HomeMy WebLinkAbout08-06-1986;& 4 Z Wednesday, August 6, 1986 Page. 1 E Regular Meeting The Regular Meeting of the Town of Cortlandville Town Board, was held at the Town Hall, 15 Terrace Road, Cortland, New York, with Supervisor Pierce presiding. Members present: -Supervisor Melvin Pierce Councilman Warren Manning Councilman Raymond Thorpe Councilman Edwin O'Donnell Councilman Ronal Rocco Town Clerk Pauline Parker Others present were Attorneyy� Phillip Rumse�r; Assessor, David Briggs; Code Enforcement Officer, Bruce Weber; High- way Superintendent, Carl Bush;, Town Justice, Mardis_Kelsen; Court Clerk, Frances Darling; Deputy Town Clerk, Beth O'Gorman; Brian Bell of Thoma Development; David Yaman of Yaman Realty; Newsrepo-rter, Kevin Conlon; Town Residents, Dick Crozier, and Charles Parks. The meeting was called to order by Supervisor Pierce at '7:30 p.m. He requested that those in attendance rise and pledge allegience to the flag. Supervisor Pierce offered the floor to Brian Bell of Thoma Development, and David Yaman of Yaman Realty. Allen Drive Brian Bell and David Yaman provided additional details Development on the proposed Allen Drive Development Project. The proposed Project plan consists of two single family units, two duplexes, and four quadplexes, for a total of 18 town house units. The applicants average annual income is estimated at sixteen to twenty three thousand, and are first. -time home buyers. The units will be priced in the fifty-nine to sixty thousand dollar range. Assistance money for the down payment is awarded to -the applicant, who then seeks a bank for financing of the mortgage. Marketing;of the units wi.11,be done by the developer, and the town will only administrate the rogram. A barrier will be constructed between the ME houses and neighboring residential areas. It was the consensus of -,:the Town Board that this project will partially satisfy the middle income housing need in the town, and is in compliance with the goals of the Town Board. Motion by Councilman Manning Seconded by Councilman Rocco VOTES: ALL AYE ADOPTED WHEREAS, David J. Yaman and Thomas A. Barden are proposing • to construct eighteen residential units to'be 1[nown as the Allen Drive Development Project in the Town of Cortlandville, and WHEREAS certain funds may be available from the New York State Atfordable HousingCorporation to assit :financially the buyers of these unis who are at moderate income levels, and who could not afford to purchase a home without such assistance, and WHEREAS, a total of $270,000.00 would allow assistance in the amount of $15,000.00 per unit, and Wednesday, August 6, 1986 Page 2 WHEREAS, the Town of Cortlandville desires to expand its commitment to low and moderate income families,thli';dfore BE IT RESOLVED, that the Town Supervisor is hereby authorized and directed, on behalf of the Town of Cortlandville, to submit an application and necessary documents to the New York State Affordable Housing Corporation for funds to assist low and moderate income eligible persons to purchase residences in the proposed Allen Drive Development Project in a total amount of $270,000.00, and it is further RESOLVED, that said application shall be continent upon all necessary building, subdivision, planning, zoning, environmental, and all other similar necessary permits, variances, or approvals as required by the applicable boards and agencies, and be it further RESOLVED, that David J. Yaman and Thomas A Barden for purposes of said application, and as developers off' said project, are hereby named as designees of the Town of Cortlandville for said application. RESOLUTION #158 AUTHORIZE PAYMENT OF VOUCHERS Motion by Councilman Thorpe Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED BE IT RESOLVED, that the vouchers submitted have been audited and shall be paid'as follows: General Fund Vouchers 318-36 $11,31 .45 Hi�hway 156_869 61,05 :0 Wa er 88 322 Sewer 39-5� 37, P9:99 Supervisor Pierce offered.those in attendence the privilege of the floor. Town resident Mr. Charles Parks of the.Ridge Road advised the Town Board that the west end of Ridge Road, past the South Hill intersection, is in a state of disrepair. The east road end has received repair, and patching has been done on the west end, however, numerous ® potholes exist which can result in costly automotive ® repairs. Mr. Parks asked when repairs on the Ridge Roads' west end are scheduled. Supervisor Pierce advised Mr. Parks that the town maintains sixty-eight miles of roads and a staff of ten in the highway department. The Highway Superintendent has g projected, long term schedule, of the roads to be replaced in the town. He suggested that Highway Superin- tendent, Carl Bush, consult this schedule, and advise Mr. Parks when work in his area is planned. Payment of vouchers Charles Park: Ridge Road Repair ;4[1 T. Hall Expansion Wednesday, August 6, 1986 Page 3 Supervisor Pierce advised those present that work on the Town Hall expansion is progressing well, and the concrete walls and foundation will be poured shortly. The reports of the .various departments are on the table for review, and are available in the Town .Clerks office, on request. The letter advised that Mrs. Puzo has successfully E. Puzo completed the six month probationary period in the position of Typist, effective July 28, 1986. Micro -computer RESOLUTION #159 AUTHORIZE TOWN PERSONNEL TO ATTEND Seminar MICRO -COMPUTER SEMINAR - SE;PTEMBER Sept. 16-17 186 16-17f 1986 Syracuse Motion by Councilman Manning Seconded by Councilman Rocco VOTES: ALL AYE ADOPTED WHEREAS, funds were appropriated per Resolution #145, adopted July 2, 1986, for the purchase