A Special.'Meeting of:the Town of Cortlandville Town
Board was held on October 17, 1983 at the Town Hall, 15
Terrace Road, Cortland, New York with Supervisor Nadolski
presiding.
Members present: Supervisor Stanley Nadolski
..Councilman Melvin Pierce
Councilman Ray Thorpe
Councilman Edwin O'Donnell
Absent: Councilman Warren I!Ranni.ng
Town Clerk Pauline Parker
Others present were Deputy Town Clerk, June Bradshaw;
Engineer Peter Novelli; Attorney, Phillip Rumsey and
newsreporter Dick Camerano. ;
Also present were Mr. Patrick Guard and Mr. Philip
Shager, representatives of the Cortland Chamber of Commerce.
Supervisor Nadolski called the meeting to order at
4:30 P.M..
Privilege of the floor was given to Mr. Patrick Guard,
privilege of Executive Sec'y of the Cortland Chamber of Commerce, and
floor Mr. Philip Shager a member of the Economic Development
Committee. i -
Mr. Shager explained the -purpose of the committee is
to initiat ew business and industry to locate in Cortland
County, He reviewed the Industrial Survey.which the Town
Board had received and explained the proposed program. -
A question and answer period followed. No action
was taken.

RESOLUTION # 215 AWARDING OF BIDS FOR THE POLKVILLE awardir.
COLLECTION SYSTEM bid
Motion by Councilman Thorpe
Seconded by,,Councilman O'Donnell
VOTES: ALL AYE ADOPTED
WHEREAS pursuant to Resolution # 184 for the year 1983,
sealed bids were publicly solicited for the construction
® of the Polkville Sewage Collection system, in accordance
with the specifications and terms set forth in the
information to bidders, and
WHEREAS ten sealed bids were received, opened and read
aloud by the Deputy Town Clerk, and canvassed by the Town
Engineer and Town Attorney, and
WHEREAS a memo, written by Engineer Novelli has recommended
that the lowest bid received is in proper order and should
issue Notice of Award,
NOW, THEREFORE, BE IT
RESOLVED that the Town Board of the Town of Cortlandville
does hereby award the bid to Orchard Earth and Pipe Corp.,
Solvay, N.Y. for construction of the Polkville Sewage
Collection System for the amount of $ 76,620.00.

BE IT RESOLVED that the Supervisor is hereby authorized to
sign all documents between the Town of Cortlandville and
Orchard Earth and Pipe Corp. regarding the Polkville Sewage
Collection System.

VOTES: ALL AYE ADOPTED
® BE IT RESOLVED that the Supervisor is hereby authorized
to sign the cost recovery agreement between the Town of
Cortlandville and Polkville Motel Developments regarding
the Polkville Sewage Collection System.
Councilman Thorpe made a motion, seconded by Council-
man O'Donnell, to recess the regular meeting and convene to recess

an executive session to discuss the matter of litigation.
Councilman Thorpe made a motion, seconded by Council -
adjourn exec. man O'Donnell, to adjourn the executive session and
session reconvene the regular meeting. All voting aye, the motion
was carried.
Councilman Thorpe made a motion, seconded by Council-
man O'Donnell, to adjourn the special meeting. All voting
adjourn spec. aye, the motion was carried.
The meeting was adjourned at 5:30 P.M..
