November 3 , 1954 .
The regular monthly meeting of the Dryden Town Board was called
to order at 7 : 00 P . M . on November 3rd , 1954 at the Town Office Build -
ing .
Present were Supervisor Downey , Highway Supt . Stacey Beach , and
Justices Baker , Shaw and Whitford .
The notice of the public hearing on the Preliminary Budget was
read at 7 : 00 P . M .
The minutes of the previous regular monthly meeting , also the
special meeting held on October 12 , 1954 were read for information .
The preliminary hearing recessed at 7 : 10 P . M . to reconvene if
any persons appeared to be heard regarding the budget .
Communications were read from the Association of Towns , regarding
the 1955 Annual meeting to be held at Hotel Statler , Buffalo , N . Y .
on February 8th thru the 10th ; a card of thanks from Rachel Foster ;
also a letter from R . W . Pease , director of dog licensing , relative

to the appointment of a dog enumerator .
Moved by Justice Shaw , seconded. by Justice Baker , that Clyde
Stevens be appointed dog enumerator , with the understanding that
certain requirements were \met , such as listing dog owner ' s names
alphabetically and obtaining more accurate statements from dog owners .
l his motion was carried .
Moved by Justice Shaw , 6econded by Justice Baker , that the
general bills totaling 4874 . 45 ; youth project bills of 486 . 07 ; and
the election bills of 0899 . 64 , be paid as audited . Carried by roll
call vote , all justices voting Yes .
Motion made by Justice Whitford , seconded by Justice Baker ,
that the Highway bills , totaling L1 , 687 . 89 , be paid as audited . Roll
call vote , All voting Yes . .
The Preliminary Hearing reopened and Supervisor Downey
reviewed the budget . There being no interested persons present , the
hearing on the Preliminary Budget closed at 8 : 00 P . M .
Justice Shaw offered the following resolution and asked its
adoption :
WHEREAS , this Town Board has met at the time and place
specified in the notice of public hearing on the prelimi -
nary budget and heard all persons desiring to be heard
thereon ; now therefore , be it

RESOLVED , that this Town Board does hereby adopt such
preliminary budget as originally compiled , as the annual
budget of this Town for the fiscal year beginning on
the 1st day of January , 1955 , and that such budget as
so adopted be entered in detail in the minutes of the
proceedings of this Town Board , and be it
FURTHER RESOLVED , that the Town Clerk of this Town
shall prepare and certify , in duplicate , copies of said
annual budget as adopted by this Town Board , together
with the estimates , if any , adopted pursuant to Section
202 - a , subd . 2 , of the Town Law and deliver one copy
thereof to the Supervisor of this Town to be presented
by him to the Board of Supervisors of this . County .
Seconded by Justice Whitford . Carried by roll call vote . All
Justices voting Yes .
The public hearing for the purpose of considering ° an
increase for fire protection with the Brooktondale Fore Depart -
ment was read at 8 : 00 P . M . By consent of the Board , the hear-
ing recessed , to reconvene at any time during the hour , if any
interested persons appeared .
Justice Shaw offered the following resolution and ask-
ed its adoption :
RESOLVED , that the Town Board of the Town. of Dryden
does hereby sponser Four ( 4 ) Youth Recreational Projects
as approved by the New York State Youth Commission as
requested by the Bethel Grove Community Home ; Etna
Community ; Varna Community Association ; and Ellis
Hollow Community .
Seconded by Justice Baker . Motion Carried .
A . s no interested , persons appeared for or against the
fire protection contract with the Brooktondale Fire Department ,
the hearing closed at 9 : 00 P . M .
Moved by Justice Whitford , seconded by Justice Shaw ,
that the contract between the Dryden Town Board and the Brook-
tondale Fire District , dated from January 1 , 1951 , expiring
December 31 , 1955 , be abolished , and the new contract be accepted .
Carried by roll call vote , all • justices voting Yes .

The hearing for the purpose of considering a new street
lighting contract with the New York , tate Electric and Gas Corp-
oration for the hamlet of Varna , opened at 9 : 00 P . M .

Mr . Lacey from the Gas and Electric Company , Ithaca , N . Y .
and Archie Cornelius from Varner came before the Board and explained.
the need of more street lights in Varna . Mr . Cornelius placed on file
• a petition , signed by 99 % of the people of Varna in favor of the
improved lighting system ; •
At 10 : 00 P . M . the public hearing, closed .
Moved by Justice Whitford , seconded by Justice Baker ,

that the new contract between the New York ' tate Electric and Gas
Corporation and the Town of Dryden be executed . Carried by roll
call vote , all justices voting Yes .
Moved by Justice Whitford , seconded by Justice Shaw , that
theb Highway Employees be given 10 ¢ an hour wage increase begin-
ning January lst , 1955 . Motion Carried .
The next regular meeting of the Town Board is to be held
December

The minutes of this meeting were read and. approved .
Moved buy Justice Shaw , seconded by Justice Baker , that
the meeting adjourn . Carried .

November 18 , 1954 . Special Meeting .
A special meeting of the Dryden Town Board was called by
Supervisor Charles Downey on November 18 , 1954 at 8 : 00 P . M .
Present were Supervisor Downey , Justices Whitford , Shaw ,
Baker and Spaulding , also Assessors Harold Clough , Claude Bascom ,
and Ralph Dellow . The purpose of the meeting was to discuss the
revised equalization rates for the town of Dryden .
Communications were read. from the State Board of Equalization
and Assessment .
After a discussion , Justice Whitford offered the following
resolution and asked its adoption :
Inasmuch as the Dryden Town Board does not consider
the equalization rate for property in the Town lof
Dryden a fair rate , be it resolved. that this Board
send a letter of protest to the State Board of
Equalization and Assessment at Albany , New York .
Seconded by Justice Shaw . Roll call vote , all voting YES .
Justice Whitford was appointed to prepare a letter of
protest to the State Board of Equalization and Assessment .
Justice Shaw reported on the Multiple Dwelling meeting of
the three municipalities , namely , Town of Dryden , Town of Groton ,
and Village of Groton , that he attended at Groton , N . Y , He
stated that the amount of money apportioned each municipality
for the salary of Inspector were as follows :
Town of Dryden 4322 . 50
Town of Groton 4173 . 00
Village of Groton 4506 . 50
Moved by Justice Shaw , seconded by Justice Baker , that Supervisor
Downey be empowered to sign such an agreement for a period of

six months . Motion Carried .
There being no further business , meeting adjourned .
