October 3 , 1955 .
The regular monthly meeting of the Dryden Town Board was held
Monday evening , October 3 , 1955 at 7 : 30 P . M . at the Town Office Bld ' g. .
Present were Supervisor Downey , Supt . of Highway Beach , and
Justices Whitford , Shaw , Spaulding and Baker .
The minutes of the previous meeting were read for information .
Justice Shaw reported on the numbering of the houses on the Slater .
Road . He stated that after consulting with the Ithaca Postmaster , it
had been agreed that the houses in the 1900 area would soon be
renumbered , so that all houses would have a number .
A communication was read from Arthur Levitt , State . Comptroller ,
advising that the Town of Dryden ' s " Per Capita State Assistance "
for the year 1956 would be 417 , 771 . 30 .
Also a communication from the New York Jtate Automobile Association
asking that this Town go on record as opposing the 4750 , 000 , 000 high -
way bond issue to be voted on as Amendment No . 1 at the November election
No action was taken regarding this matter .
The regular meeting recessed at 8 : 00 P . M . ; and the Public Hearing
on the renewal of fire contracts between the Town. of Dryden and the
Varna Fire Company ; the McLean Fire Co . ; Neptune Hose Co . No . 1 of
Dryden and the Village of Freeville was opened . George Hajney , chief
of the McLean Fire Department , reported on the work accomplished by the
McLean Fire Co . , and asked for an increase of 4150 . 00 in their contract .
Carl James , representing the Varna Fire Dept . , also asked to have their
contract increased to 4500 . 00 . Mayor Haskins , of Freeville Village ,
spoke and said that they would appreciate an increase in their fire
contract . No further discussion at this time , the Hearing recessed and
the business of the regular meeting proceeded .
Moved by Justice Spaulding , seconded by Justice Shaw , that the
General bills , totaling 4151 . 97 and the Youth Project bills of 4253. 40 ,
be paid as audited . Roll call vote taken , all voting YES .
Moved by Justice Whitford , seconded by Justice Baker , that the
Highway bills totaling 41 , 463 . 23 be paid as audited . Roll call votee ,
all voting YES .
Moved by Justice Whitford , seconded by Justice Shaw , that Charles
McGory and Charles Dickinson Jr . be appointed Voting machine Custodians
for the year . This motion was carried .
Moved by Justice Shaw , seconded by Justice Whitford , that the
salary of the Custodians be 450 . 00 a year for each Custodian . Motion
Carried .

Supervisor Downey stated that the trim on the Office Building
needed painting . Moved by Justice Shaw , seconded by Justice Baker ,
that Mr . Downey be appointed to see to having this work done . Motion
carried .
Moved by Justice Whitford , seconded by Justice Shaw , that 035 . 00
be transferred from the General Fund to the Health Fund , . Motion carried .
Moved by Justice Shaw , seconded by Justice Whitford , that 0200 . 00
be transferred from the Contingent Fund to Budget Item Repairs . Motion

The Public Hearing on the renewal of fire contracts closed at
9 : 00 P . M .
Moved by Justice Baker , seconded by Justice Spaulding , that the
Town of '1ryden renew the Fire contracts for a five year period with
the following companies at the sum designated ; Neptune Hose No . 1 , Dryden
08 , 500 . 00 ; Village of Freeville , 4300 . 00 ; McLean Fire Company , 0250 . 00
and Varna Fire Company , 0400 . 00 . Carried by roll call vote , . all YES .
Attorney Charles Newman was present to discuss with the Board the
suit pending between Carl James , Varna , N . Y . and the Town of Dryden .
Justice Whitford 'offered the following resolution and asked its
adoption :
RESOLVED , that this Town Board does hereby prepare and approve
as the preliminary budget of this Town for the fiscal year
beginning on the first day of January , 1956 , the itemized
statements of the estimated revenues and the expenditures
hereto attached and made a part of this resolution , and be it

FURTHER RESOLVED , that such Preliminary budget shall
be filed in the office of the Town Clerk where it
shall be available for inspection by any interested.

