Regular Meeting The Regular Meeting of the Town Board of the Town of Cortlandville, was held at the Town Hall, 15 Terrace Road, Cortland, New York, with Supervisor Pierce presiding. Members present: Supervisor, Melvin Pierce Councilman, Raymond Thorpe Councilman, Edwin O'Donnell Councilman, Ronal Rocco Town Clerk, Pauline Parker absent: Councilman, Warren Manning Others present were Town attorney, Phillip Rumsey; Code enforcement officer, Bruce Weber; Highway superintendent, Carl Bush; newsreporter, Kevin Conlon; WKRT newsreporter, Michelle Falcone; and Town residents, Karen Bush, Seymour Parker, Pat Casey, Robert Moore, and Steve and Jamie Dangler. The meeting was called to order by Supervisor Pierce at 7:30 o'clock p.m. He requested that all those in attendance rise and pledge allegiance to the flag. RESOLUTION #173 AWARD BID TO LAFAYETTE PIPELINE INC. HIGHLAND ROAD WATER IMPROVEMENT PROJECT PHASE II EXTENSION Motion by Councilman Thorpe Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED WHEREAS, on September 02, 1987 the Town Engineer was authorized to let out bids for the Highland Road Area Water Improvement Project Phase II Extension, and WHEREAS, on October 5, 1987 submitted sealed bids were opened, read aloud, and given to the Town Engineer for review, and WHEREAS, the lowest bid submitted was received from Lafayette Pipeline Inc. in the amount of $93,502.50, and such bidder has met all the requirements, therefore BE IT RESOLVED, that the Town Board of the Town of Cortlandville does hereby award the Highland Road Area Water Improvement Project Phase II Extension to Lafayette Pipeline Inc. of 4195 Lafayette Road, Jamesville, N.Y. in the amount of $93,502.50. A motion was made by Councilman O'Donnell, seconded by Councilman Rocco to approve, as written, the Cortlandville Town Board minutes of 'August 19, 1987, approve TB min September 02, 1987, and September 16, 1987. All voting aye, the motion was carried. Supervisor Pierce offered those in attendance the privilege of the floor. RESOLUTION #174 AUTHORIZE PAYMENT OF VOUCHERS - Audit of OCTOBER Vouchers Motion by Councilman O'Donnell Seconded by Councilman Thorpe VOTES: ALL AYE ADOPTED BE IT RESOLVED, that the vouchers submitted have been audited and shall be paid as follows: General Fund Vouchers #493 - 529 $11,594.36 Highway Fund 265 - 280 45,175.54 Water Fund 144 - 157 4,239.94 Sewer Fund 66 - 71 613.93 A motion was made by Councilman O'Donnell, seconded qq AwaMsors by Councilman Rocco to receive and file a letter from James H. Howarth, Executive Secretary, NYS Assessors' Association, Inc. All voting aye, the motion was carried. The letter was advising the Supervisor that, Town Assessor, David W. Briggs has been awarded the IAO designation, the highest "Professional Assessor" achievement that an assessor can obtain in New York State. A motion was made by Councilman O'Donnell, seconded by Councilman Rocco, to receive and file a letter from rec & file State Senator, James Seward. All voting aye, the motion letter from was carried. St. Senator The letter included a copy of a DOT response speed limits regarding the speed limits on Lime Hollow and Sears Roads. Based on reviews by DOT Traffic Engineers, the DOT has determined that the existing speed limits should not be lowered at this time. RESOLUTION #175 RECEIVE TENTATIVE TOWN OF CORTLANDVILLE BUDGET FOR THE YEAR 1988 receive tent. budget for 1988 Motion by Councilman Rocco Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED BE IT RESOLVED, that the Town Clerk, Pauline Parker, presented to the l"own Board the 1988 Tentative Budget for the Town of Cortlandville. 