SPECIAL MEETING
A Special Meeting of the Town of Cortlandville Town
Board was held at the Town Hall, 15 Terrace Road, Cortland,
New York with Supervisor Nadolski presiding.
Members present: Supervisor Stanley Nadolski
Councilman Melvin Pierce
® Councilman Edwin O'Donnell
Councilman Ray Thorpe
Town Clerk Pauline Parker
Absent: Councilman Warren Manning
Others present were Deputy Town Clerk, June Bradshaw;
Assessor, David Briggs; Attorney, Phillip Rumsey; Highway
Sup't., Carl Bush; Newsreporter, Michael Mittlestadt
and several representatives that were submitting a bid.
Supervisor Nadolski called the meeting to order at
4:00 P.M..
Councilman Pierce made a motion, seconded by Council-
man Thorpe, to close the receiving
of bids for one new or bids

RESOLUTION # 129 AUTHORIZE PAYMENT OF VOUCHERS
Motion by Councilman O'Donnell
Seconded by Councilman Pierce
VOTES: ALL AYE ADOPTED
BE IT RESOLVED that the -:?-ouchers submitted have been audited
and shall be paid as follows:
General Fund Vouchers # 229-234 $ 59329.53

Supervisor Nadolski apprised the Town Board that the
polling place in Blodgett Mills, Legislature District # 12-
change voting
District # 1, has been changed from the Grange Hall to the
Blodgett Mills Baptist Church Annex in accordance with the
place
New York State Election Law, Section 4.104, l.A. The church
will receive $ 50.00 a year for rental purposes.

VOTES: ALL AYE ADOPTED
BE IT RESOLVED that the Highway Sup't. is hereby authorized
and directed to construct a new sidewalk and ramp at the
Blodgett Mills Baptist Church Annex for the convenience of
all the voters in that district.
Councilman Thorpe made a motion, „ seconded by Councilman
O'Donnell to receive and file the letter:rece.ived from the

Cortland County Board of Election regarding changing voting Election
place. All voting aye, the motion was carried. letter
Supervisor Nadolski apprised the Town Board that the
introduction of Loaj_ Law # 1 for 1984 will be held over
until the next regular meeting, July 5, 1984.

RESOLUTION # 131 RESOLUTION MEMORIALIZING THE NEW YORK memorializin
STATE LEGISLATURE AND THE GOVERNOR OF assessment
THE STATE OF NEW YORK TO PASS AND ENACT
LEGISLATION IN RELATION TO PROVIDING
STATE ASSISTANCE TO TAXING JURISDICTIONS
CONTAINING LANDS GRANTED AGRICULTURAL
VALUE ASSESSMENTS
Motion by Councilman Pierce
Seconded by Councilman Thorpe
VOTES: ALL AYE ADOPTED
WHEREAS, the preservation of agricultural land is the declared
policy of the State of New York; and
WHEREAS, the Agriculture and Markets Law provides for special
farm land preservation tax benefits to farmers; and
WHEREAS, under the present law, non-agricultural property
owners in the near proximity of farm land bear the total
burden of the tax shift which results from the special
agricultural value assessment; and
WHEREAS, Assemblymen John O'Neil and C.D. Rappleyea have
recently introduced legislation into the New York State
Legislature providing for state assistance to offset the
shift in the real property tax burden, taxing jurisdiction
where farm lands have been granted in agricultural value
assessment; and
WHEREAS, said proposed legislation would amend Section 305
(1) (e) of the Agricultural and Markets Law to require the
state to reimburse one-half of the tax cost which results
in County, City, Town,Village and school taxing jurisdictions
where farm lands are granted agricultural value assessments;
RESOLVED, that the New York State Legislature be and hereby
is memorialized to adopt the,proposal of Assemblymen O'Neil
and Rappleyea as quickly as possible'

Futher RESOLVED, that a certified copy of this resolution
be forwarded to the Director of the Cortland County tax Ser-
vice, Governor of the State of New York, Assemblyman John
O'Neil, Assemblyman C.D. Rappleyea.
Councilman Pierce made a motion, seconded by Council-
man O'Donnell to adjourn the special meeting. All voting
aye, the motion was carried.
