A Special Meeting of the Town of Cortlandville Town
Board was held at the Town Hall, 15 Terrace Road, Cortland,
New York on July 18, 1983 at 4:00 P.M. with Deputy Supervisor,
Melvin Pierce presiding.
Members present: Deputy Supervisor Melvin Pierce
Councilman Raymond Thorpe
® Councilman Edwin O'Donnell
Town Clerk Pauline Parker
Absent: Supervisor Stanley Nadolski
Councilman Warren Manning
Also present were Engineer'Peter Novelli, Justice,
Donald Eaton and -town resident Ken Andrews.
Deputy Supervisor, Melvin Pierce called the meeting to
order.,
RESOLUTION # 156 AUTHORIZE PAYMENT OF VOUCHERS

RESOLUTION # 157 AUTHORIZE PART TIME HELP FOR JUSTICE
OFFICE
Motion by. Councilman Thorpe
Seconded by Councilman O'Donnell
VOTES: ALL AYE ADOPTED
WHEREAS Justice Eaton.has requested'.part time help in his
office for the remainder of the year 1983, therefore
BE IT RESOLVED that the Justice is hereby authorized to
hire a part time employee at a maxiDrum of 19 hours per
week for 22 weeks at minimum wage, of which the cost
shall not exceed $ 1,600.00, and

RESOLVED that Justice Eaton is hereby authorized to
interview and hire the employee and set the hours to
accomodate his needs of the office.
RESOLUTION # 158 ACCEPT MAP, PLAN AND REPORT OF PRO=
POSED POLKVILLE SEWER IMPROVEMENT
DISTRICT
Motion by Councilman Thorpe

VOTES: ALL AYE ADOPTED
BE IT RESOLVED that the Town Board does hereby accept
the map, plan and report of the proposed Polkville Sewer
Improvement District which was prepared and submitted
by the Town Engineer, Peter Novelli, and
RESOLVED that those submitted are hereby received and
filed.
RESOLUTION # 159 SIGN AND ADOPT ORDER FOR PUBLIC
HEARING OF POLKVILLE SEWER IMPROVEMENT
DISTRICT
Motion by Councilman Thorpe
Seconded by Councilman O'Donnell
VOTES: ALL AYE ADOPTED
WHEREAS, on the 18th day of July, 1983 there was filed in
the Office of the Town Clerk of the Town of Cortlandville,
Cortland County, New York, maps, plans, and an engineering
report relating to the establishment of a sewer district
within the said town as required by Section 209c of the
Town Law, said maps, plans, and report are available for
public, inspection at the Office of the Town Clerk at the
Town Hall, Terrace Road, Cortland, New York; and
WHEREAS, attached hereto and incorporated herein by refer-
ence and denominated "Exhibit A", is a description of the
boundaries of the proposed district in a manner sufficient
to identify the lands included therein as in a deed of
conveyance; and
WHEREAS, the improvement proposed consists of the instal-
lation of approximately 100 feet of 10-inch diameter sewer
pipe, a pumping station and related facilities and approxi-
mately 1000 feet of 4-inch pressure sewer, said sewer line
to connect at its northern terminus.with an existing sewer,
Laid proposed improvement being primarily intended to
provide sewer service to residences and other establishments
situated within the proposed district, in accordance with
said plans now on file in the Office of the Town Clerk of
the Town of Cortlandville; and
WHEREAS, the maximum amount proposed to be expended for the
said improvement as set forth in the aforementioned engineer-
ing report is $ 110,000.00; and

WHEREAS, the proposed method of financing the improvement
which is the subject matter of this order is as follows:
100 percent of the cost thereof will be financed with bonds
issued by the Town of Cortlandville for a term of 20
years and at the interest rate prevailing at the time of
sale, said bonds to be retired by payments received from
the users of the sewer which is the subject matter of the
proposed improvement district, IT IS HEREBY
ORDERED that a meeting of the Town Board of the said Town
of Cortlandville shall be held at the Town Halle, Terrace
Road, Cortland, New York, on the 3rd day of August, 1983,
at 7:30 o'clock in the evening of that day to hear all
persons interested in the proposed sewer improvement district
and for such other action on the vote of said Town Board
with relation to the said district as may be required
by law or deemed proper in the premises.
Councilman O'Donnell made a motion, seconded by
Councilman Thorpe, to adjourn the meeting. All voting aye, adjourn
the motion was carried.
The meeting was adjourned at 4:25 P.M-