of a micro- computer system for use in the Town Hall offices, and WHEREAS, it is the consensus of the Town Board, that successful implementation will require additional personnel instruction, and software ppacka es, tailored to the needs of the town departments, therefdre BE IT RESOLVED, that authorization is hereby ranted for town personnel to attend the Syracuse regional seminar "Micro -computers in Local Government", sponsored by the Association. of Towns, on September 16-17, 1986, in Syracuse, New York, at the discretion of the various department heads, and RESOLVED, that the expenses of same, be reimbursed subject to audit by the Town Board. Micro -computer David Briggs advised the Town Board that the micro - Delivery date computers h�Lve been ordered and according to the state agency, delivery will -take Four to six weeks. Locko Glazer Supervisor Pierce advised the Board that he has re - Noise ceived another residential complaint concerning the noise Complaint level and vibrations resulti.n� for Locko Glazers production. Increased ventilation is required for plant employee comfort during the summer, however., it was the consensus of the Town Board that without'a noise ordinance, and means of enforcement, little can be done. A motion was made by Gouncilman Thorpe, seconded by Assessment Councilman Manning, to receive and file the notices of Review requests application for review of assessment from Carrols Corp- q oration, Pyramid Investors Co., Golub Cogporation/ Price Chopper Operating Co., Inc., and Multi National Trading Co. RESOLUTION #160 AUTHORIZATION TO ADVERTISE FOR BIDS- Advertise for PORTLAND CEMENT - LUKER ROAD Bids - cement Luker Road Motion by Councilman Manning Seconded by Councilman Rocco ' VOTES:' ALL AYE ADOPTED BE IT RESOLVED, that the Engineer is hereby authorized and directed to advertise by legal notice, letting of the bids for Portland Cement, Luker Road project, and RESOLVED, that opening of the bids shall occur on Auguste 15, 1986, at 3:00 p.m., in the Cortlandville Town Clerks office, and RESOLVED, that awarding of the bids shall occur on August 20, 1986, at 5:00 p.m., at the Regular meeting of the Cortlandville Town Board. RESOLUTION #` 161 DESIGNATE SUPERVIS'OR TOWN BOARD Aquifer SPOKESMAN - AQUIFER PROTECTION Protection Motion by Councilman Manning Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED. WHEREAS,the.Town Board is fully aware of the necessity of fresh ground water to area residents, businesses and industry, Of the .town, and WHEREAS, the Town Board is increasingly concerned with surveilance efforts of areas surrondingg tie aquifer in order to maintain the benefits of fresh water by monitoring growth and existing operations with hazardous potential to the aquifer, therefore BE IT RESOLVED, that the Town Board designates Supervisor Melvin Pierce as there representative in all concerns relating to the Cortlandville aquifer, and RESOLVED, that he is authorized to communicate withfederal- state, and local governments and a encies, as well as private business and industry, expressing ghis concern and taking action to prevent potentially hazardous situations to protect the aquifer. Supervisor Pierce advised the Board that negotiations Municipal are in progress with Gunzenhauser Realty forthe purchase water well of property on the Luker Road as -a municipal water well site. progress Councilman Rocco -commented that the efforts of Highway Storm related Superintendent Carl Bush, and his staff, in assistingg with Cleanup storm related Tree damage cleanup were greatly apprechiated by the Town Board., area land owners >and residents. zz Wednesday, August 6, 1986 Page 5 Cortland RESOLUTION #162 DIRECT LETTER - CORTLAND COUNTY County Airport LEGISLATURE - CORTLAND COUNTY AIRPORT Letter to LegislatureMotion by Councilman Manning Seconded byy Councilman O'Donnell VOTES: ALIT AYE ADOPTED WHEREAS, on June 16, 1986, a severe wind and rain -storm resulted in extensive damage to the Cortland County airport, and WHEREAS, county residents and members of the Cortland County Legislature have expressed the concern that the benefits derived from the airports operation, do not warrant the financial investment required for repairs, therefore BE IT RESOLVED, that the Town Board of the Town of Cortlandville publically supports the continued operation on the airport and strongly beleives that area residents businesses and industries benefit directly and indirectly from its operation, therefore BE IT RESOLVED, that the Town.Clerk is hereby authorized and directed to forward this resolution to the Cortland County Legislature. A motion was made by Councilman..Manning, seconded by Councilman Thorpe, -to recess -the regular meeting and convene to an executive session on a personnel problem. All voting aye, the motion was carried. The following information was -received from.the Supervisors office. A motion was made by Councilman Rocco, seconded by Councilman Thorpe, to adjourn -the executive session and reconvene the regular meeting. All voting aye, the motion was carried. Hire Court RESOLUTION #163 AUTHORIZATION TO HIRE MARY CHAVOUSTIE- Clerk, Justice JUSTICE DEPARTMENT COURT CLERK Dept. Mary Chavoustie _ Motion by Councilman Manning Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED WHEREAS, the Town Board has received a request and recommendation from Justice Mardis Kelsen to hire a justice department court clerk, therefore BE IT RESOLVED, that the-Town,Justice is hereby authorized to hire Mary F. Chavoustie of 46 North Street, McGraw, New York, for the postion of Cou t Clerk effective August �1986 at an annual salary of 500.00, to be paid rom Al Oil.
