Sovocool, Councilman Gordon C. VanBenschoten, Councilman Donald E. Cummings, Councilman Carl E. Haynes, Councilman Jack Faitzgerald, Attorney 13. 1989 @ 6:4 Also present: Leland Cornelius, Gary Wood, George Totman Claim Nos. 506 to 543 of the General Fund in the amount of $39,325.46 were presented for audit. Moved by Mr. Sovocool, seconded by Mr. VanBenschoten, that the bills be approved for payment. Ayes - Sovocool, VanBenschoten, Cummings, Haynes, Robinson. Claim No. 68 of the Capital Reserve Fund in the amount of $1600.00 as submitted by Dale Barhite was presented for audit. Moved by Mr. VanBenschoten, seconded by Mr. Sovocool, that the bill be approved for payment. Ayes - Sovocool, VanBenschoten, Cummings, Haynes, Robinson. Supervisor Robinson provided board with the following budget figures: 1990 General Fund - 6.26 Part Town - 3.48 Total 9.74 Groton Fire - 1.56 McLean Fire - 3.01 McLean Lights - 099 Peru Lights - 1.38 (200 more than 1989) 1989 Surplus A - 255,000 (Rough Estimates) B - 359000 DA - 1109000 DB - 87 000 487, 00 50,000 - Bldg. Fund 30,000 - Parking Lot 407,000 - Reserve left over This doesn't include previous surplus of $700,000-+- for last year. We had a $200,000 cushion after $500,000 for building. Mr. George Totman moved that the Town Board accept budget as amended. RESOLUTION N0. _- - ADOPT PRELIMINARY BUDGET AS AMENDED AS 1990 TOWN BUDGET Moved by Mr. Sovocool, seconded by Mr. VanBenschoten Ayes - Sovocool, VanBenschoten, Cummings, Haynes, Robinson RESOLVED, that the Groton Town Board does hereby adopt preliminary budget as amended as the Town Budget for 1R90. Majority of traffic does not obey current 35 miles per hour speed limit. RESOLUTION NO. 60 - REQUEST TO COUNTY HIGHWAY DEPARTMENT FOR SPEED LIMIT SIGNS ON STEVENS ROAD Moved by Mr. Sovocool, seconded by Mr. VanBenschoten Ayes - Sovocool, VanBenschoten, Cunnings, Haynes, Robinson RESOLVED, that the Torn Board of the Town of Groton does hereby request that the Tompkins County Highway Department consider additional speed limit signs in the vicinity of 45 Stevens Road, McLean. RESOLUTION N0. 61 - APPROVAL OF 1990 SNOW REMOVAL CONTRACT Moved by Mr. VanBenschoten, seconded by Mr. Cummings Ayes - Sovocool, VanBenschoten, Cummings, Haynes, Robinson RESOLVED, that the Town of Groton enter into an agreement with the County of Tompkins for removal of snow from County roads and sanding of same for the period January 1, 1990 through December 31, 1991• Payment for same shall be $2,24-2.00 per two -lane mile for the year 1.990. The amount paid per two -lane mile will be adjusted each year by the percentage change in County billings to the State for snow and ice removal work performed during the preceding winter season (Oct. - April. There being no further business, Mr. VanBenschoten moved to adjourn meeting, seconded by Mr. Haynes, at 7 :00 P.M. Unanimous Colleen D. MINOTES OF TOWN BOARD MEETING HELD MONDAY, DECEMBER 11, 1989 AT 7:30PM Those present: Teresa M. Robinson, Supervisor Ellard L. Sovocool, Councilman Gordon C. VanBenschoten, Councilman Donald E. Cummings, Councilman Carl E. Haynes,Councilman Jack Fitzgerald, Attorney Also present: Leland Cornelius, Bennie Hill, Gary wood Moved by Mr. Haynes,seconded by Mr. Cummings, to approve minutes of Nov. 6 • and Nov. .13th meetings. Ayes - Sovocool, VanBenschoten,Cummings, Haynes, Robinson. Claim Nos. 298 to 325 of the Highway Fund in the amount of $37,377.70 and Claim Nos.553 to587 of the General Fund in the amount of $16,767.86 were presented for audit. Moved by Mr. VanBenschoten, seconded by Mr. Sovocool, that the bills be approved for payment. Ayes - Sovocool, VanBenschoten, Cummings, Haynes, Robinson. Town has had two audits in a row. Very frustrating and questions galore. There will be an audit report Thursday at 9:00 AM for Town Board members and Officials. Supervisor gave brief summary of audit report toBoard members. Town did riot withhold social security from Summer Youth Workers for 1988 and 1989. This must be done according to auditors.
