Mr Ldlough also asked for funds for setting up a permanent card record for assessing properties in the town . she system of social security benefits were presented to the highway employees . Len Sheffy , request - ing a speed zone . set up on the Turkey Hail Roaq , High - - way 161 from route 13 to the suit Pleasant Road . The Meeting was called to order at 8 : 00 p . m . Sept , 10th , 1933 by Supervispr Downey* : the rules thEx conduct of meeting outline d by Mr . Downey No objectioncited . Notice ofineeting, as publishedand proposed ordinance read by Mr . Shaw , acting clerk . Lissaman Mr . )51kbppow objected to the operation of the track on the ground that children were to close . He expressed an opinion that the present location of the track would cause excestve drifting of snow in the county highway , Mr . LoPsnto presented the signatures of the people who favored the track operation . He gave the proposed track operation proccedurek . The track would operate one day per week probably on Saturday . They plan to have traffic controled by- town offices . The track will . be treated _ to suppress dust . Some proceeds of the track will be donated to char - itable organizations . The operators will provide sanitary facilities to safeg aDthipublic health . • The noise will be controled on cars by the use of mufflers . • The other installations in the area might prove even more objectionable such as the Road House , Drive - in tTheater and Service bta Lion . . Mr . Fish asked Mr . Lol Into what oujection the track Qperators nap to the proposed ordinance 11 operation as outlinedw would eliminate objectional features . Mr . Lo Pinto objected to the ordinance on the _ground that it was preen tune in as mucn as the track was not yet in operation . and that it was cu. estiona. o± e to its legality . It might be unconstitutional . mrs . ' eien 'zav e . lames of th' ose who opposed the track but who could not attend due to conflicting meet - ings . She also stated that she was a close resident and that her investment - in her dome was probably more than the investment in the track . She stated that the noise and dust caused by the grader during the construction gas a definate nuisance factor and that would probably continue . .Also operation at 7 : 90 a . m . was objectionable . _ . She stressed the ' danger to children playing in the yard due to the proximity of the track . Cars and other vehicles might be exposed to danger . She requested the passage of ordinance to pro - vide protection to the home owners in the area . . Mr Lawler stated that the grader was . not on the track until _ September 13 , 1953 . The protection of property and people will be provided for by a high bank and fence . If this proves in- sufficient , a concrete wall will be provided . He expressedcriticism., of erroneous account in the paper . • Mrs . VanZile stated that the Bulldozer and not the grader was ' a probable source of noise during the con . struction . She expressed concern for welfare and safety of the children in the area . • • e, 132 Mr . Lo Pinto stated that the track will only be inoperation during evening hours from 8 p . m . until the race is over .- . Children are normally in bed at times .when the track is used . Many people enjoy races asked that their desires be considered . . Stated that the Town would benefit economically . In answer to some of the „criticism to the racing staged that loose wheels . should be no problem because a fence and embankment should prove adequate protection . The nearest house is 400 feet from the track . Adequate insurance must be provided . • Dust may have been a. factor during construction but should not be during, the races due to treatmen given track .
