Wednesday June 3,�1987 Regular Meeting The Regular Meeting of the Town Board of the Town of Cortlandville was held at the Town Hall, 15 Terrace Road, Cortland, New York, with Supervisor Pierce presiding. Members present: Supervisor, Councilman, Councilman, Councilman, Councilman, Town Clerk, Melvin Pierce Warren Manning Raymond Thorpe Edwin O'Donnell Ronal Rocco Pauline Parker Others present were newsreporter, Kevin Conlon; Highway Superintendent, Carl Bush, Robert Moore, Karen Bush, and Mr. and Mrs. Earl Morehouse. The meeting was called to order by Supervisor Pierce at 7:30 o'clock P.M. He requested that all those in attendance rise and pledge allegiance to the flag. A motion was made by Councilman O'Donnell seconded by Councilman Rocco to approve, as written, the Cortlandville Town Board minutes of.April 15, 1987. All voting aye, the motion was carried. A motion was made by Councilman Thorpe, seconded by councilman Manning to receive and file the Cortlandville Planning Board minutes of May 26, 1987. All voting aye, the motion was carried. RESOLUTION # 102 - AUTHORIZE PAYMENT OF VOUCHERS - JUNE Motion by Councilman Manning Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED BE IT RESOLVED, that the vouchers submitted have been audited and shall be paid as follows: General Fund Vouchers #276 - 310 $.43,424.32 Highway Fund #138 - 155 22,809.14 Water Fund # 72 - 81 7,121.76 Sewer Fund # 36 - 39 2,174.50 Supervisor Pierce offered those in attendance the privilege of the floor. Highway Superintendent, Carl Bush informed the Board that Frederick M. Little of the Highway Department has, through his own initiative, taken the Class 3 driving test and passed; therefore qualifying him for a reclassification in the department. Littl Highway Dept. increase Wednesday June 3, 1987 Page 2 RESOLUTION # 103 - AUTHORIZE SALARY INCREASE - FRED LITTLE - HIGHWAY DEPARTMENT Motion by Councilman Thorpe Seconded by Councilman Manning VOTES: ALL AYE ADOPTED WHEREAS, Frederick M. Little has passed his test for a Class 3 license, therefore BE IT RESOLVED, that Frederick M. Little shall hereby be reclassified as M.E.O. at a salary of $6.40 per hour, to be effective with the payroll period starting June 8, 1987. The reports of the various departments are on the table for review, and are available, on request, in the Town Clerks office. Street Councilman Ronal Rocco reported to the Town Board Lighting on the meetings of The Street Lighting Committee, Committee consisting of Councilman Rocco, Councilman O'Donnell, interested citizens, and representatives of Niagara Mohawk. Councilman Rocco submitted to the Board a list of proposals drawn up by the committee. He also apprised the Board that Niagara Mohawk is in the process of changing the outdated streetlights to new ones with lower output but higher intensity, therefore making it - possible to receive more light for less money. The savings that will be accrued will offset the cost of installing new lights where necessary. RESOLUTION # 104 - ACCEPT PROPOSAL - STREET LIGHTING COMMITTEE Street Lighting Motion by Councilman O'Donnell Proposais Seconded by Councilman Thorpe VOTES: ALL AYE ADOPTED WHEREAS, The Street Lighting Committee has had several meetings, studying the existing street lighting in the Town of Cortlandville, and have submitted a proposal of changes or additions of streetlights in the Town, and WHEREAS, Proposal #1 provides for a feasible way to change the lights near the intersections of Rt. 222 and Rt. 281, an area which NYS DOT already has under construction for improvements, therefore BE IT RESOLVED, that The Town Board does hereby authorize proceeding with Proposal # 1 of the Street Lighting Committee now, and further RESOLVED, that Supervisor Pierce is hereby authorized to notify Niagara Mohawk of the Town of Cortlandville's intentions regarding proposed changes. P? 5 Wednesday June 3, 1987 Page 3 Councilman O'Donnell made a motion, seconded by Councilman Thorpe, to receive and file the correspondence from Senator James Seward regarding a revenue sharing plan for local governments. All voting aye, the motion was carried. State Revenue Sharing Councilman O'Donnell made a motion, seconded by Councilman Thorpe, to receive and file a letter from energy Assemblyman Clarence Rappleyea. All voting aye, the conservation motion was carried. grants The letter provided information regarding available grants for energy conservation programs. Councilman O'Donnell made a motion, seconded by Councilman Manning, to receive and file the correspondence from NYS DOT. All voting aye, the motion was carried. The State has approved a truck route for Yellow Freight Systems Inc. from Exit 10 North on Route #81 to Routes #41 and #11 to their location on Port Watson St. in the City of Cortland. Councilman O'Donnell made a motion, seconded by Councilman Manning, to receive and file the notice received from NYS DOT regarding the request to lower the speed limit on Sears Road: All voting aye, the motion was carried. The letter advised that the speed limit on Sears Road would not be reduced as it did not meet the necessary criteria. The request was submitted per Resolution #240, adopted December 3, 1986. The Town Clerk apprised the Town Board that she had received an invitation from Exit 10 Truck/Auto Plaza inviting them to their open house on June 13 and 14, 1987, located in Polkville. RESOLUTION # 105 AUTHORIZE COMPLIANCE AND SINGLE AUDIT OF TOWN RECORDS - JACK LITTLE, CPA Motion by Councilman Manning Seconded by Councilman Rocco VOTES. ALL AYE ADOPTED WHEREAS, the State of New York is no longer auditing the records of the Town, but are requiring a compliance and single audit to be done when a Town receives Federal Revenue Sharing monies in excess of $100,000.00 as required by the State Single Audit Act, and WHEREAS, letters were sent to area qualified auditors, and no responses were received, therefore BE IT RESOLVED, that the Town Board does hereby authorize the hiring of Jack Little, CPA, from the firm of Ciaschi Dieters - Hagen Schaufler & Mickelson, Terrace Hill, Ithaca, New York to do a compliance and single audit for the Town for a fee of $4,000.00, and shall be paid from excess Federal Revenue Sharing monies. Was advised that this has been removed and is part of the Zoning Law and not the proposed aquifer Law. 2. Communication from residents for the Town Planning Board. Was advised that calls received regarding Planning Board matters should be directed to the chairman. The same applies to the Zoning Board of Appeals etc. Supervisor Pierce offered the privilege of the floor to Earl Morehouse, Tompkins St. Ext. trailer park Mr. Morehouse apprised the Town Board that he had Tompkins St. attended the last Planning Board meeting and had Ext, New expressed his feelings on allowing another trailer park to be established on the property recently purchased by the Simon Brothers, located on Tompkins St. Ext. He attended the meeting tonight to see if it were to be discussed. The Town Board advised him that this is a Planning Board matter. There being no further business, a motion was made by Councilman O'Donnell, seconded by Councilman Rocco. to adjourn the meeting. All voting aye, the motion was carried.
