HomeMy WebLinkAbout06-18-1986Wednesday, June 18, 1986 Page 1 REGULAR MEETING The Regular Meeting of the Town of Cortlandville Town Board, was held at the Town Hall, 15 Ter -race Road, Cortland, New York, with Supervisor Pierce presiding. Members present: Supervisor Melvin Pierce Councilman Warren Manning Councilman Raymond Thorpe Councilman Edwin 0'Donnell Town Clerk Pauline H. Parker absent: Councilman Ronal Rocco Others present were Zoning and Code Enforcement Officer, Bruce Weber; Assessor, David Briggs; Highway Superintendent,.Carl Bush; Newsreporter, Kevin Conlon; and town resident Dick Crozier. The meeting was called to order by Supervisor Pierce at 5:00 p.m. He requested that those in attendence rise and pledge allegience to the flag. RESOLUTION #139 AUTHORIZE PAYMENT OF VOUCHERS Payment of Motion by Councilman Thorpe Vouchers Seconded by Councilman Manning VOTES: ALL AYE ADOPTED BE IT RESOLVED, that the vouchers submitted have been audited and shall be paid,as follows: General Fund Vouchers #249-280 $17,1 .58 Highway 110-124 9,1 .04 Water 67- 74 5,271.82 Sewer 29- 31 6,017.72 Supervisor Pierce offered the floor to those in attendence. No comments were heard. Supervisor Pierce advised the Board that he and Highway Superintendent, Carl Bush attended an after- noon meeting at the Cortland County Office Build in� with the Cortland County Emergency Preparedness Office staff. The meeting related to damage and expenses incurred as 16 l ar8ssult of the heavy wind and rain storm on June W6. ind damage to homes and businesses was reported throughout the county. Many streets and roads were ® impassable due to fallen trees and utility poles, resulting in power and telephone service outages. Expenses incurred by the Town of Cortlandville for labor and machinery in relation to the cleanup are estimated at $16,000.00. This estimate will be, submitted to Roberta Gamel of the Emergency Preparedness Office for inclusion in the disaster relief request to state and federal agencies. Storm damage of June 16, 1986 Jt� Wednesday, June 18, 1986 Page 2 McLean Road A motion was made by Councilman Manning, seconded Construction by Councilman O'Donnell, to receive and file the letter Meeting for from Walter Tennant Jr . , Superintendent , Cortla.nd County residents Highways. All voting aye, the motion was carried. The letter advised that an informational meeting for residents and property owners of McLean Road will be held at the Cortland County Office Building on Monday, June 23, 1986 at 7:30 p.m. Construction plans for work on the McLean Road in 1987 will be discussed at that time. Letter sent A motion was made by Councilman O'Donnell, seconded to Mrs. Lauraby Councilman Thorpe, to receive and file the letter sent Smith. to Mrs. Laura Smith,.from Supervisor Pierce. All voting aye, the motion was carried. The letter responded to Mrs. Smiths presence at the Town Board meeting held June 4, 1986, at which time she stated her concerns over the recent total assessment update. Letter from A motion was made 'by Councilman Thorpe, seconded Richard by Councilman O'Donnell, to receive and file the letter Castallo to sent to Town Attorney Rumsey, from Richard Castallo of Attorney 1335 Starr Road. All voting aye, the motion was Rumsey carried. The letter related to an assessment update grievance. Computer for Supervisor Pierce requested that the Board review Town Hall the informational memo on the micro -computer as submitted by David Briggs. He asked that they prepare comments and questions for a discussion to be held at the next reguIar Town Board meeting on July 2, 1986 N.Y. Tel. A motion was made by Gouncilman Thorpe, seconded. Assessment by Councilman O'Donnell, to receive and file the protest Protest from New York Telephone. All voting aye, the motion was carried. The information received was a protest for review of the Special Franchise Assessment for 1986, filed with the New York State Board of Equalization and Assessment, dated May 22, 1986 by New York Telephone. Weber RESOLUTION #140 AUTHORIZE CODE ENFORCEMENT-BRUCE WEBER - Attend Seminar TO ATTEND CONFERENCE AT ELLENVILLE, - Oct. 1-3 1986 NEW YORK Motion by Councilman Thorpe Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED BE IT RESOLVED, that Zoning and Code Enforcement Officer, Bruce Weber, is hereby authorized to attend the New York State BuildingOfficials Gonferenc Inc. in Ellenville, New York, Octber lst thru 3rd, 1996, and RESOLVED, that the expenses .incurred.by same be reimbursed subject to audit by the Town Board. Pay Increase RESOLUTION #141 AUTHORIZE PAY INCREASE - JOHN STAFFORD- Hwy. Bmp. _ HIGHWAY EMPLOYEE J. Stafford Motion by Councilman Thorpe Seconded by Councilman Manning VOTES: ALL AYE ADOPTED 1 0 1 0 1 �11 Wednesday, June 18, 1986 Page 3 WHEREAS, John Stafford has completed the six month probationary period in the,Highway.Department, in compliance with -che personnel policy of the Town of Cortlandville, therefore BE IT RESOLVED, that a pay increase shall be granted to John Stafford of 200 Per hour to $6.00 per hour RESOLUTION #142 AUTHORIZATION TO EXCEED TOWN ROAD Removal of storm RIGHT-OF-WAY STORM RELATED TREE REMOVAL related Motion by Councilman Manning Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED WHEREAS, numerous requests for removal of tree stumps and brush have been received in the Cortlandville Town Offices, as a result of the heavy wind and rain storm which occured on June 16, 1986, and tree debris WHEREAS, the Highway Superintendent is willing to assist residents with cleanup efforts within, reason, and keeping within his normal work schedule and considering insurance liability restrictions, therefore BE IT RESOLVED, that authorization is hereby granted for the Highwayy Department to extend the Town Road right-of- way limit to 35 feet from the center of the road, for removal of storm related debris, for residents and property owners on Town of Cortlandville roads as a result of the storm, and RESOLVED, that the Highway Department requests notification from town residents for removal of storm related debris until July 3, 1986. A motion was made by Councilman O'Donnell, seconded Letter to by Councilman Thorpe, to receive and file the letter sent N.Y.S. D.E.C. to Henry Williams, New York State Department of Conservation, from Supervisor Pierce. All voting aye, the motion was Tioughnioga carried . River The letter related to contamination in the Tioughnioga River and returning the river to safe fishing conditions. A discussion amoung the Board Members and Code Enforcement Officer Bruce Weber, was held relating to propert on the West River Road in Blodgett Mills. A potential buyer is interested in the property as a residential trailer site, and would like to discuss any restrictions applicable prior to purchasing the property. A discussion was held among those present and Assessor, David Briggs, relating to the recent total assessment update and the resulting response from the public. A lack of public understanding of the assessment, budget, and taxation process has been evident in recent verbal and published viewpoints of town residents. It was the consensus of the Town Board that although this condition will always exist, public awareness would benefit by published explanations. Supervisor Pierce advised the Board that .Attorney Litigation Rumsey is still researching the matter of pending litigation on Stupke Road. Municipal Supervisor Pierce stated that he has still not Water Well received the easements for the municipal water well project on the Luker Road. There being no further business, a motion was made by Councilman Manning, seconded by Councilman Thorpe, to adjourn the meeting.. All voting aye, the motion was carried.
