HomeMy WebLinkAbout04-15-1985Monday, April 15, 1985 4:30 P.M PUBLIC HEARING HUD GRANT - ECONOMIC DEVELOPMENT LOANS A public hearing was held at the Town Hall, Town of Cortlandville at 4:30 P.M. relating to a HUD Grant Applica- tion for Economic Development Loans Members present: Supervisor Stanley.Nadolski Councilman Melvin Pierce Councilman Ray Thorpe Councilman Warren Manning Councilman Edwin O'Donnell Town Clerk Pauline Parker Others present were Deputy Town Clerk, June Bradshaw; Assessor, David Briggs; Town resident, Peg Harvard and Linda Armstrong, consultant for Thoma Development Consul- tants. The Public Hearing was opened by Supervisor Nadolski at 4:30 P.M.. The Town Clerk read the legal notice that was published in the Cortland Standard on April 4, 1985- See below. LEGAL NOTICE The Town of Cortlandville will be submitting an application to the U.S. Department of Housing and Urban Development for fun- ding under the Small Cities Community Development Block Grant Program on or about April 29, 1985. The proposed application in the amount -of $400,000 will be for economic development activities. A public hearing will be held on Monday, April 15, 1985 at 4:30 p.m. in the Town Clerk's Office, Town Hall, 15 Terrace Road in the Town of Cortlandville to provide citizens with the opportunity to review and comment on the proposed application. Comments may be submitted orally or in written form. Questions concerning the public hearing or the appli- cation can be directed to the Town Clerk at 756-5725. The Community Develop- ment "Program is funded under Title I of the Housing and Community Develop- ment Act of 1974. 80-1t Supervisor Nadolski asked for any comments or questions from the Town Board or those in attendance. Town resident Peg Harvard asked for information to submit a request for a loan. Members of her family are attempting to get a loan to build a dance hall ,»ithin the Town of Cortlandville. Monday, April 15, 1985 Page 2 Consultant, Linda Armstrong, explained that an ad was put in the Cortland Standard in January to solict proposals from interested businesses. We received many letters of interest, as a result of the ad. Ms. Armstrong explained the HUD Grant program. The awarded HUD applications are divided between the single purpose and comprehensive appl.icati.on5 The Town of Cortlandville has chosen to submit a single purpose applic- ation for economic development. The application must be submitted by April 29, 1985. The awards should occur around the end of June or the first part of Jul . The town is submitting a request for $ 400,000 of which 370,000 would be for the business loan program and $ 30,000 for the general administration of. A letter of intent from those businesses that responded will also accompany the grant application. If the Town is approved for the grant, more informa- tion will be needed from those who applied. Councilman Pierce made a motion, seconded by Council- man Manning, to close the public hearing. All voting aye, the motion was carried. 1 a E Monday, April 15, 1985 4:30 P.M. SPECIAL MEETING A special meeting of the Town Board of the Town of Cortlandville was held at the Town Hall, 15 Terrace Road, Cortland, New York with Supervisor Nadolski presiding. Members present: Supervisor Stanley Nadolski Councilman Melvin Pierce Councilman Ray Thorpe Councilman Warren Manning Councilman Edwin O'Donnell Town Clerk Pauline Parker Others present were Deputy Town Clerk, June Bradshaw; Assessor, David Briggs and town resident, Peg Harvard. The meeting was called to order after the public hearing for a HUD Grant, by Supervisor Nadolski. RESOLUTION # 80 AUTHORIZE PAYMENT OF VOUCHERS Motion by Councilman Thorpe Seconded by Councilman Manning VOTES: ALL AYE ADOPTED pay vouchers BE IT RESOLVED that the vouchers submitted have been audited and shall be paid as follows: General Fund Vouchers # 157 - 161 5 642.98 Highway # 76 - 78 1,395•47 Water Fund # 49 - 50 68.46 Sewer Fund # 18 - 19 357.18 RESOLUTION # 81 AUTHORIZE THOMA CONSULTANTS TO SUBMIT HUD GRANT APPLICATION Motion by Councilman Manning Seconded by Councilman Pierce VOTES: ALL AYE ADOPTED submit HUD WHEREAS the Town Board per resolution # 236 of December 5, application 1984 authorized Bernard Thoma to perform the necessary for an application for a community Development Block Grant, and WHEREAS it was decided by the Town Board to mal,_e application for an Economic Development single purpose grant, and WHEREAS a public hearing was duly held by the Town Board on April 15, 1985, therefore Monday, April 15, 1985 Page 2 BE IT RESOLVED that Thoma Development Consultants is hereby authorized and directed to submit an application on behalf of the Town of Cortlandville to the U.S. Depart- ment of Housing and Urban Development for an Economic Single Purpose Economic Development Grant in the amount of $ 400,000. RESOLUTION # 82 AUTHORIZE HIRING JOHN PILATO - RECREATION AND PARK DIRECTOR ® Motion by Councilman Thorpe Seconded by Councilman Pierce VOTES: ALL AYE ADOPTED r: 1 hire 1985 BE IT RESOLVED that the Town Board does hereby authorize park hiring John Pilato, 21 Lamont Circle, Cortland, New York director as Recreation Program and Park Director for 1985 at a salary of $ 2,000.00. Such position shall be part time April - September with the exception of full time July and August. RESOLUTION # 83 AUTHORIZE HIRING HAYNE SMITH - ENGINEER Motion by Councilman O'Donnell Seconded by Councilman Thorpe VOTES: ALL AYE ADOPTED BE IT RESOLVED that the Town Board does hereby authorize hire hiring as Town Engineer, Hayne W. Smith, R.D.# 1, 3448 Bell Hayne Smith Road, McGraw, New York for a full time position, with an Engineer annual salary of $ 28,148.00, commencing April 8, 1985. Councilman O'Donnell made a motion, seconded by Council- man Pierce, to adjourn the meeting. All voting aye, the motion was carried. The meeting was adjourned at 4:45 P.M..
