SPECIAL MEETING
A Special Meeting of the Town Board of the Town
of Cortlandville was held at the Town Hall, 15 Terrace
Road, Cortland, New York, with Supervisor Stanley
Nadolski presiding. -
Members present: Supervisor Stanley Nadolski
Councilman Melvin Pierce -
Councilman Ray Thorpe
Councilman Warren Manning
Councilman Edwin O'Donnell
Town Clerk Pauline Parker
Others present were Deputy Town Clerk, Beth O'Gorman;
Assessor, David Briggs; Newsreporter, Michele Catz; and
Lamont Circle Resident, Ken Andrews.
The meeting was called to order by Supervisor
Nadolski at 4:30 p.m.
RESOLUTION #196 . AUTHORIZE PAYMENT OF VOUCHERS ---
Motion by Councilman Pierce
Seconded by Councilman Thorpe
VOTES: ALL AYE ADOPTED

RESOLUTION #197 ADOPTION OF THE TOWN OF
CORTLANDVILLE BUDGETS FOR :L986
Motion by Councilman Manning
Seconded by Councilman Thorpe
VOTES: ALL AYE ADOPTED
adopt 1986 WHEREAS on the 6th day of November 1985, the Town Board
Budget of the Town of Cortlandville, held a public hearing on
the preliminary budgets, approved by the Town Board,
and filed with the Town Clerk, for the fiscal ;year
commencing January 1, 1986, and having heard all
persons.in favor of or against the preliminary budget
as compiled, or for or against any items contained,
therefo-7e
BE IT RESOLVED that the preliminary budgets approved and
filed, and the same hereby is adopted and established as
the annual budget of this town for fiscal year beginning
January 1, 1986, and such annual budget, as so adopted
is filed with the Town Clerk, and

RESOLVED that the Town Clerk of this town shall prepare
and certify, as provided by law, duplicate copies of the
annual budgets hereby adopted, together with the assessment
rolls for the benefit of improvement for the Water Fund
and the Sewer Fund, adopted pursuant to Section 202-a of
the Town Law, and within five days thereof, deliver two
copies to the Supervisor of the Town, and the Supervisor
shall present the copies of the annual budgets to the
Legislature of Cortland County within ten days, after
his receipt thereof from the Clerk.
® RESOLUTION ##198 AUTHORIZE HIRING BETH O"GORMAN
AS DEPUTY TOWN CLERK
Motion by Councilman Pierce
Seconded by Councilman Thorpe
VOTES: ALL AYE ADOPTED
BE IT RESOLVED that the Town Clerk is hereby authorized
to hire Beth P. O'Gorman, 36 South Street, McGraw, N.Y.,
as Deputy Town Clerk, effective November 11, 1985, at an
annual salary of $9,537.09, to be paid from A1410.1
RESOLUTION #199 AUTHORIZE -NOTIFICATION TO
COUNTY - UNPAID WATER AND
SEWER CHARGES
Motion by Councilman Manning
Seconded by Councilman Thorpe
VOTES: ALL AYE ADOPTED
BE IT RESOLVED that the Supervisor is hereby authorized
and directed to forward a list of the unpaid water and
sewer accounts to the County as of December 2, 1985, and
BE IT FURTHER RESOLVED that the unpaid amount shall be
relevied on the 1986 tax rolls.
RESOLUTION ##200 AUTHORIZE HIRING OF AN EMPLOYEE
FOR THE HIGHWAY DEPARTMENT
Motion by Councilman Thorpe
Seconded by Councilman Manning
VOTES: ALL AYE ADOPTED
WHEREAS a vacancy has occured in the Highway Department
due to the death of Moses Abdallah, therefore
BE IT RESOLVED that the Highway Superintendent is
hereby authorized to hire a new employee at a salary
of $5.80 per. hour, after reviewing all applications
received and conferring with the attorney regarding
residency requirements.
Supervisor Nadolski reported that an opinion has
been received from the Town Attorney relating to
elected officals salaries. It stated that salaries for
elected officals can be reviewed and set annually.

RESOLUTION #201 AUTHORIZE ASSESSOR TO HIRE
DOUGLAS TICHENOR TO ASSIST
ASSESSMENT UPDATE PROJECT
Motion by Councilman Manning
Seconded by Councilman Thorpe
VOTES: ALL AYE ADOPTED
WHEREAS the Town of Cortlandville is proceeding with
an assessment update project and
WHEREAS monies are in the budget to hire someone to assist
with the project, therefore
BE IT RESOLVED that Assessor, David Briggs, is hereby
authorized to hire Douglas Tichenor fora period of
four to five weeks, for a sum not to exceed $4,000.00.
Councilman Manning inquired as to the status of
hiring a new code enforcement officer.
Supervisor Nadolski responded that several applica-
tions have.been,received and,a meeting was held recently
with the Civil Service Commission.
A discussion was held whereby it was the consensus
of the Town Board.that an appointment should be made as
soon as possible, _with't_he individual understanding that
to maintain the position they are required to -take the
Civil Service Test when offered and pass.
Councilman O'Donnell made a motion, seconded by
Councilman Thorpe,.to,adjourn the special meeting.
All voting aye, the motion was carried.
The meeting was adjourned at 4:45 p.m.
