, and
WHEREAS, NCC has agreed to pay 50% of the cost to extend
Town sewer to their proposed location, therefore
BE IT RESOLVED, that the Town is hereby authorized to
extend Town sewer lines to accommodate NCC Industries'
proposed construction on Luker Road, contingent upon
approval of required permits.

RESOLUTION #183 AUTHORIZE PAYMENT OF VOUCHERS -
OCTOBER
Motion by Councilman Manning
Seconded by Councilman O'Donnell
VOTES: ALL AYE ADOPTED
BE IT RESOLVED, that the vouchers submitted have been
audited and shall be paid as.follows:

A motion was made by Councilman O'Donnell, seconded
by Councilman Manning, to receive and file a letter from
Dennis Horner to Tim Buhl of Resource Engineering. All
voting aye, the motion was carried.
The letter was regarding Murdock Estates, advising
of the necessary Health Department requirements of water
services for their subdivision.
RESOLUTION #184 ACCEPT STATEMENT OF COMPLETION - SEWER
SYSTEM IMPROVEMENTS - VILLAGE TERRACE
& COUNTRY TOWNHOUSE APARTMENTS
Motion by Councilman O'Donnell
Seconded by Councilman Manning
VOTES: ALL AYE ADOPTED
WHEREAS, the Sewer System Improvements, Village Terrace
& Country Town House Apartments .Project has been
completed, therefore
BE IT RESOLVED, pursuant to Section 236 of the Town Law,
that the actual and complete costs of constructing the
Sewer System Improvements, Village Terrace & Country
Town House Apts., referred to and described in
Resolution No. 66, dated March 4, 1987, was as follows,
and is hereby accepted.

recently. All voting aye, the motion was carried.

A motion was made by Councilman O'Donnell, seconded rec. & file
by Councilman Manning, to receive and file a letter from letter Mardis
Town Justice, Mardis Kelsen to Supervisor, Melvin
Pierce. All voting aye, the motion was carried.
The letter was regarding her intent to promote Mary
Caufield and to hire Janet Potts.

RESOLUTION #185 AUTHORIZE HIRING PERSONNEL - JUSTICE
DEPARTMENT
Authorize hiring
Janet Potts Motion by Councilman Manning
Seconded by Councilman O'Donnell
VOTES: ALL AYE ADOPTED
WHEREAS, due to the appointment of Mary Caufield to the
position of Chief Court Clerk per resolution #177, there
exists a vacancy in that department, and
WHEREAS, interviews were held by Justice Kelsen with
those who had submitted applications, and
WHEREAS, an individual was selected suitable for the
position of Deputy court Clerk, therefore
BE IT RESOLVED, that Mary C. Caufield has accepted the
position of Chief Court Clerk at a salary of $11,000.00,
due to her experience in the office, and Resolution #177
is hereby amended, and
FURTHER RESOLVED, that the Justice is hereby authorized
to hire Janet M. Potts of 3091 Gracie Road, Cortland,
N.Y. for the position of Deputy Court Clerk, effective
October 13, 1987, at an annual salary of $9,500.00 to be
paid from A1110.1, in accordance with the Town personnel
policy.

COVERING CATHODIC PROTECTION SYSTEM

BE IT RESOLVED, that the Supervisor is hereby authorized
and directed to sign the contract with Wallace and
Tierman, covering the Town's Cathodic Protection
Service, and
RESOLVED, that the cost is $445.00 for the year of 1988.

1988 PRELIMINARY BUDGET AND PREPARE

BE IT RESOLVED, that a Special Meeting of the Town Board
shall be held on October 26, 1987, at 7:00 o'clock p.m.
to adopt the Preliminary Budget for the year of 1988,
and
RESOLVED, that the Town Clerk is hereby authorized and
directed to prepare for distribution, twenty copies of
the Preliminary Budget of 1988, and they shall be
available to the public, upon request.

RESOLUTION #188 SET DATE FOR PUBLIC HEARING - FOR
PRELIMINARY BUDGET FOR THE TOWN OF
CORTLANDVILLE FOR 1988

VOTES: ALL AYE ADOPTED
BE IT RESOLVED, that a Public Hearing shall be held on
November 04, 1987, at 7:30 o'clock p.m. at the Town Hall
to review the 198E Town of Cortlandville Preliminary
Budget.
RESOLUTION #1&9 AUTHORIZE PAY INCREASE FOR FREDERICK
LITTLE - HIGHWAY DEPARTMENT
Motion by Councilman Manning
Seconded by Councilman O'Donnell
VOTES: ALL AYE ADOPTED
WHEREAS, Frederick Little, Highway Department employee,
has completed his six month probationary period, in
compliance with the personnel policy of the Town of
Cortlandville, therefore
BE IT RESOLVED, that Frederick Little shall be granted
a pay increase of $.20 per hour, in accordance with the
pay schedule of the Highway Dep't, effective October 01,
1987.
RESOLUTION #t9Q-• APPROVE EVERETT F. ALLINGTON - WATER
AND SEWER CONNECTIONS
Motion by Councilman O'Donnell
Seconded by Councilman Manning
VOTES: ALL AYE ADOPTED
WHEREAS, an application was submitted by Everette F.
Allington, of 56 Ogden Rd., Groton N.Y., for plumber
recognition and was found to be in proper order,
therefore
BE IT RESOLVED, that the application submitted for
Everette F. Allington is hereby approved for both water
and sewer connections, and be it further
RESOLVED, that his name shall be added to the approved
plumber list of the Town of Cortlandville.

WHEREAS, it is not the Town's responsibility, but the
responsibility of the owners, to maintain these
roadways, as it is a private road, therefore
BE IT RESOLVED, that the Supervisor is hereby instructed
and directed to write a letter to the owners of Steven's
Manor and Country Town House Apartments to advise them
of the situation.
A motion was made by Councilman O'Donnell, seconded
by Councilman Manning, to adjourn the meeting. All
voting aye, the motion was carried.
The meeting was adjourned at 7:40 p.m.