129 Wednesday October 07, 1987 Page 3 Supervisor Pierce apprised the Board of the need to hold work sessions to work on the tentative budget for 1988. The Board members asked the Supervisor to submit some available dates in order- for them to schedule the work meetings. RESOLUTION #176 ACCEPT RESIGNATION OF EILEEN MALAY - CHIEF COURT CLERK TOWN OF CORTLANDVILLE Motion by Councilman Rocco Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED BE IT RESOLVED, that the resignation of Eileen Malay from the office of Chief Court Clerk for the Justice Department of the Town of Cortlandville is hereby accepted with regret, and shall be effective October 09, 1987. RESOLUTION #177 APPOINT MARY CAUFIELD CHIEF COURT CLERK TOWN OF CORTLANDVILLE JUSTICE DEPT. Motion by Councilman Thorpe Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED WHEREAS, due to the resignation of Eileen Malay as Chief Court Clerk for the Justice Department for the Town of Cortlandville, there exists a vacancy in that department, and WHEREAS, Mary Caufield has been a Court Clerk for the Town of Cortlandville since August 7, 1986, and therefore is familiar with Justice Department procedures, therefore BE IT RESOLVED, that the Town Justice is hereby authorized to upgrade the position now held by Mary Caufield from Court Clerk to Chief Court Clerk effective October 12, 1987, at an annual salary of $10,200.00 to be paid from A1110.1. RESOLUTION #178 AUTHORIZE BRUCE WEBER - TOWN CODE ENFORCEMENT OFFICER - TO ATTEND NYSUFPBC SEMINAR Motion by Councilman Rocco Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED BE IT RESOLVED, that Bruce Weber is hereby authorized to attend the New York State Uniform Fire Prevention And Building Code seminar on November 6, 1987 in New York City to meet requirements of Part 443 for continuing education, and RESOLVED, that the expenses incurred by same be reimbursed subject to audit by the Town Board. Chief Court Clez Authorize COE to attend seminar E30 transfer monies 2 desks Lonna Maxson position transfer Wednesday October 07, 1987 Page 4 RESOLUTION #179 AUTHORIZE TO TRANSFER MONIES TO PURCHASE TWO DESKS Motion by Councilman Thorpe Seconded by Councilman Rocco VOTES: ALL AYE ADOPTED BE IT RESOLVED, that the Budget Officer is hereby authorized and directed to transfer $703.50 from Supervisor account A1220.4 to A1220.2 to purchase two desks. RESOLUTION #180 AUTHORIZE POSITION TRANSFER FOR LONNA MAXSON FROM 3RD DEPUTY TOWN CLERK TO 2ND DEPUTY TOWN CLERK Motion by Councilman O'Donnell Seconded by Councilman Rocco VOTES: ALL AYE ADOPTED WHEREAS, per resolution #148, adopted on August 19, 1987, the position of 2nd Deputy Town Clerk was created and a salary was set, and WHEREAS, on August 31, 19B7, Lonna Maxson was hired as 3rd Deputy Town Clerk and has proven to be capable of performing the duties of 2nd Deputy Town Clerk, therefore BE IT RESOLVED, that the Town Clerk is hereby authorized to upgrade Lonna Maxson, 2835 Ridge Rd., McGraw, NY from 3rd Deputy Town Clerk to 2nd Deputy Town Clerk, retroactive to September 14, 1987 at an annual salary of $10,200.00 and shall be paid from both Water F3310.1 and Sewer G8110.1. RESOLUTION #181 AUTHORIZE HIRING KAREN P. BETTERS 3RD DEPUTY TOWN CLERK Authorize hiring Motion by Councilman Thorpe Karen Betters Seconded by Councilman Rocco Deputy Tn. Clerk VOTES: ALL AYE ADOPTED BE IT RESOLVED, that the Town Clerk is hereby authorized to hire Karen P. Betters, 799 Pheasant Run, Cortland, NY for the position of 3rd Deputy Town Clerk to be effective October 13, 1987, at an annual salary of $9,500.00 to be paid from A1355.1 and A1410.1, in accordance with Resolution #149, adopted on August 19, 1997. Councilman Rocco asked if the lawns and restoration had been completed on Pheasant Run and in other areas that projects have occurred. Supervisor Pierce reported that all is complete except for one spot on Lamont Circle. Councilman O'Donnell asked if the Contractor had started the Highland Road Project. Supervisor Pierce reported that the contractor has advised us that he is starting Monday morning, October 12, 1987 and expects to be done by Thanksgiving. The deadline date is December 15, 1987.