FURTHER RESOLVED , that this Board shall meet between
the hours of 1 : 00 and 2 : 00 P . M . on the 22nd day of
October , 1955 for the purpose of holding a public
hearing upon such preliminary budget , and be it
FURTHER RESOLVED , that the Town Clerk give notice

of such public hearing in the manner provided in {: ;

Sec . 113 of the Town Law , and that such notice be
published .
This resolution was seconded by Justice Spaulding and it was carried , -
It was decided to hold the next regular board meeting on
November 9th . •

Special Meeting - - - October 22 , 1955 .
The members of the Town Board of the Town of Dryden , Supervisor
Downey: and Supt . of Highway Beach held their annual fall road tour
on the morning of October 22 , 1955 .
At L : 00 P . M . a special meeting was called to order at the Town
Office building with all members =oaf. rthet Board present .
The notice of the public hearing on the Preliminary Budget
as published , was read . No one being present to be heard on the budget
at this time , the hearing recessed .
Justice Shaw reported on the renumbering of properties in
the 1900 section on the Slaterville Road and presented the reassign -
ed listing. to the Board ,.
Moved by Justice Shaw , seconded by Justice Whitford , that a
copy of this list of property owners and numbers as reassigned , be
sent to the Ithaca Po'sta ® ffi .c9 , asking that they send change of
Address Cards to the patrons on this road ; also that a copy be sent
to the Brooktondale Fire District for their use ; and that one copy
be placed on file at the Town Clerk ' s Office . . Motion carried and
so ordered .
Moved by Justice . Shaw , seconded by Justice Spaulding , that
each fire district in the Town be required to place on file at the
Town Clerk ' s office a certified list of all members and that the list
be kept up to date as new members are added to their fire company .
Motion carried .
Mr . Thomas Payne was present and spoke of his work with
the Doane Reappraisal Company , . He stated some of the duties that
would be required of the new Town Assessor .
. The Preliminary budget was reviewed , and at 2 : 00 P . M . the
Hearing on the budget was declared closed . r
Justice Baker offered the following resolution and asked
its adoption :
W HLiEAS , this Town Board has met at the time and place
specified in the notice of public hearing on the pre -
liminary budget and heard all persons desiring to be
h eard thereon ; now therefore , be it
RESOLVED , that this Town Board does hereby adopt such
preliminary budget as originally compiled , as the annual ■
budget of this Town for the fiscal year beginning on
the 1st day of January , 1956 , and that such budget as
so adopted be entered in detail in the minutes of the
P roceedings of this Town Board , and be it
FURTHER' RESOLVED , that the Town Clerk of this Town shall
prepare and certify , in duplicate , copies of said annual
budgetras ' adopted by this Town Board , together with the
estimates , if any , adopted pursuant to Section 202 - a ,
subd . 2 , of the Town Law and deliver one copy thereof
to the Supervisor of this Town to be presented by him
t o the Board of Supervisors of this County .

Bids for laying of Blacktop in front of the Town Office Building
were opened and read as follows :

Blacktop be laid in front of the Town Office Building and that
1/ the bid submitted by Paul Mall be accepted . This motion was carried .
The Board authorized the Highway Superintendent to obtain
estimates for gas heater for the Down Garage .
The morning road tour covered the following roads :
Proposed roads , for construction in 1956 ; Erwin road now under
construction ; Nalloryville road ; road past the Borowitz
property ; Snyder Hill road - ? rince extension ; also the bridge
at Gulf Hill .
Moved. by Justice Shaw , seconded by Justice Whitford , that ` a
letter be sent to 1`lr . Hughes , living on the4rince road , informing
him that as yet Mr . Prince does not have the road in question in
shape to meet the requirements of the Town Board . Motion carried .
The minutes of this meeting were read , corrected and approved .
