HomeMy WebLinkAbout1955-12-06 204 December 6 , 1955 . The regular monthly meeting of the Dryden Town Board was held December 6th , 1955 at the - Town Office Building . Present were Supervisor Downey , Justices Whitford , Shaw , Baker and Spaulding ; also Mr . Gridley and Mrs . Rice , the newly elected Supervisor and Town Clerk . The minutes of the November meeting were read for information . Moved by Justice Whitford , seconded by Justice Baker , that the Highway bills , totaling 02 , 124 . 02 , be paid as audited . Roll call Ilr vote taken , all voting YES . Moved by Justice Shaw , seconded by Justice Spaulding , that the General bills , totaling 0344 . 45 , and the Youth Project bills of 054 . 49 , be paid as audited . - Roll call vote , all voting YES . Mr . Lacey from the N . Y . State Electric and Gas Corporation , Ithaca , N . Y . came before the Board , regarding the renewal of the Etna Street Lighting Contract , which expires January 3 , 1956 . Justice Spaulding offered the following resolution and asked its adoption : RESOLVED: that the written contract submitted by the New York State Electric & Gas Corporation for lighting the street and public places of Etna ' district , Town of Dryden , dated . December 6 , 1955 , be , and the same hereby is approved/ and that a majority of the members elected to the Board be , and they hereby are , authorized and directed to execute the same in the name and in behalf of the Town of Dryden . The resolution was seconded by Justice Baker . Roll call vote taken , All voting YES . A letter was read from Katharine C . Payne , expressing her appreciation for the appointment as Election Inspector in the Fourth District . Also a communication from 'August Thiede , applying for the position of Constable in the Town of Dryden . Moved by Justice Spaulding , seconded by Justice Whitford , that August Thiede , Freeville , R . D . # 1 and Clyde Stevens , Freeville , R . D . # 2 be appointed Constables for the Town of Dryden for the year 1956 . Carried and so ordered . Neptune Hose Co . No . 1 , Dryden and McLean fire department sub - mitted lists of active membership of their respective companies . 205 Moved by Justice Shaw , seconded by Justice Whitford , that the lists , as submitted ) be confirmed and each Department be notified to that effect . Carried and so ordered . Moved by Justice Spaulding , seconded by Justice Whitford , that the Town Clerk send a letter of appreciation from the Board to Raymond Liddington for his free gratis service in drawing up the Fire Contracts for the various districts . Motion carried . f A discussion was held regarding vacation and sick leave for • the Town road employees . It was decided to investigate the manner of procedure in the County and other townships and report at the next Board meeting . Explanation and rules governing payment of bills under the New York State Youth Commission Act as compiled by Justice Shaw was read . Justice Shaw offered the following resolution and asked its adoption : • Whereas , one thousand dollars ( 41000 . 00 ) is available to the Town of Dryden from the State Youth Commission as a reimbursement of 50 percent of bills paid on approved bud - get items , and whereas , there are at the present time four organizations sharing equally under this plan , and that each organization is therefore permitted to budget 4500 . 00 of its = yearly operational costs under this plan , 50 percent of which is reimbursed to the Town , and whereas ! all bills are paid in full by the Town , from funds made available to the Town by the participating organizations , and whereas , the State refunds quarterly to the Town 50 percent of the properly budgeted items paid during the preceding quarter . , now therefore BE IT RESOLVED that the procedure outlined below must be followed to have bills paid by the Town under this plan . 1 - A budget for approximately 4500 . 00 covering approved expenditures must be prepared by the organization dur - ing October or November for the following year . All budgets are combined by the Supervisor and submitted to the State Youth Commission for approval in November . 2 - Funds for the payment of bills must be paid by the organization to the Supervisor in advance . This amount should equal the total of all bills payable during the 205 first quarter . A total of one - half of all proper bills paid during the year must be paid laveatlisca by the organization to the Town during the year . Bills paid by the Town , which are not approved by the State Youth Commissionjwill be charged against the organ - izations funds in total . 3 - Bills presented by the organization for payment must be in duplicate on Town Voucher forms , these forms must be signed by the person to receive payment and notarized . These forms must also be approved and the proper budget item indicated on the forms by the Treasurer of the organization presenting them for payment . Bills not properly presented will be returned to the sender . 4 - The bills presented will be audited and payment authorized by the Town Board at its regular monthly meet - ing . These meetings are held on the third of the month or as soon after as possible . 5 - The Supervisor wilj , as soon as possible , send to the Treasurer the amount refunded by the State for vouchers paid during the quarter , and which is deposit - ed to the credit of the organization . 6 - A copy of this resolution shall be senjt' to each participating unit and it be made a part of thet Treasurer ' s book . The resolution was seconded by Justice Whitford and carried . Moved by Justice Shaw , seconded by Justice Whitford , that the First National Bank , Dryden , N . Y . be designated as a depository for the Town of Dryden monies for 1956 . Carried and so ordered . The date for the annual Town audit was set for December 30 , 1955 at 9 : 00 A . M . Moved by Justice Whitford , seconded by Justice Shaw , that all bills and checks , including salaries , be drawn by December 16th and the books for the year closed . Carried and so ordered . Moved by ' Justice Spaulding , seconded by Justice Baker , that the Town Officials . be bonded for the same amount as in the previous year . Motion carried . 207 A contract between the Town of Dryden and the Southworth Library Association of Dryden was read. . . Moved by Justice Whitford , seconded by Justice Shaw , that this Contract be accepted as read and placed on file . Carried by roll call vote , all voting YES . Moved by Justice Shaw , seconded by Justice Whitford , that the Certificate on deposit at the First National Bank be transferred to the checking account , and enough of the money therein be paid to the County Treasurer , to reduce taxes , so as to hold the rate to 420 . 90 on outside properties and 418 . 40 on inside properties . Roll call vote all voting YES . A n application for Town Assessor was read from William Edwards Etna , N . Y . He came before the Board later in the evening to meet the members and answer any questions that they wished to ask him . Moved by Justice Whitford , seconded by Justice Baker , that the Town Clerk advertise for bids for the installation of gas heat in the Town Garage , bids to be opened at the next regular board meeting on January 3rd , 1956 . Motion carried and so ordered . Supervisor Downey appointed Justice Shaw to write the specifications for the installation of the gas heater for the Town Garage . Supervisor . Justice Baker was appointed by the Supervisor to meet with the interested parties of the West Dryden Church groups , to work out satisfactory plans for both organizations . The next regular meeting of the Town Board is to be held January 3rd , 1956 . The minutes of this meeting were read , corrected and approved . The members of the Town Board of the Town off Dryden met at the Town clerk ' s office on December 30 , 1955 at 9 : 00 A . M . for the annual audit of the year 1955 . Present were Justices Baker , Spaulding , Shaw and Whitford , Justice Spaulding acting as chairman . The Superintemdent . of Highway and Supervisors books were checked , found to be in order and accepted . _ on completion of the audit the meeting was adjourned . Leona Fortner , Town Clerk .
