HomeMy WebLinkAbout08-28-1986Thursday, August 28, 1986 Pagel SPECIAL MEETING A Special Meeting of the Town Board of the Town of Cortlandville, was held at the Town Hall, 15 Terrace Road, Cortland, New York at 7:30 o'clock p.m. Members'present: Supervisor Melvin Pierce Councilman Warren Mannin Councilman Edwin O'Donnell Councilman Ron 1 Rocco Town -Clerk Pauline H. Parker :- �:� absent : Councilman Raymond Thorpe Also present were Town Attorney PhillipRumsey; • Mayo Snyder, Director, Cortland County Planning Department; Highway Superintendent, Carl Bush; Assessor, David Briggs, and Town Justice, Mardis Kelsen. Supervisor Pierce opened the meeting at 7:30 o'clock pp m. He offered the floor to Mayo Snyder Director of Ehe Cortland County Planning Department, -o brief them on the New York State Economic Development Zones. The goal of this program is to encourage new business and the expansion of existing business into vacant areas currently zoned appropriatly. In doing so the intent is to improve the economic lot of the community and provide employment for area residents. Areas to qualify must have a local unemployment rate twenty-five percent higher than the average state unemp- loyment rate and a development area of not less than one square mile, of which -twenty-five percent is vacant and currently zoned commercial, industrial, or business. Low income residents in the area must stand to benefit from the zones development the organizers have designated 4599 acres in the City of Cortland, and 171 acres in Cortlandville for the development area. A second oppportunit to appply will be available in the spring, in addition % the Se tember 1986 deadline. It was the consensus of the Town Board that they would prefer that the County submit this application on behalf of the City of Cortland and the Town of Cortlandville for the zone development project to benefit the county. Action will be taken at the next Town Board meeting, after the members have had additional time to review the program. The Town Boardand department heads held a discussion relating to the revised personnel policy. No action was taken. There bein&; no further business, a motion. was made by Councilman 0 Donnell, seconded by Councilman Rocco, to adjourn the meeting. All voting aye, the motion was carried.
