HomeMy WebLinkAbout03-18-1985Monday, March 18, 1985 4:30 P.M. 4 J I 1 1 SPECIAL MEETING A special meeting of the Town Board of the Town of Cortlandville was held at the Town Hall, 15 Terrace Road, Cortland, New York with Deputy Supervisor Melvin Pierce presiding. Members present: Deputy Supervisor Melvin Pierce Councilman Warren Manning Councilman Edwin O'Donnell Councilman Ray Thorpe Town Clerk Pauline Parker Absent: Supervisor Stanley Nadolski Also in attendance were Deputy Town Clerk, June Bradshaw; Highway Sup't, Carl Bush; three representatives from bidders, and Consultant, Bernard Thoma and Linda Armstrong. The meeting was called to order by Deputy Supervisor, Melvin Pierce at 4:30 P.M.. Councilman Manning made a motion, seconded by Council- man Thorpe, that receiving of bids for one new dozer with 6 way blade, was officially closed. All voting aye, the motion was carried. The Town Clerk read the legal notice published in the Cortland Standard on March 12, 1985. The bids were opened and read aloud as follows: State Equipment 7000 Schuyler Road East Syracuse, N.Y. B & L Equipment 7313 Northern Blvd. East Syracuse, N.Y. $ 37,714.00 International 13057 M/TD7E $ 34,975.00 John Deere 13057 M/450E Case Power & Equipment Drott Drive East Syracuse, N.Y. 13057 $ 33,448.00 Case M/450C RESOLUTION # 68 AWARD BIDS ON DOZER APRIL 3,,1985 Motion by Councilman Manning Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED open bids new dozer award bid 4/2/85 Monday, March 18, 1985 Page 2 audit bills BE IT RESOLVED that awarding of the bids for one new dozer with 6 way blade, shall be made at 7:30 P.M. on April 3, 1985. All bids received were given to the Highway.Sup't. for review. RESOLUTION # 69 AUTHORIZE PAYMENT OF VOUCHERS Motion by Councilman O'Donnell Seconded by Councilman Thorpe VOTES: ALL AYE ADOPTED BE IT RESOLVED that the vouchers submitted have been audited and shall be paid as follows: General Fund Vouchers # 99 - 102 $ 6,395•46 Highway if# 57 - 59 889.91 Water Fund 91 # 35 - 37 159.39 Sewer Fund if# 12 9.39 Deputy Supervisor Pierce requested Consultant, Bernard Thoma to report on the progress of the Comprehensive Grant Application through HUD. Mr. Thoma reported that he has completed a survey report on of the housing in the Blodgett Mills area. The housing HUD application conditions are better than he had anticipated. Mr. Thoma Also HUD has changed their procedure and rules. They will be awarding more single purpose grants than in the past. Based on that information, Mr. Thoma recommended that we submit a single purpose application for economic development loans. Information was distributed to the Town Board regarding businesses_ -- in the Town that have contacted him for loans. Due to loss of jobs from Smith Corona and the closing of Wilsons, this could be considered a high priority area. A discussion was held whereby it was the consensus of the Town Board to proceed with the intention of submitting an single purpose application for economic development loans. RESOLUTION # 70 SETTING DATE FOR PUBLIC, HEARING FOR HUD GRANT public hearing Mot ion by Councilman O'Donnell HUD Grant Seconded by Councilman Manning, VOTES: ALL AYE ADOPTED BE IT RESOLVED that a public hearing shall be held on April 15, 1985 at 4:30 P.M. to allow public participation regarding submitting an application for a HUD grant. 1 0 1 n 1 Monday, March 18, 1985 Page 3 Highway Sup°t., Carl Bush, discussed with the Town Board the problems he has with the tires that have been purchased from state bid. If he has a blow out, which does happen, the tire cannot be recapped and is a complete loss. He recommended that we should purchase heavier tires. A discussion followed whereby it was the consensus of the Town Board that the'Highway Sup°t. should purchase tires, as needed, at his discretion. RESOLUTION # 71 AUTHORIZE HIRING OF DENNIS BILODEAU- HIGHWAY EMPLOYEE Motion by Councilman Thorpe Seconded by Councilman Manning VOTES: ALL AYE ADOPTED highway dept tires BE IT RESOLVED that the Highway Sup®t. is hereby authorized hire to hire Dennis Bilodeau as a full time employee of the highway highway dept. at $ 5.81 per hour as a Machinery Equipment employee Operator. RESOLUTION # 72 AUTHORIZE WATER SHUTOFF EXTENSION FOR BOYD CHAMBERLAIN Motion by Councilman Thorpe Seconded by Councilman Manning VOTES: ALL AYE ADOPTED WHEREAS the water bill for W3560, Boyd Chamberlain, has not been paid, and the shutoff date is noon on March 19, 19851 and WHEREAS the attorney for Mrs. Chamberlain has called and requested as extension of time, therefore BE IT RESOLVED that the Town Board does hereby extend until noon on March 25, 1985 to receive the overdue water payment for account W3560 or the services shall be disconnected. RESOLUTION # 73 AUTHORIZE TOWN CLERK TO ATTEND CLERK SCHOOL IN SYRACUSE Motion by Councilman Manning Seconded by Councilman Thorpe ® VOTES: ALL AYE ADOPTED BE IT RESOLVED that the Town Clerk is hereby authorized to attend a clerk school from August 18 - 23, 1985 in Syracuse, New York, and RESOLVED that any expenses incurred by same, be reimbursed, subject to audit by the Town Board, and RESOLVED that the Deputy Supervisor is hereby authorized to sign the application for the scholarship being submitted by the Town Clerk. extend time for water shut off clerk school Monday, March 6, 1985 Page 4 F.C.C.
