. SPECIAL MEETING
A special meeting of the Town Board of the Town
of Cortlandville was held at the Town Hall, 15 Terrace
Road, Cortland, New York with Supervisor Nadolski
presiding.
Members present: Supervisor Stanley Nadolski
Councilman Melvin Pierce
Councilman Ray Thorpe
Town Clerk Pauline Parker
Absent: Councilman Warren Manning
Councilman Edwin O'Donnell
Others present were Attorney, Phillip Rumsey;
Deputy Town Clerk, Barbara Falso and Newsreporter,
Mike Mittelstadt.
The meeting was called to order by Supervisor
Nadolski at 4:00 p.m..
RESOLUTION # 151 AUTHORIZE PAYMENT OF VOUCHERS
Motion by Councilman Pierce
Seconded by Councilman Thorpe
VOTES: ALL AYE ADOPTED
audit of BE IT RESOLVED that the vouchers submitted have been
vouchers audited and shall be paid as follows:
General Fund Vouchers # 346 - #350 = $4,112.79
Water Fund # #107 = 53.33
Sewer Fund # 46 = 9.24

RESOLUTION # 152 APPOINT OSCAR TAYLOR TO THE ZONING
BOARD OF APPEALS
Motion by Councilman Pierce
Seconded by Councilman Thorpe
VOTES: ALL AYE ADOPTED
WHEREAS a vacance has occurred on the Zoning Board of
Appeals due to the resignation of Ronald Gauthier,
therefore,
BE IT RESOLVED tha the Town Board does hereby appoint
Oscar Taylor, 662 McLean Road, Cortland, New York as
a member of the Cortlandville Zoning Board of Appeals,
such term shall expire December 31, 1985.
RESOLUTION # 153 NAME TOWN BOARD AS LEAD AGENCY -
SEQRA - PROPOSED NEW ZONING
ORDINANCE
Motion by Councilman Pierce
Seconded by Councilman Thorpe
VOTES: ALL AYE ADOPTED
BE IT RESOLVED that the Cortlandville Town Board pursuant
to Part 617 of the State Environmental Quality Review
Act (SEQRA) shall function as the "lead agency" for
purposes of such Act in relation to the proposed new
Town of Cortlandville Zoning Ordinance.

RESOLUTION # 154 ACCEPT FINAL REPORT.AND DRAFT OF
PROPOSED NEW TOWN ZONING ORDINANCE
Motion by Councilman Thorpe
Seconded by Councilman Pierce
VOTES: ALL AYE ADOPTED
BE IT RESOLVED that the final report and proposed Town
of Cortlandville Zoning Ordinance (Second Draft - January
® 1985) and subsequent revisions, and map proposed by the
duly appointed Zoning Commission after consideration,
drafting and hearings, has been received and filed by
this Board.
RESOLUTION # 155 COMPLIANCE WITH SEQRA - PROPOSED
TOWN ZONING ORDINANCE
Motion by Councilman Pierce
Seconded by Councilman Thorpe
VOTES: ALL AYE ADOPTED
BE IT RESOLVED that this Board has prepared, received and
filed, a short Environmental Assessment Form relating to the
proposed new Town Zoning Ordinance and be it
FURTHER RESOLVED that this Board has reviewed said proposed
Zoning Ordinance against the criteria in Section 617.11 of
the State Environmental Quality Review Act (SEQRA) and
hereby find that said ordinance will have no adverse impact
or effect on the environment o.r.other significant impact and
that no further environmental impact statements are
necessary.
RESOLUTION # 156 SETTING DATE FOR PUBLIC HEARING -
NEW PROPOSED ZONING ORDINANCE
Motion by Councilman Pierce
Seconded by Councilman Thorpe
VOTES: ALL AYE ADOPTED
BE IT RESOLVED that pursuant to the provisions of Section
264 of the Town Law, this Board shall hold a public
hearing on the new Zoning Ordinance or Law at the Town
Hall on September 4, 1985 at 7:30 o'clock p.m.
Councilman Pierce made a motion, seconded by
Councilman Thorpe, to adjourn the meeting. All voting
aye, the motion was carried.
The meeting was adjourned at 4:20 p.m.
