HomeMy WebLinkAbout06-20-19837 9-, Monday, June 20, 1983 4:00 P.M.. , Page 1 A Special Meeting of the Town of Cortlandville Town Board was held at the Town Hall, 15'Terrace Road, Cortland, New York -on June 20, 1983 at 4:00 P.M. with Supervisor Nadolskypresiding. Members present: Supervisor Stanley Nadolski Councilman Edwin O'Donnell Councilman Ray Thorpe • Councilman Melvin Pierce Town Clerk Pauline Parker Absent: Councilman Warren Manning Also present was Newsreporter Dick Camerano. The meeting was called to order by Supervisor Nadolski at 4:00 P.M.. RESOLUTION # 124 AUTHORIZE PAYMENT OF VOUCHERS payment of vouchers Motion by Councilman Thorpe Seconded by Councilman Pierce VOTES: ALL AYE ADOPTED BE IT RESOLVED that the vouchers submitted have been audited and shall be paid as follows: General Fund Vouchers # 195 - 200 $ -6,424.46 Highway # 145 - 147 3,242.98 Water Fund # 64 - 65 399.56 Sewer Fund # 43 8.29 Supervisor Nadolski advised that the Fireman would discuss like to make some repairs and improvements on the Municipal lease of Building, where they are housed, and have requested a mun. bldg. lease agreement. A discussion followed regarding the conditions which should be included in the lease such as maintenance of the building, the office of the zoning officer and also a polling place for elections and the length of time for the lease. RESOLUTION # 125 AUTHORIZE ATTORNEY TO PREPARE LEASE • att. prepare AGREEMENT BETWEEN FIRE DEPT . AND TOWN lease Motion by Councilman Pierce Seconded by Councilman Thorpe VOTES: ALL AYE ADOPTED BE IT RESOLVED that the Attorney, Phillip Rumsey, be and he hereby is authorized and directed to prepare a lease agreement 7A re6A ,! Monday, June 20, 1983 Page 2- 1 • P between the Cortlandville Fire Department and the Town, for the.Cortlandville Municipal Building, and BE IT FURTHER RESOLVED that the lease will be a 20 year lease agreement at $ 1.00 per year with certain stipulations. (amended per Resolution #135, adopted 7/6/83 - page #80) Supervisor Nadolski read two letters in reference to naming the recreation park and fields,which will be ded- letters icated soon. read on The first letter read was received from Ken Andrews, park Recreation Committee Chairman, stating tra.tthe Recreation Committee recommends that the new recreation facility be named the "Cortlandville Citizens Park", and a field be named Pierce Field to recognize the many hours of hard work that -Mr. Melvin Pierce put into the project, and in memory of William.Pierce, Mr. Pi.erce's son, who passed away in 1982. The second letter read was received from Warren Bartholomew recommending a field be named after Ken Andrews, for all the time and effort he has devoted to the park and to the youth of the area, both now and in the past. RESOLUTION # 126 NAMING RECREATION PARK AND FIELDS Motion by Councilman Thorpe naming Seconded by Councilman O'Donnell park & VOTES: ALL AYE ADOPTED fields BE IT RESOLVED that the new recreation park, to be dedicated on June 25, 1983 shall officially be named "Cortlandville Citizens Park", and RESOLVED that the first field is hereby named "Pierce Field" and the second field is hereby named "Andrews Field". (amended per Resolution #136, adopted 7/6/83 - page 80) RESOLUTION # 127 SETTING DATE FOR PUBLIC HEARING - LOCAL LAW # 2 OF 1983 Motion by Councilman Thorpe Seconded by Councilman Pierce VOTES: ALL AYE ADOPTED setting Local Law Pub. Hearing WHEREAS, proposed Local Law No. 2 for the Year 1983 providing for rights and responsibilities of owners and users of land in the Town of Cortlandville which is located in areas associated with flooding or in established special flood hazard areas, has been introduced by Mr. Raymond Thorpe, a member of this Board, now therefore, BE IT RESOLVED, that a Public Hearing upon said Local Law No. 2 for the Year 1983 be held -before this ,Town Board on July 6, 1983 at '7:30 o'clock p.m. in the Town Hall, 15 Terrace Road, Cortland, New York, and that the Clerk of Monday, June 20, 1983 Page 3 this Board be and hereby said Hearing as required of the State of New York. is directed to publish notice of by the Municipal Home Rule Law The Town Clerk requested more information regarding the recent decision of issuing a circus permit to the issue fireman at no charge, per Resolution # 102, adopted on circus permit May 6, 1983. Supervisor Nadolski responded that upon advise of the Attorney, action would be necessary each year, or per request. Councilman O'Donnell made a motion, seconded by recess Councilman Thorpe to recess the special meeting and convene to executive session to discuss the matter of litigation. All voting aye, the motion was carried. The following information was received from the Super- visor's office, and the Town Attorney. Councilman Pierce made a motion, seconded by Council - adjourn man O'Donnell, to adjourn the executive session and recon- executive vene the regular meeting. All voting aye, the motion was session carried. 01� RESOLUTION # 128 AUTHORIZE RETENTION BOND COUNSEL - PROPOSED POLKVILLE SEWER PROJECT Motion by Councilman Thorpe Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED RESOLVED that the Town of Cortlandville retain the law firm of Bond, Schoeneck & King, One Lincoln Center, Syracuse, New York 13202 to serve as bond counselpas needed for the proposed Polkville Sewer Project. RESOLUTION # 129 AUTHORIZE RETENTION OF ATTORNEY PENDING LITIGATION -SEWER RATES Motion by Councilman O'Donnell Seconded by Councilman Thorpe VOTES: ALL AYE ADOPTED RESOLVED that the Town of Cortlandville retain the law firm of Bond, Schoeneck & King, One Lincoln Center, Syracuse, New York 13202 for purposes of litigation which commenced in April, 1983 regarding sewer rates. Councilman Thorpe made a motion, seconded by Councilman O'Donnell to adjourn the regular meeting. All voting aye, the motion was carried. The meeting adjourned at 5:15 P.M..
